RESOLUTION NO. 2026-xxxx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS DELEGATING AUTHORITY TO THE CITY MANAGER TO FINALIZE AND EXECUTE A CONTRACT AND RELATED DOCUMENTS WITH VILLA CIVIL, APC, FOR AS-NEEDED CAPITAL IMPROVEMENT PROGRAM SUPPORT SERVICES WHEREAS, the City of San Marcos (City) sought capital improvement program (CIP) support services as a resource to assist and supplement CIP staff operations; and WHEREAS, these services would be utilized on an as-needed basis to accommodate fluctuating project workload demands, continue the timely completion of projects, and to help advance projects that have either been delayed or have not made substantial progress due to limited or reduced staffing levels; and WHEREAS, in conformance with the San Marcos Municipal Code (SMMC) Chapter 2.30, the City advertised a request for proposals seeking qualified firms for the above referenced services; and WHEREAS, City staff evaluated and ranked the submitted proposals; and WHEREAS, City staff recommend that the City enter into an agreement with the top ranked qualified firm.
NOW, THEREFORE, the City Council of the City of San Marcos, California does hereby resolve as follows:
Section 1. The foregoing recitals are true and correct and are hereby incorporated into this Resolution by reference.
Section 2. The City Council hereby delegates authority to the City Manager to finalize and execute a Consultant Agreement with Villa Civil, APC, for as-needed capital improvement program services for a not-to-exceed contract amount of $2,500,000, and to execute any future amendments within the permissible parameters of SMMC Chapter 2.30 that do not exceed the authorized contract amount or materially alter the scope of services.
