15+ years professional experience as an accountant and financial manager/strategist for companies ranging from startup to global public entities. I've raised $200m+ for various companies. Certified Management Accountant (CMA), specializing in budgeting, forecasting, ethics, and financial controls. Masters in Accountancy from top global school in accounting, bachelors from SDSU. Community engagement and volunteer experiences include San Marcos CERT Volunteer (2021), American Red Cross volunteer (2007), San Diego Blood Bank Guardian Circle Donor (2007, 15+ gallons), San Marcos Youth Baseball Coach (2017), SDSU Aztec Mentor Program (2016).

I believe there are several pain points that everyone living in San Marcos is experiencing and I believe the budget can be leveraged to address these pain points - cost of living, traffic congestion, maintenance programs, community engagement, and crime and enforcement of existing laws. I also believe the school district could use additional base funding beyond simple repairs proposed with Measure JJ. Additionally, I would like to see the afforestation of the city. This would help keep the area cool, provide more fresh air and shade, and overall more pleasant ambiance and greenery.

The opportunity to apply my professional experience and determination to perform my civic duty in a capacity that aligns with the needs of the citizens and the city to seek improved short and long term outcomes. Ensuring elected officials and city employees perform selflessly and with the highest regard to their civic duty to the benefit of all.

Thank you Madame Mayor and council members for the opportunity to present my candidacy. I apologize that I will be unable to attend the June 26th meeting, but I am out of the country and thus must submit this letter instead.

There are two irreplaceable assets in life - one’s time and one’s reputation. I hope to offer both towards the betterment of the community I’ve come to call my own. Volunteer service to the public good is the highest form of civic duty. The Romans knew it, the Founding Fathers knew it, and we today know it too.

I am a 39-year California native, San Diego county resident of 18 years, San Marcos resident of 10 years.

My wife was born and raised here, I bought my first home here, and all four of my children were born and (are currently being) educated here. San Marcos isn’t just my home - it is my legacy to my family, my community, and all future generations.

I have a long history of giving back to my community however I can, starting back in high school as part of my Marine Corps JROTC program all the way to today where I involve myself with such organizations as San Marcos Youth Baseball (SMYB), the San Marcos CERT program, the Aztec Mentor Program at SDSU, and also as a SDBB regular blood donor and American Red Cross volunteer.

I have, over the course of 15 years, developed professional financial expertise, which I would bring to bear to the Budget Review Committee. I’ve worked with startups (including my own) all the way up to global public companies scrutinizing and reviewing their budgets, forecasts, spend oversight, capital projects, and corporate governance functions. Most recently, I oversaw the buildout of a state-of-the-art cell-cultured seafood manufacturing and R&D facility in Sorrento Valley, which came in under budget at $22m. I’m a certified management accountant (CMA) with a masters in accountancy from the University of Illinois and a bachelors in business management from SDSU. I consider myself highly ethical and empathetic, traits you may not always find in the finance profession.

And in case you thought I was just another bean counter applying for a budget review committee role, think again. As an autodidact, I have an insatiable curiosity and have written books and screenplays, composed hundreds of songs across genres and even played in a rock band, built several of my own computers, traveled to over 30 countries, and am also a certified personal trainer. Every one of these pursuits has connected me with thousands of people over the years from all walks of life and has been a constant reminder of how vital it is that those of us with the power or skills to do so should serve our communities and seek maximum positive impact through our efforts.

So, what sort of impact do I intend to have? I intend to see that every dollar collected and spent by the city is done so in a judicious and faithful manner, that public works and infrastructure do not languish under the promise of growth, that the people of this community, especially its children, are provided for and empowered to follow in our footsteps through meaningful programs and opportunities. That at the end of each budget cycle we can collectively stand back and say that we’ve achieved our short and long term goals and made San Marcos the crown jewel of San Diego County and even all of California.

Edward Badal, MSA, CMA

Budget Review Committee 07/01/2023 06/30/2025 Board Chair Growing Minds 1-1-2023 N/A Board of Directors VP
Cal State San Marcos 8/1/2016 06/30/2018 Master in Public Health Cal State San Marcos 8-1-2010 6-1-2016 B.A. Human Development I have extensive experience in intergovernmental coordination, contract and grant administration, and development of comprehensive delivery systems as a government staff administrator. I have also collaborated with third-party consultants to evaluate departmental needs and service effectiveness, ensuring accountability and alignment with municipal policy goals.

