RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS AWARDING A CONTRACT TO NV5 ENVIRONMENTAL, LP FOR MONITORING AND ASSESSMENT SERVICES FOR THE CARLSBAD WATERSHED MANAGEMENT AREA WHEREAS, pursuant to Provision D (Monitoring and Assessment Requirements) of the San Diego Region National Pollutant Discharge Elimination System (NPDES) Permit and Waste Discharge Requirements for Discharges from the Municipal Separate Storm Sewer System (MS4) Draining the Watersheds Within the San Diego Region (Municipal Permit) under Order No. R9-2013-0001, as amended by Order Nos. R9-2015-0001 and R9-2015-0100, responsible agencies (Responsible Agencies) including the City of San Marcos are required to monitor and assess the impact on the conditions of receiving waters caused by discharges from their respective MS4s under wet weather and dry weather conditions; and WHEREAS, the Responsible Agencies within the Carlsbad Watershed Management Area have agreed to share costs for this work via that certain 2024 Fifth Amended National Pollutant Elimination System San Diego Regional Stormwater Copermittees Memorandum of Understanding (Copermittee MOU); and WHEREAS, two bids were received and publicly opened on April 3, 2026, in response to a request for proposals with respect to Monitoring and Assessment Services for the Carlsbad Watershed Management Area; and WHEREAS, the City finds NV5 Environmental, LP as the most qualified, responsible, and responsive bidder; and WHEREAS, through the Copermittee MOU, the City will provide project management and contract administration services on behalf of the Carlsbad Watershed Management Area Responsible Agencies.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Marcos approves the award of the contract in the amount of $667,742.00 for Monitoring and Assessment Services for the Carlsbad Watershed Management Area to NV5 Environmental, LP, having determined that it is the most qualified, responsible, and responsive bidder.
