Re: Sewer Service for GPA25-0001 – Santa Fe Flores 46-Unit Condos
Dear Ms. Cluff,
The project applicant has requested the Buena Sanitation District (BSD) to provide sanitary sewer service for the proposed 46-unit condominium project located at S. Santa Fe Av. and Las Flores Dr. in the City of San Marcos. Though BSD infrastructure is available and has sufficient capacity, the subject property is not located within the BSD boundary. Pursuant to CA Government Code 56133, BSD cannot commit to serve the property unless San Diego LAFCO first approves an Out of Area Service request.
In March 2025, BSD staff submitted a request to serve the project to LAFCO, but a CEQA determination must be made on the project before LAFCO can move forward with the request. To facilitate the CEQA review, this letter serves to confirm that contingent upon LAFCO approval, satisfaction of BSD’s infrastructure improvement requirements, payment of fees, and recordation of an Out of Area Service Agreement, BSD is willing to provide sewer service to the subject project. A formal sewer commitment letter can be provided if/when LAFCO approves the OAS request.