I would like to see enhanced investment in social service programs that are designed to support the most economically vulnerable residents of San Marcos. This includes expanding access to health and human services, transportation assistance, youth development programs, and food security initiatives.

There is a critical need for more integrated service delivery models that reduce barriers for residents with limited resources, including multilingual outreach, culturally responsive programming, and centralized resource navigation. City-led coordination with community-based organizations can strengthen referral pathways and ensure that residents are connected to services that address both immediate and long-term needs.

The most compelling aspect of this commission is the opportunity to work collaboratively with City of San Marcos staff in developing a fiscally responsible budget that equitably addresses the needs of all residents. I am particularly interested in supporting efforts that promote transparency, community engagement, and data-informed decision-making in the budgeting process.

I would like to volunteer to serve on a city commission to give back to the community and support San Marcos’ mission. I appreciate the city’s commitment to protecting the local environment and building services for the future. I believe my management, oversight, and science background and business education could be an asset to Budget Review Committee, Climate Action Working Group, or Community Foundation.

Professionally, I have over a decade experience in clinical development within the biotech industry and have been managing teams for over three years. A key responsibility of my job is vendor oversight to ensure compliance with industry regulations and standards. I work with many stakeholders to solve complex problems and find consensus.

I completed my MBA in 2024, which included coursework in finance and governance. After graduation, I was appointed as the due diligence team lead for the 2024 San Diego Angel Conference (SDAC). In that role, I organized a team of angel investors to complete a month-long due diligence activity of one of the finalist companies and presented our findings at the conference. I am currently a member of the NuFund Venture Group, which is an early-stage investor group based in San Diego.

Student Council President / Community Service
and Social Justice Committee Chair
Overall, I think the city is doing a great job in their mission to improve the quality of life of those who live, work, or visit San Marcos. My husband and I moved to San Marcos to raise our two daughters (ages 9 and 12). We’ve greatly appreciated the quality of life and family-friendly atmosphere here.

I think it would be great to see the city highlight the great work being done, including the resources and services available to residents and local small businesses.

I would like to see more involvement within the many communities and minorities, as well as the differing age groups within the city. I would also like more programs that involve youth and different people.

The most interesting aspect being on this commission was the experience that I gained during the year that I was on this board. The ability to connect with people across the city, both adults and children allowed me to SEMS Where Everyone Belongs program 2022 2023

Building on my experience organizing Rock the Vote and student wellness events, I believe the city could create more youth-led initiatives focused on mental health, academic support, and leadership development.

I am most interested in how this commission empowers youth to have a direct voice in local government and policymaking. I'm excited by the opportunity to contribute ideas that reflect the diverse needs of my peers and to learn how civic institutions function behind the scenes.

WHAT CITY PROGRAMS/PROJECTS WOULD YOU LIKE TO SEE IMPROVED OR IMPLEMENTED? I would like to see improved traffic control in San Marcos, particularly with a traffic light on Discovery. The avergae commute in San Marcos is 24 minutes, and with more development, like the new apartments planned to be built where Resturant Row stood, congestion will only worsen.

My Great-Grandfather, who works with security at Lake San Marcos, has been advocating for this light for over 10 years. Addresing this issue will help manage growth and improve traffic flow for everyone. I would also like to create more volenteer oppurtunites and events to bring our community together. I would also like to focus on youth sports, as it is very important to the youth community.

MOST INTERESTING ASPECT OF THIS COMMISSION TO YOU?
The most intresting aspect of this commlsion to me is the oppurtuinty to bridge a gap between youth and local government. I am particularly excited about the potential lo bring forward new perspe.:tives and advocate for policies that can Improve the lives of not just ~·oung people but many in the San Marcos community, Working on the commlslon would allow me to engage In meaningful dlsscusslon and collaborate on initiati-.,es that foster community involvmenl, al! while develop:ng a de.iper understanding of local government.
