RESOLUTION NO. 2025-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, CALIFORNIA, INCREASING CITY COUNCIL MEMBERS’ SALARIES BY AN AMOUNT EQUAL TO THE INCREASE IN THE CONSUMER PRICE INDEX CONSISTENT WITH ORDINANCE NO. 2009-1315 WHEREAS, in 1988, the voters of the City of San Marcos (City) approved Ordinance No. 90-866 which established a salary of $600 per year for each City Council Member, and authorized the salary to be adjusted by ordinance, in an amount not to exceed five percent per year; and WHEREAS, in 2009, the City Council adopted Ordinance No. 2009-1315, acknowledging the City Council’s then-current salary of $977.64 and the City’s plenary authority over municipal affairs, including officers’ salaries; and WHEREAS, taken together, these ordinances, codified at San Marcos Municipal Code (SMMC) section 2.08.030, authorize salaries to be paid to the Mayor and each Council Member, with an annual increase equal to the increase in the area Consumer Price Index (CPI), up to a maximum of five percent each year; and WHEREAS, City Council salaries were last increased to $977.46 in 2009 and have remained at that rate since that time; and WHEREAS, the reported year-over-year CPI increase was 3.8% for March 2025; WHEREAS, the City Council desires to increase the salary for the Mayor and all City Council Members by 3.8%, effective July 1, 2025; and WHEREAS, beginning in 2026, City staff will notify the City Council Members annually of the prior year’s CPI increase, and the resultant salary increase to be implemented, consistent with Ordinance No. 2009-1315; and WHEREAS, this Resolution No. 2025 – XXXX is not intended to and shall not operate to affect in any way any other benefits the City Council Members may receive including, but not limited to, health insurance benefits, which will continue to be the same as those earned by executive staff of the City.
