RESOLUTION NO. CC 97 -4900
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
MARCOS REPEALING RESOLUTION NO. 96 -4652 AND RE- ENACTING
RESOLUTION HEREIN, EXPANDING AND CLARIFYING THE
ROLE/ RESPONSIBILITIES OF THE BUDGET REVIEW COMMITTEE AND
ESTABLISHING TERMS
WHEREAS, at the City Council meeting of August 12, 1997, it was determined by the City Council that the role /responsibilities of the Budget Review Committee required some change / clarification; and
WHEREAS, following the direction of the City Council, the City Manager has outlined the following specific responsibilities to be accomplished by the Budget Review Committee commencing with Fiscal Year 1997 -98 and beyond:
1. The Budget Review Committee membership to be established at seven members; the functions of the Committee are to be considered as advisory recommendations to the Staff and City Council.
2. At a date and time to be determined after coordination with the Budget Review Committee, meet monthly for the purpose of having City staff brief and update the Budget Review Committee on matters pertaining to budget issues.
3. The Budget Review Committee to review and discuss the status of each department' s budget situation, based on the monthly expenditure and revenue reports provided by City Staff, and where appropriate, make recommendations to the City Council and City Staff.
4. The Budget Review Committee to consider cost saving measures to reduce or eliminate any possible deficit in the annual budget proposals; and as a result of reviewing and analyzing the monthly expenditure and revenue reports, make appropriate recommendations to the City Council and City Staff.
5. The Budget Review Committee, working together with City Staff, establish as a primary goal a balanced budget proposal for each annual budget proposal submitted.
6. The Budget Review Committee, working together with City Staff, conduct a thorough and analytical review of the annual Capital Improvement Budget and recommend to the City Council and City Staff any changes in project priorities as deemed appropriate and /or necessary.

7. The Budget ReviewCommitteeto providea report to the City Councilon the results of their work on the budget, together with comments /recommendations associatedwith the annualproposedbudgetno later than the secondmeetingin May of each year.
8. The Budget Review Committee to undertake any other such assignments and /or projects as may be assigned by the City Council from time to time.
9. The Budget ReviewCommitteemembersserve at the pleasureof the City Council and membership terms are established as follows: three members to serve terms expiringon June 30, 1998, and two membersto serve terms expiringon June 30, 1999, and two members to serve terms expiring on June 30, 2000; this planned structure would have terms expiring at June 30 of each subsequent year. Membership terms would be for two or three years, as appropriate, after appointment or re- appointment.
