Schedule and/or to revise the ROPS to add or delete enforceable obli gations as and when appropriate; and
WHEREAS, without waiving such rights the City, acting solely in its capacity as the designated Successor Agency , desires to adopt the amended ROPS attached hereto and incorporated by this reference to preserve the right to make payments as authorized under Health & Safety Code section 34177.
NOW, THEREFORE, the City of San M arcos, acting solely in its capacity as the designated Successor Agency to the former San Marcos Redevelopment Agency (also referred to as the Redevelopment Agency of the City of San Marcos), RESOLVES as follows:
1. The Recitals set forth above are true and correct, and are incorporated herein by this reference.
2. Subject to the conditions and limitations set forth in this Resolution, including the Recitals, the City of San Marcos, acting solely in its capacity as the designated as Successor Agency to the former San Marcos Redevelopment Agency, approves the ROPS and administration budget covering the period July 1, 202 6 to June 30, 202 7 in the form most recently specified by the Department of Finance, which is attached to this Resolution as Exhibit A and incorporated herein by this reference.
3. The City Manager or designee is directed to take all actions necessary to implement this Resolution. Further, because the ROPS form issued by DOF has only recently been amended and because DOF is anticipated to issue additional guidance and/or direction with respect to the same, the City Manager and Successor Agency staff are also delegated the authority to amend or adjust the information on the form based on additional guidance, direction, or information that may come to light prior to the submission of the amended ROPS to the Oversight Board and/or to DOF and all other applicable agencies, to ensure the submission of a complete and accurate ROPS.
4. The City, acting solely in its capacity as the designated Successor Agency to the former San Marcos Redevelopment Agency, further finds and determines that the approval of an ROPS is not a “project” requiring environmental review under the California Environmental Quality Act (Public Resources Code sections 21000, et seq.), as it pertains to governmental fiscal activities which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment which has not already been evaluated.
5. The City, acting solely in its capacity as the designated Successor Agency to the former San Marcos Redevelopment Agency, declares that if any provision, sentence, clause, section or part of this Resolution is found to be unconstitutional, illegal or invalid, such finding shall affect only such provision, sentence, clause, section or part, and shall not affect or impair any of the remaining parts.

ADOPT a resolution authorizing a budget amendment to the fiscal year (FY) 25-26 Operating Budget for the awarded 2025 SAFE San Diego Grant funds for the San Marcos Community Emergency Response Team (CERT).
Board or Commission Action
Not Applicable
Executive Summary
San Diego Gas & Electric (SDG&E) provides SAFE San Diego grant funds to the Burn Institute for subgrants supporting local CERT efforts in San Diego County. The City of San Marcos’ CERT program was awarded $5,000 in SAFE San Diego grant funds for 2025.
Discussion
The Burn Institute has awarded the San Marcos CERT program $5,000 for 2025. Funds awarded to the San Marcos CERT program are managed by the San Marcos Fire Department. The grant will be utilized to procure equipment, training materials, community preparedness materials and branded community outreach items.
These resources will help promote resiliency through preparedness, response and recovery.
The San Marcos Fire Department is requesting the City Council adopt a resolution authorizing to amend the FY 25-26 Operating Budget to appropriate the grant expense of $5,000 and grant revenue in the amount of $5,000.
Environmental Review
The proposed action does not constitute a “project” as defined under Section 15378 of the California Environmental Quality Act Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000 - 15387), and is therefore not subject to environmental review pursuant to Guidelines Section 15060(c) (3).
Fiscal Impact
Approval of the proposed action will result in an increase to FY 25-26 General Fund (Fund 100) expenditure City of San Marcos Printed on 1/9/2026Page 1 of 2

