Fiscally Responsible and Transparent City Government
BACKGROUND
On June 4, 2020, Justin Mi submitted an application for two conditional use permits and Design Review for a two-story mixed-use project that included two residential units and one commercial unit (“Project”) at 2404 Mission Street in San Marino (the “Property”). The Project proposes to replace a onestory, single family residence and detached two-car garage with a two-story building consisting of a 546 square-foot first floor commercial unit, a 638 square-foot first floor residential unit, and a 5,934 square-foot two-story residential unit. Mr. Mi also submitted a Preliminary Application Form in order to obtain vested rights under the Housing Crisis Act of 2019.
The Property is zoned C-1 General Commercial. The Property is bordered to the south by a single-family house (2402 Mission Street) which is accessible via an easement across the subject property. The Project required a conditional use permit for new construction of a commercial building, and one Steve Talt, Mayor

for the use of a building as a mixed use project within the C-1 zone. The Project is also subject to design review under the City’s code.
The project was originally denied by the Planning Commission via resolution on November 24, 2020. The denial was appealed to the City Council on November 25, 2020.
The City Council held multiple hearings and ultimately voted to deny the project on April 14, 2021, adopting Resolution No. R-21-14 reciting the denial findings on May 14, 2021.
The Council’s resolution denied the Project for the following reasons:
1. The Property was subject to a variance which required a 14 foot wide access easement. The Project reduced that easement impermissibly, and at the required 14 foot width, the Property did not have enough square footage to construct two residential units.
2. The Project was inconsistent with the requirements of the 2019 California Fire Code (specifically section 503.1 and 503.2) in that it did not provide the requisite fire access for 2402 Mission Street.
3. The Project was not consistent with the goals, objectives, and policies of the General Plan in that the Project proposed development of a commercial property where a majority of the proposed uses are residential and the project proposing a larger percentage of commercial would be beneficial for the area.
On June 7, 2022, Mr. Mi filed a lawsuit challenging the denial of his Project.
On February 15, 2023 Judge Mary Strobel issued a notice of entry of judgment and judgment granting a writ to Mr. Mi, and ordering the City to set aside its denial of the Project and Resolution No. R-21-14. The judgment made several findings concerning the City Council’s prior findings and ordered the City to comply with the requirements of the Housing Accountability Act (HAA) no later than April 15, 2023.
DISCUSSION
The HAA requires that residential development projects (including mixed use projects) be approved unless they do not comply with existing objective planning standards, or unless they present specific, adverse impact on the public health and/or safety based upon existing standards. A city is required to notify an applicant within 30 days of the project application being deemed PAGE 28 of 287
complete about any objective planning standards that the project does not meet.
Reviewing the Council’s prior findings for denial of the Project, the Court held that the City was required to notify Mr. Mi that his project did not have sufficient square footage based upon the easement required by the variance within 30 days of the application being deemed complete. Because the City did not, the Project is deemed compliant with the minimum square footage requirement.
The Court also found that the fire code sections cited by the Council concerning access for 2402 Mission did not apply to the Project at 2404 Mission because the language of the statute only applies to access required for newly constructed buildings. The building at 2402 Mission is not being constructed— it already exists—so the previously cited fire code section requirement for access does not apply to that building.
Finally, the Court held that because the Project was an HAA project, the City Council could not deny the project on subjective grounds—and the Council’s interpretation of the goals, objectives and policies of the General Plan was a subjective determination.
Based upon the foregoing, the Council is now required by the Court’s Judgment to rescind the prior denial and reconsider the Project consistent with the requirements of the HAA and the Court’s determinations with respect to the prior grounds for denial.
In that regard, the HAA requires approval of projects that meet all applicable objective planning standards (rendering irrelevant subjective standards that would otherwise apply). The Court’s Judgment deems the Project compliant with the objective planning standard that the Council previously identified as problematic. The City did not identify any other objective planning standards that were not met within 30 days of the Project application being deemed complete. Thus, the Project cannot be denied for failure to meet objective standards.
Also as described in the Judgment, as an HAA project, the Project cannot be denied based upon subjective criteria, so those grounds are not available for denial.
