RESOLUTION NO. 20XX-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS DELEGATING TO AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE A CONSULTANT AGREEMENT FOR PROFESSIONAL SERVICES ON THE SAN MARCOS CREEK DISTRICT SPECIFIC PLAN UPDATE.
WHEREAS, on July 25, 2023, the City Council authorized the submission of a grant application to the San Diego Association of Governments (SANDAG) Housing Acceleration Program (HAP) for the San Marcos Creek District Specific Plan update. The grant funds were made available by the California Department of Housing and Community Development (HCD) as part of the Regional Early Action Planning Grants of 2021 (REAP 2.0); and WHEREAS, on October 13, 2023, the SANDAG board awarded the City $626,000 in grant funds for the San Marcos Creek District Specific Plan update; and WHEREAS, the City desires to hire a consultant for professional services to assist in the completion of the San Marcos Creek District Specific Plan update; and WHEREAS, in conformance with San Marcos Municipal Code (SMMC) Chapter 2.30, the City advertised a request for proposals seeking qualified firms for professional services, and received proposals in response to said advertisement; and WHEREAS, the City staff is evaluating the submitted proposals and will select the best qualified firm to provide the consulting services; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos does hereby authorize and delegate authority to the City Manager to negotiate, finalize, and execute a Consultant Agreement with the selected firm in an estimated not to exceed amount of $626,000 for the San Marcos Creek District Specific Plan update, in accordance with SMMC Chapter 2.30.
