3 Resident of San Marcos Mobile Estates: Sylvia Williams thanked City staff and the Commission for their work on the project. The speaker expressed concern about the lack of space for children to play within the park and the safety of the adjacent busy street due to fast-moving traffic.
Resident of San Marcos: Joan Steggall shared her experience of living next to a noisy non -senior resident who moved into a neighboring home after the previous senior resident passed away.
Resident of Palomar Estates East: Leanne Pohrman discussed the implementation of rent control and maintaining the park as an age-restricted community.
Resident of San Marcos: Hydee Morgan questioned why the proposed ordinance was necessary and asked what had prompted the City to consider adopting the senior mobile home park overlay.
Resident of Palomar Estates West: Darlene Pienta expressed support for the proposed amendment, stating that it would help address multiple challenges, including the shortage of housing. The speaker stated that the presentation accurately reflected the issues and was well-aligned with the community’s needs.
Member of San Marcos Mobilehome Resident Association: John Mosher provided background on the origins of the project, stating that the issue began approximately two years ago when Lakeview Mobile Estates introduced new rules and regulations proposing a change from a senior mobile home park to an all- age park. The speaker stated that they reached out to GSMOL (Golden State Manufactured-Home Owners League) and legal representatives for assistance, conducted research, and brought the matter before the City Council to request the creation of a senior park overlay zone to help protect the future of senior residents.
Planning Commissioner Discussion: Commissioners discussed whether the proposed amendment would impact the City’s ability to meet its Regional Housing Needs Allocation (RHNA) targets. Commissioners also inquired whether San Marcos mobile home parks would be subject to the proposed density regulations (SB 79) and whether the proposal aligns with the City’s previously approved urgent action to preserve senior mobile home parks.
Additional discussion focused on what protections would be in place if property owners sought to transition parks to all-age communities and how compliance with the 80/20 senior occupancy requirement would be monitored and enforced.
Deputy City Attorney Response: Jacqueline Paterno explained that an urgency ordinance was approved in December 2024, establishing a senior overlay zone for all 14 mobile home parks. The City Attorney stated that the parks would remain subject to the overlay zone regulations and that code enforcement actions, including potential fines, could be taken for violations. The City Attorney further explained that park owners are required to collect resident data and submit the information to the City’s Housing Department.

4 Planning Director Response: Planning Director Joe Farace stated that the proposed amendment would not affect the City’s RHNA numbers. The Planning Director also noted that some mobile home parks may fall within the areas noted by SB 79 but there has been subsequent legislation introduced to provide protections for mobile home parks.
Member of San Marcos Mobilehome Resident Association Response: John Mosher stated that S B722 would protect the mobile home parks from being subject to the zones created under Senate Bill 79 (SB 79).
Planning Commissioner Comments: Commissioners expressed appreciation for the significant community interest in the item and thanked City staff for their research and informative presentation.
Commissioners expressed support for the staff recommendation and the proposed ordinance.
Commissioners recognized the mobile home community as an important voice within the community and expressed support for preserving the community’s character. Commissioners also expressed concern regarding pending litigation related to the matter.
Commissioners stated their appreciation for the residents’ participation and engagement, noting that the community’s involvement reflects strong neighborhood connection. Commissioners expressed support for the resolution and indicated their intent to vote in favor of the item.
Commissioners highlighted community pride in San Marcos, noting that residents often refer to the city as “My San Marcos” and expressed appreciation for the city’s history and continued growth.