The Judgment has also eliminated the City’s previously identified safety concern and deemed those fire code sections not applicable. City Staff is not aware of any other existing standards that the Project violates that would result in a specific, adverse impact on the public health and/or safety, which PAGE 29 of 287
might otherwise allow for denial despite consistency with all applicable objective planning standards.
Accordingly, staff has drafted Resolution No. R-23-12 (Attachment 1) which would rescind the Council’s prior denial of the Project, and further approve the Project consistent with the requirements of the HAA, as interpreted by the Court with respect to this particular Project. The resolution also finds that that the Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15303 and 15532 (small projects and in-fill development).
Attached for your reference is the Court’s Judgment (Attachment 2) and the project plans (Attachment 3). WHEREAS, on June 3, 2020, an application was filed by Justin Mi (Applicant) to construct a mixed use project consisting of a 546 square-foot first floor commercial unit, a 638-square foot first floor residential unit and a 5,934 square-foot two-story residential unit (“Project”) at 2404 Mission Road, San Marino, CA, 91108 (the Property); and WHEREAS, the Property is Zoned C-1 General Commercial; and WHEREAS, Resolution R-21-14 was adopted by the City Council on May 14, 2021, denying the Project; and
WHEREAS, Applicant filed a lawsuit to challenge the Project denial and the Court issued its ruling (attached) determining that the Project was consistent with all applicable City objective planning standards, that certain fire code provisions did not apply to the Project, and that the City’s discretion concerning the Project was limited by the Housing Accountability Act (“HAA”). The Court ordered that the City Council rescind Resolution R-21-14 and process the Project consistent with the requirements of the Court’s ruling and the HAA no later than April 15, 2023; and WHEREAS, the City Council conducted a duly noticed public hearing on April 12, 2023 to reconsider the Project as directed by the Court on February 22, 2023, and considered the staff report, the attachments thereto, the Court’s ruling, and the public testimony and evidence introduced at the public hearing.
NOW, THEREFORE, THE CIT COUNCIL OF THE CITY OF SAN MARINO does hereby find, determine, and declare:
SECTION 1. All of the above recitals are true and correct and are incorporated herein as part of this decision by this reference.
SECTION 2. The San Marino City Council makes the following findings for CONDITIONAL USE PERMIT NOs. 20-05 and 20-16 and Design Review 20-29HP:
1. That the San Marino Municipal Code findings for the issuance of a conditional use permit are as follows:
A. That the establishment, maintenance or operation of the use or building applied for will not, under the circumstances of the particular case, be detrimental to the PAGE 31 of 287
CITY OF SAN MARINO RESOLUTION NO. R-23-12
health, safety, peace, morals, comfort or general welfare of persons residing in or working in the area of such proposed use nor be detrimental or injurious to property or improvements in the neighborhood or to the general welfare of the City; and
B. That the site for the proposed conditional use is adequate in size and shape to accommodate the yards, walls and fences, parking and loading, landscaping and other development features prescribed in this Chapter or required by the Commission in order to integrate said conditional use with the land and uses in the neighborhood; and
C. That proposed conditional use will not have a detrimental effect upon the nature, condition and development of nearby uses and buildings; and D. That the site for the proposed conditional use will relate to streets and highways adequate in width and pavement to carry the kind and quantity of traffic such use would generate.
2. That the San Marino Municipal Code Findings for the issuance of a Design Review are as follows:
1. That the proposed structure is compatible with the neighborhood,
2. That the proposed structure is designed and will be developed in a manner which balances the reasonable expectation of privacy of persons residing on contiguous properties with the reasonable expectations of the applicants to develop their property within the restrictions of this Code,
3. In the case of a building addition, the proposal is compatible with the existing building which includes the rooflines,
4. That the colors and materials are consistent and match the existing building or structure.
3. That based upon the court’s ruling that i) the Project meets all applicable City objective planning standards, ii) the HAA precludes application of discretionary standards to this application, and iii) the health and safety concerns previously raised by the City Council based upon fire code provisions are not applicable to the Project, the Council cannot make the requisite findings to deny CONDITIONAL USE PERMIT NOS. 20-05, 20-16 and DESIGN REVIEW No. DRC 20-29HP.
SECTION 3. PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED that the San Marino City Council hereby approves CONDITIONAL USE PERMIT NOS. 20-05 and 20-16, DESIGN REVIEW NO. 20-29HP subject to conditions of approval attached to this Resolution and incorporated herein by reference.

