Dear Public Works Director:

COUNTY OF SAN DIEGO PUBLIC WORK’S ROAD RESURFACING PROGRAM

The County of San Diego’s Department of Public Works (County DPW) maintains approximately 2,000 centerline miles of roadways and continues work on the Annual Roadway Resurfacing Program (Program) to improve the pavement condition index (PCI) to 70. County DPW is reaching out to you to coordinate road resurfacing for the FY 2025-26 of the Program tentatively scheduled for construction in Summer 2026. The goal is to improve coordination effo rts with City partners to ensure short segments of city-maintained streets are not overlooked. To learn more about our roadway resurfacing program, please visit our website at: Resurfacing Websites

Two roads segment has been identified, within the San Marcos jurisdiction, that your city may be interested in resurfacing as part of the County DPW’s Program. By coordinating our efforts, we can avoid or minimize construction conflicts on boundary roads and reduce public inquires, confusion, and complaints when roads on one side of the boundary are resurfaced, and the other side is left untreated.

The attached list includes paving limits, that can be extended, to include segment(s) maintained by the City of San Marcos. County DPW has provided cost estimates to resurface these city segment(s) based on preliminary planning costs in our Program. The roads are:

County DPW is reaching out to determine if the City of San Marcos is interested in participating in coordination efforts to resurface city streets that cross jurisdictional boundaries. The provided cost is a preliminary estimate. The final cost will be determined after the construction contract is awarded, including a 28.5% soft cost. Participation includes associated permits, actual construction and inspection costs, and other minor ancillary costs associated with contracted resurfacing tasks.

County DPW has developed and successfully implem ented the attached agreement for interagency reimbursement for the resurfacing program for your review. The agreement will need to be approved by the City of San Marcos and placed into the County Board of Supervisor (BOS) Letter for authority to Advertise and Award construction projects. County DPW is currently scheduled to go to the BOS for approval in Fall 2025 with construction estimated to begin as early as Summer 2026. If the agreement requires City Council approval, County DPW is requesting the approved document by mid- September2025 to maintain our project schedule and ensure these city streets are resurfaced in our Program. Additionally, County DPW is requesting any pedestrian ramp upgrades or culvert drainage needs be addressed by the City of San Marcos prior to resurfacing. If you have any questions regarding the BOS approval process or timeline please cont act Keith Kezer, Project Manager for County DPW maintenance projects, at [email protected] or by calling (858) 694-3013.

Your assistance with this coordination effort is appreciated and your input is important as we continually work to ensure the safe operation of County roadways. We look forward to working with City staff to address resurfacing needs County-wide. If you have any questions or need any additional information regarding this coordination effort please contact Sam Koohi, Senior Civil Engineer, at [email protected] or by calling (619) 385-8478.

Sincerely,

Murali Pasumarthi, Deputy Director
