RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS DELEGATING TO AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR SAN MARCOS CREEK SPECIFIC PLAN ENVIRONMENTAL HABITAT AND MITIGATION PROJECT (CIP #88529) Whereas, on May 16, 2024, the City issued a Request for Proposals (RFQ) to solicit experienced and qualified consultants to implement the subject project’s required five-year wetland mitigation and monitoring plan (Plan); and Whereas, on June 18, 2024, two consultants submitted proposals to implement the Plan; and WHEREAS, a panel of City staff reviewed and ranked the proposals based on the requirements specified in the RFQ; and WHEREAS, the panel determined that Dudek was the most qualified consultant; and WHEREAS, City staff negotiated the scope and fee for the proposed services with Dudek; and WHEREAS, the City of San Marcos desires to implement the Plan in an expeditious manner; and WHEREAS, delegating and authorizing the City Manager to negotiate, finalize and execute the agreement documents will facilitate the expeditious and orderly implementation of the Plan; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos hereby delegates to and authorizes the City Manager to negotiate, finalize, and execute the agreement with Dudek for the San Marcos Creek Specific Plan Environmental Habitat and Mitigation Project.
