RESOLUTION NO. 2025-XXXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS AWARDING A CONTRACT TO SOUTHERN COUNTIES LUBRICANTS, LLC FOR BULK FUEL AND LUBRICANT SERVICES, AND DELEGATING AUTHORITY TO THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE THE CONTRACT AND ALL RELATED DOCUMENTS WHEREAS, the City of San Marcos desires to contract with a qualified bulk fuel and lubricant delivery service provider to provide fuel for city operations; and WHEREAS, in conformance with the City’s Purchasing Ordinance Section 2.30.100, bids were solicited for the Project through PW RFP 25-07, with bid opening held on October 3, 2025; and WHEREAS, the City received bids from three vendors, and Southern Counties Lubricants, LLC was determined to be the most qualified, responsive, and responsible proposer; and WHEREAS, staff recommends that the City Council approve the award of a contract to Southern Counties Lubricants, LLC for bulk fuel and lubricant services in an amount not to exceed $7,500,000 and, further, that it authorize the City Manager to negotiate, finalize, and execute the contract and related documents with Southern Counties Lubricants LLC.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos hereby approves the award of the contract to Southern Counties Lubricants, LLC and does hereby delegate to and authorize the City Manager to negotiate, finalize, and execute said contract and related documents.
