APPROVAL OF MINUTES. Approved the minutes of City Council regular and special meetings on October 8, 2024.
APPROVAL OF WARRANTS. Approved City Council, Successor Agency, and Fire Protection District warrants dated October 2024.
RESOLUTION NO. 2024- 9365 - AWARDING A CONTRACT FOR LABOR COMPLIANCE AND DISADVANTAGED BUSINESS ENTERPRISE MONITORING AND COMPLIANCE OVERSIGHT TO GAFCON INC., AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE CONTRACT DOCUMENTS. Adopted resolution awarding a contract to Gafcon Inc. for a maximum of five (5) years with a not-to-exceed budget of $1,000,000, and authorizing the City Manager to negotiate, finalize, and execute contract documents.
RESOLUTION NO. 2024-9366 - RESCINDING RESOLUTION 2007-6932 AND SUBSEQUENT MODIFICATIONS ESTABLISHING THE SAN MARCOS CREEK SPECIFIC PLAN OVERSIGHT COMMITTEE. Adopt a resolution rescinding Resolution 2007-6932 and its subsequent modification establishing the San Marcos Creek Specific Plan Oversight Committee. REMOVED FROM CONSENT CALENDAR.
RESOLUTION NO. 2024-9367 - APPROVING CONSTRUCTION DOCUMENTS, AUTHORIZING ADVERTISEMENT FOR BID, AND DELEGATING AUTHORITY TO THE CITY MANAGER TO AWARD, FINALIZE, AND EXECUTE THE CONSTRUCTION CONTRACT DOCUMENTS FOR THE 2024 SURFACE SEAL PROJECT (CIP# ST011). Adopted resolution to approve construction documents, authorize advertisement for bid, and delegate authority to the City Manager to award, finalize, and execute the construction contract documents for the 2024 Surface Seal Project (CIP# ST011).
RESOLUTION NO. 2024-9368 - APPROVING CONSTRUCTION DOCUMENTS, AUTHORIZING ADVERTISEMENT FOR BID, AND DELEGATING TO AND AUTHORIZING THE CITY MANAGER TO AWARD, FINALIZE, AND EXECUTE THE CONSTRUCTION CONTRACT DOCUMENTS FOR THE SYCAMORE DRIVE STREET IMPROVEMENTS PROJECT (CIP# ST013). Adopted resolution to approve construction documents, authorize advertisement for bid, and delegate authority to the City Manager to award, finalize, and execute the construction contract documents for the Sycamore Drive Street Improvements Project (CIP# ST013).
RESOLUTION NO. 2024-9369 - DELEGATING TO AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE CONTRACT AMENDMENTS FOR ANNUAL SURFACE SEAL PROJECT (CIP# ST001) Approved resolution delegating to and authorizing the City Manager to negotiate, finalize, and execute contract amendments for annual surface seal project (CIP #ST001).

ORAL COMMUNICATIONS
The Rassetts Family invited Council to participate in the Veterans Day Ceremony and provided an overview of the event and guest speaker.
Carol Gendel provided an update on the San Marcos Community Foundation John Mosher commented on maintenance issues at mobilehomes and discussed the website for the San Marcos Mobilehome Residents Association.
Flower Alvarez-Lopez, Universidad Popular, requested better notice when partnering with the City on future workshops for a more robust community turnout, thanked City Staff for pantry donations, and provided an update on future events.
