The project site consists of an approximately 10.5 -acre area covering three parcels: 1020 -1080 W San Marcos Boulevard (APNs 219-200-30, 31, and 45) known locally as, “Old California Restaurant Row.” On May 19, 2023, Dudek Architectural Historian, Nicole Frank, MSHP, requested building permits for the existing buildings located in the project site through the City of San Marcos City Clerk Department. On June 5, 2023, the City’s Clerk Department electronically provided Ms. Frank with an extensive file of building, plumbing, and electrical permits for the above- mentioned parcels (Request Number: PRA-2023-145). Using the requested permit records, the existing buildings located within the boundary of the proposed project site, have the following construction dates:
• APN 219-200-31-00, two buildings located on the parcel, one building was constructed in 1978 (Permit # 4487) and the other appears to date to 1994 (Permit # 22654) • APN 219-200-45-00, one building constructed in 1978 (Permit # 4830) • APN 219-200-30-00, no buildings are located on this parcel The following text provides a summary of Dudek’s efforts to identify known CEQA historical resources within the project site.
1 Records Search Review
In May 2022, Dudek archeologists submitted a record search request fo r the project site including a surrounding one-mile radius buffer. This request was conducted by the South Coastal Information Center (SCIC) staff. The

records search did not identify any previously recorded or evaluated archaeological sites or built envir onment building or structures within the proposed project site. 2 Built Environment Resource Directory
The Built Environment Resource Directory (BERD) files provide information, organized by county, regarding non - archaeological resources in the Office of Historic Preservation’s (OHP) inventory. The OHP inventory contains information only for built environment resources that have been processed through the office. This includes resources reviewed for eligibility for the NRHP and the California His torical Landmarks programs through federal and state environmental compliance laws, and resources nominated under federal and state registration programs.
The BERD replaces the former Historic Properties Directory (HPD) that previously provided evaluation status information for resources processed through the OHP.
Dudek accessed the San Diego BERD from OHP on May 24, 2023. The project site was searched for in the online BERD; no listing was found for the project site.
3 County of San Diego Historic Property List
Dudek accessed the County of San Diego’s Historic Property List on May 24, 2023. The Historic Property List contains all properties located within unincorporated San Diego County identified as a historic resource prior to 2002 through 2022 as well as a list of qualified historic unreinforced masonry buildings. Despite the Project area being located within the City of San Marcos, the County’s list includes properties located directly adjacent to or within some city boundaries and therefore required ver ification for listing of the project site. The project site was searched for in the online list; no listing was found for the project site. 4 City of San Marcos
According to the City of San Marcos Environmental Review and Sustainability website, as of 2009, many historical and archaeological resource sites have been identified within San Marcos. On May 25, 2023, Dudek Architectural Historian Nicole Frank, MSHP contacted Planning Director, Joseph Farace, in reference to these known resource sites in relationship to the project site. Mr. Farace sent a copy of Resolution No. 2005 -6539, adopted by the San Marcos of City Council, establishing a Mills Act Program in the city. The resolution identified additional historically significant structures and sites in the city that are qualified to participate in the Mills Act program. Dudek reviewed all of this data and confirmed that no previously identified Historic Structure or Site of San Marcos has been identified within the project site boundary.
5 Summary
There are buildings located in the proposed project site associated with “Old California Restaurant Row” that appear to date to 1978 which as of 2023 makes them 45 years old (APN 219 -200-31-00 and APN 219 -200-45-00). As summarized above, no previously iden tified built environment cultural resources including the extant buildings located within the project site have been previously recorded, evaluated, considered eligible, or were found during
