RESOLUTION NO. 2026-XXXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS AWARDING A CONTRACT FOR CITY HALL RESTROOM RENOVATIONS TO FLOW BUILDERS, AND DELEGATING AUTHORITY TO THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE THE CONTRACT Whereas, the City is required to maintain reliable and operational facilities as a commercial real estate landlord; and Whereas, City Staff has determined renovations are required in 12 public restrooms of the City Hall building, located at 1 Civic Center Drive, to meet safety and legal requirements; and Whereas, the Fiscal Year 2026-27 Requested Annual Operations and Capital Improvement Program Budget includes the renovations project in the Real Property Management fund (605); and Whereas, IDS Real Estate Group, acting in its capacity as the City’s real property management consultant and on the City’s behalf, publicly advertised a request for proposals that yielded two proposals; and WHEREAS, the proposal from Flow Builders has been reviewed by IDS Real Estate Group on behalf of the City and by City staff and has been determined to meet the needs of the restroom renovations work, and results in significant cost savings as compared to the competing proposal.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Marcos hereby awards a contract to Flow Builders in the amount of $1,684,004 for the City Hall restroom renovations project, and authorizes the City Manager to negotiate, finalize, and execute applicable contract documents.