SUBJECT:
APPOINTMENTS TO CITY BOARDS, COMMITTEES AND COMMISSIONS Recommendation
APPOINT individuals to positions on City Boards, Committees and Commissions.
Board or Commission Action
Not applicable.
Relevant Council Strategic Theme
Good Governance
Introduction
The City Council has established boards and commissions to assist with various functions of the City. The roles of the boards and commissions vary from making decisions to making recommendations to the City Council. These boards and commissions consist of individuals who meet certain criteria outlined in bylaws, the San Marcos Municipal Code, or resolution. The City Council has the opportunity every year to review the vacant and expiring positions with the opportunity to appoint new individuals to serve in those positions.
Commission terms range from two (2) to four (4) years. Pursuant to Government Code Section 1302, “every officer whose term has expired shall continue to discharge the duties of his/her office until his/her successor has qualified” and been appointed by the City Council.
As part of the board and commission appointment process, the City enables and ensures all citizens of the City, pursuant to the Maddy Act (Act), have equal access to specific and current information about the many local regulating and advisory boards, commissions, and committees. The Act provides citizens equal opportunity to be informed of vacancies which shall occur, so that they may pursue, participate in, and contribute to the operations of local government by serving on such boards, commissions and committees. In compliance with the Act, the notice of vacancies was posted on the City’swebsite. The application period was from November 10, 2025 to December 22, 2025. The City Clerk’sOffice received a total of 16 applications for Commission vacancies. Applications were then screened by the City Clerk’sOffice to ensure that eligibility requirements met each respective board’sgoverning documents. Qualified applicants were invited to attend the January 13, 2026, City Council meeting to be interviewed and to provide an opportunity to speak to their qualifications for service.

Discussion
The City Council has the opportunity to annually consider making appointments to various City boards, committees, and commissions. The Council is reminded that for those appointments which carry a stipend, the provisions of San Marcos Municipal Code Chapter 2.16 (Controls on Campaign Contributions) restrict Council Member action on campaign contributors of $500 or more. See section 2.16.070. In the event an applicant has made such a contribution to a Council Member within the last 12 months, that Council Member must state the financial disqualification on the record and must then leave the dais during any action and consideration concerning that candidate. Alternatively, if the potential conflict is known in advance, the applicant in question can waive the stipend; a form for such a waiver is available from the City Clerk.
The Mayor is the appointing authority with approval from the City Council as delineated in the Municipal Code or by City Council Resolution for the following commissions:
· Parks and Recreation Commission - SMMC Section 9.08.040 · Traffic Commission - SMMC Section 12.08.070
· Planning Commission - SMMC Section 20.100.060
Committees where the Mayor is specifically identified as the appointing authority:
· Community Foundation - Resolution No. 87-2706
Committees with either General City Council appointment authority, or unspecified appointment authority:
• Climate Action Plan Working Group - Resolution No. 2020-8820 Following is a list of vacancies:
Commission/Committee/Board Term (Years) Vacancies
Climate Action Plan Working Group 2 1 Regular
Parks & Recreation Commission 4 1 Regular, 1 Alternate
Planning Commission 2 4 Regular, 2 Alternates
San Marcos Community Foundation 2 2 Regular
As noted above, Government Code Section 1302 provides that “every officer whose term has expired shall continue to discharge the duties of his/her office until his/her successor has qualified”and been appointed by the City Council.
The following is a list of the commission, committee and board vacancies with term, stipend (if any), and qualifications for serving in that position. Qualified applicants are listed below alphabetically.

oTHER RELEVANT EXPERTENCE/EXPERTTSE
For the past 6 years I have been privileged to work on the Community Foundation- During this time I have participated in 2 projects with CSUSM Senior Experience teams, first developing a strategic plan and, more recently a marketing and publicity plan. Over the last several months we, along with our amazing city staff, have begun implementing some of the recommendations from these.proiects:
WHAT CIW PROGRAMSIPROJECTS WOULD YOU LIKE TO SEE IMPROVED OR IMPLEMENTED? The goal of this current board is to create a new and strong community visibility, in order to grow the original endowment and catch up the dynamic growth of our city. One million dollars no longer meets the needs of our citizens, in spite of the best efforts of the many non-profits working to serve us. We are focusing on increasing community outreach to our business and residential community, to help them understand why donating to the community foundation helps all of us, now and for the future.
MOST INTERESTING ASPECT OFTHIS COMMISSION TO YOU?
Leaming more about al! of the incredible non-profits that help our residents to survive and thrive. lt makes me very proud to represent our city.

I am currently a career coach for nonprofit professionals. I have extensive experience working with volunteers and committees. I am now very interested in being a volunteer myself.
I would like to see the Community Foundation give to more and give larger grants to local organizations. I believe I can provide fundraising guidance to support this. I also would like to help increase the exposure of the Foundation and the great work being done.

