Re: Lanikai Management’s Appeal of City Manager Decision to Withhold Lanikai Project’s Mitigated Negative Declaration
Dear Ms. Prahalad and City Clerk:
This firm represents Lanikai Management (“Lanikai”), applicant on the proposed Lanikai senior residential project (the “Project”) to be located at the corner of E. Mission Road and Woodward Street in the City of San Marcos. We received a letter from Ms. Pr ahalad, dated July 6, 2026, enclosing the City Manager’s resolution “determining the Mitigated Negative Declaration for the Lanikai senior residential project to be incomplete and unable to be circulated.” (Resolution ADM 26-5226).
Lanikai disagrees with the City Manager’s resolution and believes it to be in error and not supported by the evidence in the record. Therefore, through this letter , Lanikai formally appeals the City Manager’s resolution to the City Council for final decision. A check in the amount of $100, made payable to the City Clerk, is enclosed.

Lanikai will submit to the City Council, through the City Attorney, materials in support of its appeal by July 17, 2026. Given the urgency of this matter and the timelines imposed by the California Environmental Quality Act (CEQA), we would request that th is matter be placed for decision on the City Council’s agenda for the meeting scheduled for August 11, 2026.
