RE: San Marcos – Artist’s Village Project – Shared Parking Analysis CR Associates has prepared this technical memorandum to document the results of a parking study that was conducted for the San Marcos Artist’s Village Project (“Proposed Project”). The memorandum summarizes the parking supply analysis per the City of San Marco’s municipal code, and the shared parking analysis.
Project Description
The Project proposes to construct 102 multi-family dwelling units on the “West End” of the project site and 63,746 square feet (s.f.) of commercial retail on the “East End” of the project. The proposed project site is currently a vacant site located the northwest corner of Linda Vista Drive and Grand Avenue, in the City of San Marcos. It is important to note that the analysis documented herein focuses on the “East End” and does not include the multi-family dwelling units located on the “West End”. The commercial retail component will be comprised of bars, a distillery, offices, restaurants, live/workspaces, and retail. The East End of the Proposed Project will provide three new side-street stopped controlled driveways: 1) on Grand Avenue approximately 300 feet northwest of Linda Vista Drive, 2) on Linda Vista Drive approximately 250 feet southwest of Grand Avenue, and 3) on Linda Vista Drive approximately 500 feet southwest of Grand Avenue. Finally, the project proposes to provide a total of 278 parking spaces on-site.
Figure 1 displays the Project’s regional location. Figure 2a (1st Floor) and Figure 2b (2nd Floor) display the Project’s current site plan with a detailed land use breakdown.
Parking Supply
As described in the previous section and shown in the site plan, the Proposed Project includes the development of commercial retail, which is comprised of bars, offices, restaurants, live/workspaces, and retail. Table 1 summarizes the Proposed Project’s required parking supply per the City of San Marcos Municipal Code Title 20 – Zoning Ordinance, Chapter 20, Section 20.340.040, for the “East End” component of the proposed project.

Shared Parking Analysis
Shared Parking Analysis
Shared parking is defined as parking spaces that can be used to serve two individual land uses without conflict. Since the Proposed Project is a mixed-use project, it is likely that a person traveling to the site will be visiting multiple uses, such as retail, restaurants, or office spaces and therefore, would reduce the number of parking spaces required. Additionally, a resident living at the West End of the Proposed Project visiting the retail center would not be utilizing a parking space reserved for the commercial retail use, and again, would reduce the number of parking spaces required.
According to the City of San Marcos Municipal Code Title 20 – Zoning Ordinance, Chapter 20, Section 20.340.080 (B) & (C) Off-site Parking Alternatives, this project is allowed for the consideration of collective and shared parking using the required parking ratios of Chapter 20, Section 20.340.040 (A), or modified ratios, per the methodology of the San Marcos Municipal Code Section 20.340.080 (C)(2).
A shared parking analysis was conducted to determine the anticipated number of parking spaces needed for the proposed mix of land uses. Because the parking demand for a specific development can fluctuate during the different hours of the day, based on the land uses and its respective visitors and employees contained within that development, the Urban Land Institute (ULI) published Shared Parking (2020) methodology that provides temporal data to determine the overall peak demand for various land use occurrence, including the time of day and percentages for visitors and employees, for both weekday and weekend conditions.
To understand the hourly parking demand for the proposed project, daily parking distribution rates contained in the ULI Shared Parking Manual (Third Edition, 2020) were applied to parking demand (as seen in Table 1) to determine both its weekday and weekend hourly parking demands. Relevant pages are included in Attachment A.
Table 2 displays the Proposed Project’s hourly parking demand for weekday conditions. As shown, during a typical weekday the proposed project’s parking demand peak hour would occur between 12:00 PM and 1:00 PM, with 272 occupied parking spaces. The proposed project will provide 278 parking spaces, which is sufficient to accommodate the peak hour parking demand during weekday conditions. It is important to note that the 272 occupied parking spaces assumes that those parking spaces reserved for the Live/Work Units will be occupied at all times.
Table 3 displays the Proposed Project’s hourly parking demand for weekend conditions. As shown, during a typical weekend day the proposed project’s parking demand peak hour would occur be- tween 12:00 PM and 1:00 PM, with 277 occupied parking spaces. The proposed project will provide 278 parking spaces, which is sufficient to accommodate the peak hour parking demand during weekend conditions. It is important to note that the 277 occupied parking spaces assumes that those parking spaces reserved for the Live/Work Units will be occupied at all times.

Transportation Demand Management
As an effort to reduce demand for vehicular commute trips, the proposed project shall provide the following alternative transportation facilities at the project site:
1. Passenger Loading Areas along Linda Vista Drive
2. Secure Bicycle Parking
3. Bike rack for short term bicycle parking
4. Designated micro-mobility (scooters, e-bikes, e-unicycles, and e-skateboards) parking spaces to complete the first/last mile connections (i.e., getting people to/from the bus/train stations).
Conclusion
Based on the shared parking analysis conducted and documented above, the 278 on-site parking spaces provided by the proposed project are adequate to accommodate the projected shared parking demand for the proposed project.
