RESOLUTION NO. 2025-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS AUTHORIZING THE CITY MANAGER TO ENTER INTO A SERVICE AGREEMENT BY AND BETWEEN THE CITY OF SAN MARCOS AND THE COUNTY OF SAN DIEGO FOR ROADWAY RESURFACING WORK WITHIN CITY LIMITS Whereas, the County of San Diego Department of Public Works administers its Annual Roadway Resurfacing Program to maintain roadway pavement condition and has scheduled resurfacing activities for FY 2025–26, with construction estimated to begin in Summer 2026; and Whereas, the County has identified roadway segments located within the jurisdiction of the City of San Marcos that adjoin boundary roadways planned for resurfacing by the County; and WHEREAS, coordination of resurfacing efforts between the City and County will promote consistency in roadway pavement treatment, minimize construction conflicts, and reduce public inconvenience; and WHEREAS, the County has requested that the City of San Marcos enter into a service agreement to include the identified City-maintained roadway segments in the County’s resurfacing contract, with costs based on competitively bid contract unit prices, actual construction expenses, inspection, and associated soft costs; and WHEREAS, sufficient funds are available in the City’s Gas Tax Fun 200 to complete the City’s portion of the project; and WHEREAS, delegating to and authorizing the City Manager to execute the applicable agreement documents will facilitate the expeditious and orderly construction of the Project; and WHEREAS, City staff has reviewed the draft agreement and recommends approval to allow the identified roadway segments to be resurfaced as part of the County’s program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos hereby:
Approves the proposed service agreement with the County of San Diego for roadway resurfacing services; and Delegates to and authorizes the City Manager to finalize and execute the service agreement documents with the County of San Diego.
