RESOLUTION NO. 2026-xxxx
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, CALIFORNIA, APPROVING A CONTRACT FOR ORGANIZATIONAL DEVELOPMENT SERVICES WITH NORTH STAR CONSULTING, INC., AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE, FINALIZE, AND EXECUTE RELATED CONTRACT DOCUMENTs WHEREAS, the City of San Marcos is committed to delivering high-quality public services; and WHEREAS, the City of San Marcos uses professional organizational development consultants on an as needed basis to support a culture of high performance, employee training and development, effective administrative leadership and team performance; and WHEREAS, between March 20, 2026 and May 20, 2026, the City conducted a Best Value procurement process for these services, and North Star Consulting, Inc. was selected as the organizational development consultant to recommend to the City Council; and WHEREAS, pursuant to San Marcos Municipal Code Chapter 2.30, Section 2.30.030, contracts exceeding the City Manager’s delegated authority require City Council authorization.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Marcos hereby approves a contract with North Star Consulting, Inc. for organizational development services, authorizes the City Manager or designee to negotiate, finalize, and execute contract related documents, and further authorizes the City Manager to approve and manage amendments within the project budget appropriated by the City Council.