DATE: April 12, 2023
SUBJECT: ADOPTION OF RESOLUTION NO. R-23-09 CHANGING THE
NAME FROM SAN MARINO CENTER TO SAN MARINO
COMMUNITY CENTER
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Engaged and Connected Residents
Inviting and Relevant City Facilities
BACKGROUND
In 2004, the City Council appropriated funds for the purchase of the Women’s Club property (1800 Huntington Drive). In December 2004, records indicate that Council approved a name change to the San Marino Centre. After Council approved an $8.4 million renovation to the facility in 2022, staff shared community feedback with Council Members that in recent years there was confusion related to ownership and functionality of the facility.
Comments and questions ranged from, “I thought that was the Women’s Club?,” “What is the San Marino Center, and who owns it?,” and “What is the facility used for?” Today, the City is planning for a re-grand opening of the building in the fall of 2023. The renovation and reopening provide the City an opportunity to rename the building to help clear up this confusion.
DISCUSSION
This 12,000 square foot facility is essentially the City’s only multi-use “community center” property, dedicated to providing a gathering space for functions such as indoor recreation, fitness/wellness, social activities and events, community meetings and banquets, and private rental occasions. addition, the newly renovated facility will also support small conferences and both City-sponsored or private training needs.
The City’s historical consultant confirmed there are no issues or restrictions related to a name change, and the City Attorney confirmed that it is within the City’s discretion to rename the facility by way of Council Resolution.
On February 13, 2023, the Recreation Commission voted to request that the City Council approve the staff recommended name change of the San Mairno Center to “San Marino Community Center.”
This is a time-sensitive decision, as fabrication is set to begin on the new facility signage.
FISCAL IMPACT & PROCUREMENT REVIEW

LEGAL REVIEW

RECOMMENDATION
Staff recommends the Council adopt Resolution No. R-23-09 changing the name of the San Marino Center to “San Marino Community Center.” If the Council concurs with staff’s recommendations, an appropriate motion would be:
“I move to adopt Resolution No. R-23-09, a Resolution of the City Council of the City of San Marino, California changing the name of the San Marino Center to “San Marino Community Center”.

OF PLAN ADMINISTRATORS FOR THE CITY OF SAN
MARINO RETIREE HEALTH SAVINGS PLAN (RHS PLAN)
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
Efficient, Responsive, and Effective City Services
BACKGROUND
The City Council established the City of San Marino Retirement Health Savings Plan (RHS) to provide retiree health benefits that qualify as medical benefits as defined in section 213 of the Internal Revenue Code of 1986. The City Council established the trust under the terms of the City of San Marino Integral Part Trust Agreement (Attachment 4 to this report), and an “integral-part” Trust to hold assets and provide benefits to members covered under the RHS, effective September 1, 2009. The income of such Trust is intended to be exempt from local, state, and federal income tax.
The City of San Marino operates the RHS as a Health Reimbursement Arrangement (HRA) health & welfare benefit plan for certain employee groups as specified in the RHS plan document.
DISCUSSION
On July 25th, 2014, the City Council adopted Resolution No. R-14-25 (Attachment 2 to this report), in which the City Council appointed the City to serve as the Plan Administrator of the RHS Plan which empowered the City to take any necessary actions.

In reviewing the documents that were presented to the City Council on July 25, 2014, staff has determined that there is inconsistency between Resolution No. R-14-25 and the City Clerk certified copy (Attachment 3 to this report), where individuals were designated as Plan Administrator(s) and have since left the City. To clear up inconsistencies, staff has prepared Resolution No. R23-11 (Attachment 1 to this report) which establishes the City Manager or Human Resources Director, or a successor thereto as the new Plan Administrators or “Authorized Individual(s).” They may act alone on behalf of the City in its capacity and to authorize one or more other individuals to serve as Authorized Individual(s), any of whom may give instructions to TIAA-CREF Trust Company, FSB, in its capacity as trustee, and act on the City’s behalf for the City of San Marino Retiree Health Savings Plan (RHS Plan).

RECOMMENDATION
Staff recommends the Council adopt Resolution No. R-23-11, Appointment of Plan Administrators for the City of San Marino Retiree Health Savings Plan (RHS Plan).

