The proposed project’s change in land use would not be an intensification of la nd use over the existing commercial designation. As analyzed in Chapter 4 , Alternatives, of this EIR, commercial development under the existing land use and zoning designation would result in additional and more severe environmental impacts in comparison to the development under the proposed project designations. Nevertheless, as analyzed throughout Chapter 3 of this EIR, the proposed project may result in significant impacts to biological resources , cultural resources, tribal cultural resources , and traffic (see Tables 1-1 and 1-2 in Chapter 1 , Executive Summary, of this EIR). All potential impacts as a result of the proposed project would be mitigated to a less -than-significant level with the exception of impacts related to traffic. Such impacts would be considered irreversible.
Further, construction and/or operation of the proposed project would require the use of resources that include, but are not limited to , soils, gravel, concrete, and asphalt , lumber and other related forest products , petrochemical construction materials, steel, copper, and other metal s, water, fuels, and energy. As such, the proposed project would result in the short-term and long-term use of fossil fuels and other nonrenewable resources.
