A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS CONFIRMING ANNULMENT OF A PRIOR CONTRACT AWARD FOR THE 2026 PARKS ELECTRICAL UPGRADES PROJECT, AWARDING THE CONTRACT TO THE NEXT LOWEST RESPONSIVE AND RESPONSIBLE BIDDER SELECT ELECTRIC, INC., AND DELEGATING AUTHORITY TO THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE SAID CONTRACT AND ALL RELATED DOCUMENTS Whereas, the City desires to contract with a qualified contractor to perform the 2026 Parks Electrical Upgrades Project, PW IFB CONBID 25-02, including removal and replacement of park lighting infrastructure and all associated electrical work, installation, and site restoration as required (Project); and WHEREAS, in conformance with the City’s Purchasing Ordinance Section 2.30.100, bids were solicited for the Project on January 23, 2026, with bid opening held on February 17, 2026; and WHEREAS, the City received bids for the Project from eight vendors; and WHEREAS, the apparent low bidder failed to timely provide the required documentation and execute the agreement as required by the Notice of Award and Invitation for Bids, and the contractor was thereafter informed that the Notice of Award was accordingly annulled; and WHEREAS, Select Electric, Inc. is the next lowest responsive and responsible bidder; and WHEREAS, staff recommends the City Council confirm annulment of the prior contract award, approve the award of the contract to Select Electric, Inc. for the 2026 Parks Electrical Upgrades Project in an amount not to exceed $753,169.00, and authorize the City Manager to negotiate, finalize, and execute the contract and all related documents.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Marcos hereby confirms the annulment of the prior contract award, approves the award of the contract for the 2026 Parks Electrical Upgrades Project to Select Electric, Inc. and does hereby delegate to and authorize the City Manager to negotiate, finalize, and execute the contract and related documents.