SUBJECT: APPROVAL OF A REQUEST TO WAIVE THE SPECIAL EVENT PERMIT FEES FOR 4TH OF JULY COMMUNITY PARTNER
EVENTS
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government
BACKGROUND
San Marino has a long history of successful and well-attended 4th of July celebrations. This is due to the dedicated planning of the Lacy Park Fireworks Show by Community Services staff, and the additional events put on by the San Marino Rotary Club, the San Marino City Club, and the JP Blecksmith Leadership Foundation. The 4th of July Parade has been put on by the San Marino Rotary Club since 2008, with many volunteers having had a hand in it since 1965. The JP Blecksmith Run has been an addition to the 4th of July festivities since 2005 as a fundraiser for the JP Blecksmith Leadership Foundation. The 4th of July Pavilion continues to be hosted by the San Marino City Club.
DISCUSSION
Over time, the City has worked to formalize its processing of special events.
In past years, the City has assigned staff time and resources in partnership with these community organizations through an informal recognition of their relationship to the City’s event. This year, to continue best practices, all outside organizations wishing to host these events were asked to submit a formal Special Event Application to document the authorization of these Steve Talt, Mayor

Calvin Lo, Council Member
Gretchen Shepherd Romey, Council Member
activities. Since these events are hosted, organized, and run by organizations separate from City Staff, it is best practice to have an application that records the details of the events and who is responsible for these activities. Detailed responsibility of events held by outside organizations in partnership with the City also limits the risk and liability of the City for events we are not responsible for. Additionally, over the years, the details of all of the Fourth of July festivities have been passed down through institutional knowledge, so the documentation of these activities allows for future staff to follow the history of these events and authorizations.
Staff is working through the event application process for all three events with the appropriate organizations and is working diligently to plan for all 4th of July festivities this year. In anticipation of processing these applications successfully, staff would like to request City Council authorization to waive fees associated with these events (space reservation, staff time for public safety standby, etc.). This would be the second year of this request as Council voted unanimously last year to waive these fees.
FISCAL IMPACT & PROCUREMENT REVIEW
The fiscal impact would be the staff time, rental space, and processing fees associated with the Special Event Permits for the 4th of July Pavilion, 4th of July Parade, and the JP Blecksmith Run.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends that the City Council waive the Special Event Permit fees associated with the 4th of July Pavilion, 4th of July Parade, and the JP Blecksmith Run. If the City Council agrees with staff’s recommendation, an appropriate motion would be:
“I move to waive the Special Event Permit fees, City space rental fees, and staff time fees associated with the 4th of July Pavilion, 4th of July Parade, and the JP Blecksmith Run.”

BACKGROUND
The Friends of the Crowell Public Library has been a supporting organization to the Crowell Public Library and the San Marino Community for 65 years. As a commemorative event to mark this historic milestone and raise money that goes back to Crowell Public Library and other local organizations, the Friends of the Crowell Public Library have organized a dinner on the Schow Patio for April 21, 2023. This event will include food, entertainment, and beverages.
The Friends of the Crowell Public Library are charging $65.00 per ticket for attendees, all of the proceeds will go toward the cost of the event and back into the organization’s fund for their charitable operations. The Friends of the Crowell Public Library are a 501c3 non-profit organization.
DISCUSSION
The Friends of the Crowell Public Library have submitted a Special Event Application, staff has reviewed this application and determined this event has met all of the required planning standards and the required documents needed to approve the event have been provided. This event does have associated staff time that would normally be charged to the Special Event Applicant.
However, since part of the proceeds of the event are used to benefit the Steve Talt, Mayor

Crowell Public Library, the Friends of the Crowell Public Library have asked for co-sponsorship of the event in the form of waiving fees and shared marketing using City communications. Per the City’s Municipal Code, this action can only be taken by the City Council.
FISCAL IMPACT & PROCUREMENT REVIEW
The fiscal impact would be staff time dedicated to setting up and cleaning up City resources used for the event.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

Staff recommends the Council review the Special Event Permit Application and waive the fees associated with the Friends of the Crowell Public Library 65-Year Celebration. If the City Council concurs with staff’s recommendation, an appropriate motion would be:

SUBJECT: AUTHORIZATION TO DISPOSE OF SURPLUS PROPERTY
BY PUBLIC AUCTION PER MUNICIPAL CODE SECTION
2.06.06 STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
BACKGROUND
Over the past few years, the City has accumulated surplus vehicles and equipment from various Departments. These items are currently being stored in the Public Works yard at Lacy Park and are listed below:
Vehicles:
Department Make Model Year Miles VIN
Police Ford Crown
Victoria 2011 119,604 2FABP7BVXBX180359
Community
Services* Chevrolet Suburban 1994 73,554 3GNGC26RIVG194829 *vehicle was originally used by Fire Department but has been used by Community Services in recent years.

