RESOLUTION NO. 2024-9285
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS APPROVING THE PROCUREMENT OF EQUIPMENT TO FACILITATE TRANSITION OF THE STREET SWEEPING PROGRAM TO IN-HOUSE SERVICE DELIVERY, AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE RELATED AGREEMENTS AND TO APPROPRIATE NECESSARY FUNDS IN THE FY 2024-25 OPERATING BUDGET FOR THE SAME WHEREAS, staff has completed an analysis for delivering street sweeping services that resulted in an in-house service delivery as more cost effective and efficient than via a contractor; WHEREAS, staff has recommended the transition from the delivery of street sweeping services by contracted external providers to providing such services with City staff; WHEREAS, the transition in the delivery of street sweeping services from a contractor to in-house staff would require the City to procure street sweeper equipment and additional Public Works staff; Whereas, staff recommends that City Council delegate authority to the City Manager to negotiate finalize, and execute related agreements to procure the necessary equipment, and to appropriate budget as necessary to allow for an in-house service delivery method for street sweeping services NOW, THEREFORE, BE IT RESOLVED that City Council of the City of San Marcos does hereby delegate authority to the City Manager to negotiate, finalize, and execute related agreements to procure the necessary equipment, and to appropriate monies as necessary in the FY 2024-25 operating budget to effectuate the transition of street sweeping services to in-house delivery.
