STRATEGIC PLAN CRITICAL SUCCESS FACTORS
• Fiscally Responsible and Transparent City Government

BACKGROUND
Section 02.02.03 of the San Marino Municipal Code establishes the date and time of City Council meetings as follows:
“Regular meetings of the city council shall be held on the second Wednesday of each month beginning at the hour of six o'clock (6:00) P.M. Meetings shall be held at the city hall, 2200 Huntington Drive. … The council may select a different location or time for the purpose of holding any meeting upon a majority vote of its members.” The issuance of orders by the Governor, the County Health Officer, and the City Council’s Declaration of Emergency regarding the COVID-19 Pandemic in 2020 led the City Council to adopt Resolution No. R-20-25 on October 14, 2020 establishing the City Council meeting location at the San Marino Center, 1800 Huntington Drive.

The location change was made because the Council Chamber at City Hall is far smaller than the large meeting room at the San Marino Center, which severely constrains the City’s ability to hold Council meetings at City Hall in a manner that would allow the public to attend the meetings in person and comply with physical distancing requirements. Changing the location of City Council meetings to the San Marino Center allowed the Council, staff, and members of the public to attend Council meetings in person, if they wished to do so, and still comply with physical distancing requirements that had been mandated and are still recommended.

San Marino’s advisory bodies have been holding their meetings via teleconference since the beginning of the COVID-19 Pandemic.

DISCUSSION
City Council meetings have been held at the San Marino Center with a teleconference option since the beginning of the COVID-19 pandemic. At the July 29, 2022 City Council meeting, Council awarded contracts for the renovation of the San Marino Center. Renovations of the San Marino Center are anticipated to begin in September requiring a new location for City Council meetings. Advisory bodies are also now ready to move to in person meetings with a teleconference option and need an appropriate location for their meetings.

Two options are available for these public meetings: the Council Chambers at City Hall and the Barth Room at the Crowell Public Library. Due to technology and logistical limitations, it is necessary to select one location for all meetings to occur, although the selected location may change at a later date.

Although the municipal code indicates that the location of regular meetings is formally designated by a majority decision of the Council, the location of Council meetings has traditionally been viewed as the Mayor’s discretionary decision, ratified by the full Council when needed. As a matter of Mayoral respect and courtesy, staff consulted with Mayor Jakubowski on her preference for the location of meetings for the remainder of her term, with an eye towards Council ratification at this September 2 meeting.

Due to the continuance of the COVID-19 pandemic, the City’s Declaration of Emergency, and Los Angeles County Public Health encouraging physical distancing, staff’s recommendation, in accordance with the Mayor’s preference and support, is that the location for the City Council meetings and advisory body meetings be established at the Barth Room in the Crowell Public Library. This location will allow for continued social distancing and is capable of conducting hybrid style meetings (in person and teleconference options). By holding all of the advisory body meetings as well as the City Council meetings in one location the burden on staff to set-up and run hybrid meetings at multiple locations would be eliminated.

Resolution No. R-22-34 would rescind Resolution No. R-20-25 which established the City Council meeting location at the San Marino Center, and would set the meeting location for City Council meetings and advisory body meetings as the Barth Room at the Crowell Public Library, 1890 Huntington Drive.

When the next Mayor is seated, we anticipate a new discussion about the preferred location for regular City Council meetings and will prepare the new location accordingly.

FISCAL IMPACT & PROCUREMENT REVIEW

LEGAL REVIEW

RECOMMENDATION
Staff recommends that the Council adopt Resolution No. R-22-34 rescinding Resolution No. R20-25 and changing the meeting location for City Council and advisory body meetings. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to adopt Resolution No. R-22-34, a Resolution of the City Council of the City of San Marino, California, Rescinding Resolution No. R-20-25 and Changing the Location of City Council and Advisory Body Meetings.”