My professional background at Jack Henry & Associates, combined with my MIS degree from CSUSM, has strengthened my skills in project, facility, and construction management, as well as process improvement and long-range planning. I have experience collaborating with City staff, public safety agencies, and regional partners on wildfire preparedness, infrastructure, parks and trail stewardship and community programming. Through grant management, public communication, and hands-on neighborhood engagement, I've developed a strong ability to build consensus, analyze proposals, and ensure community needs and safety remain central to decision-making.
I would like to see the City continue expanding programs that strengthen safety, connectivity, and quality of life for familiesiparticularly improved youth transportation options that offer a safe, reliable alternative to e-bikes and reduce school-hour congestion. I also see a need for enhanced wildfire-resilience programs that support residents with education, home-hardening, and defensible-space best practices. Additionally, I believe the City can continue investing in well-designed parks, trails, and recreation programming that bring neighborhoods together, as well as broaden community engagement tools so residents can more easily participate in planning and decision-making.
The most interesting aspect of participating on a City commission is the opportunity to actively serve the community by helping shape decisions that enhance the quality of life for families in San Marcos. I’m drawn to the collaborative nature of the work, evaluating ideas thoughtfully, and supporting programs and policies that strengthen safety, connectivity, and community wellbeing. Commissions play a meaningful role in ensuring our city grows with intention and reflects the needs of those who live here, and I’m eager to contribute to that mission. 1025

I have served on the CAP Working Group since the summer of 2022, when I was completing my master’s degree with a focus on local community resilience and sustainability planning. During the most recent session, I was selected to serve as chair of the group. As my career has focused on international development, I have enjoyed engaging with local issues and serving as a community representative.
In regard to other relevant experience, this year I participated in several community events. This included learning opportunities during the inaugural San Diego Climate Week. I also attended the San Diego County Water Authority’s Citizens Water Academy, as well as the San Diego Food System Alliance’s Annual Gathering. Additionally, my volunteer work with the Agrarian Institute at the Bonsall Berry Farm has highlighted the importance of localizing our food system while advancing climate-smart agricultural practices.
With the City acquiring funds to revise the current Climate Action Plan early, the topic of community engagement and education has consistently come up in our meetings. The committee believes this should be a next step for the CAP. If we are to make meaningful progress on the climate crisis, it will require action from all of us. The City should be proud of the work done so far while continuing to reduce greenhouse gas emissions and mitigate their impacts through carbon sequestration efforts such as tree planting. Further utilizing the CAP Working Group to engage the community is one recommended area for improvement.
I am grateful to live in California, where efforts to combat the climate crisis are directed from Sacramento and implemented at the local level. Learning about how the City of San Marcos is reworking building codes, sourcing renewable energy through CEA, reducing vehicle miles traveled, engaging in active transportation planning, diverting green waste from landfills, and revisiting landscaping decisions are among the topics that have piqued my interest over the years. It has been an honor to be a voice for the community, and I look forward to continuing to serve the City of San Marcos and my neighbors in this way. 1033

Planning Commission - helping create new opportunities for home ownership in San Marcos while also protecting the quality of life of our neighborhoods. Community Foundation - providing transparency and accountability for how publicly endowed resources are distributed.
The City of San Marcos has done an exemplary job of focusing on the essentials of government—public safety, roads and infrastructure, waste and water management, local parks and trails. I admire this focused approach that has kept our community such a desirable place to live and work. As such, rather than suggest new or improved programs, I would support a continued approach that avoids distractions and focuses on providing the services within the City’s jurisdiction exceptionally well. With respect to planning and development, I strongly support high-quality projects that balance community character with new housing opportunities, particularly those that create attainable pathways to homeownership for San Marcos families.
After attending middle and high school here in San Marcos, I went on to UC Davis, where I studied state and local government and the public policy process. After graduating, I completed a fellowship in the State Senate, working as a legislative and communications aide to a State Senator while also earning a graduate certificate in public policy at Sacramento State. Following my fellowship, I had the opportunity to work on the decennial redistricting process as a communications and community engagement director with Redistricting Insights LLC.
In that role, I supported public agencies by managing their redistricting processes in a transparent, accessible, and engaging way. Since 2020, I have worked at Strategy Insights LLC, advising elected officials, stakeholder groups, and public agencies on the political process, community engagement, and public relations. Since 2022, I have served as a partner in the firm, helping manage and grow the business.