Steven W. Huang, DDS, Vice Mayor
Tony Chou, Council Member
Calvin Lo, Council Member
Gretchen Shepherd Romey, Council Member
Each of these vehicles and/or equipment has exceeded its operational life, and is functionally obsolete for use by the City for the following reasons:
• Crown Victoria – Has significantly exceeded recommended mileage for a police vehicle and cost for replacement parts exceeds the vehicle’s value.
• Suburban – Engine no longer functions and cost for replacement parts exceeds the vehicle’s value.
• John Deere Tractor – Engine no longer functions and cost for replacement parts exceeds the tractor’s value.
As such, the Acting City Manager has declared these items to be surplus.
DISCUSSION
Upon determining that an item is surplus, the City Manager shall determine how the property shall be disposed of. These options include:
1. Transfer to another department
2. Trade in for the acquisition of replacement item(s)
3. Sale at public auction
4. Sale at auction to be conducted as part of a city fundraising event
5. Sale by negotiation
6. Disposal as trash
Staff recommends proceeding with sale at public auction (option 3), as that option best serves the interests of the City. Section 2.06.06 (D) of the San Marino Municipal Code provides that “Disposition of surplus city property by sale at public auction, negotiation, or sale by auction at a city related fundraising event shall be approved by the city council prior to the time of the sale.”
FISCAL IMPACT & PROCUREMENT REVIEW
Staff estimates that auction sale prices for the subject items may be as much as $10,400 total (based on Kelly Blue Book pricing). However, it should be noted that auction prices have some degree of unpredictability, so the revenue may exceed or fall short of that amount by a few thousand dollars. The sale of the vehicles and equipment is not a budgeted revenue for FY 2022-23. All proceeds from the auction of these items will be deposited in the “Gain/Loss on Disposal of Asset” revenue line item within the General Fund (Account # 101-00-3703-0000), as per Section 2.06.06 (E) of the San Marino Municipal Code.

RECOMMENDATION
Staff recommends the City Council approve the disposal of surplus vehicles and equipment via public auction pursuant to Municipal Code Section 2.06.06.

DYNAMIC BUILDING MAINTENANCE FOR PROFESSIONAL
MAINTENANCE SERVICES EXTENDING THE TERM
THROUGH APRIL 30, 2024.
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
Inviting and Relevant City Facilities
Well-Maintained Infrastructure
BACKGROUND
On December 13, 2017, the City Council awarded a contract to Dynamic Building Maintenance for professional maintenance/janitorial services of various City facilities, including: City Hall, Public Works Building, Police Station, Crowell Public Library, Stoneman, San Marino Center, Lacy Park Offices, and Thurnher House. Dynamic Building Maintenance was selected as the low bidder of a competitive bidding process. On May 11, 2022, the City Council approved an agreement with Dynamic Building Maintenance for an additional year of professional maintenance services through April 30, 2023.
DISCUSSION
Staff is recommending the City Council extend the professional maintenance services agreement for one additional year. Dynamic Building Maintenance has satisfactorily performed the services specified in their agreement since 2017, and has been very responsive to staff’s requests during that time. In particular, they were able to timely respond to the City’s requests for Steve Talt, Mayor

additional deep cleans during the COVID-19 pandemic, which was appreciated by both staff as well as patrons of the City’s various buildings. Staff plans to issue a request for proposals for professional maintenance services in FY 23-
24. Until this process is completed, it is recommended that Dynamic Building Maintenance continue to provide contracted professional maintenance/janitorial services.
The current services in the agreement are provided for a total of $82,284 annually ($6,857 monthly), not including any additional requested deep cleans. Services generally include cleaning, dusting, disinfecting, emptying of wastebaskets, mopping of hard floors, vacuuming, floor sweeping, and replenishing of soap, towels, and toilet tissues. It should be noted the current contract provides for three cleanings per week at the San Marino Center, which ceased once construction activities began on the San Marino Center renovation project. Once the center re-opens the cleaning services will resume, though the contract may need to be amended once staff determines an appropriate cleaning frequency based on the programming schedule and rental use of the new facility.
FISCAL IMPACT & PROCUREMENT REVIEW
The total cost for extending the term through April 30, 2024 is $82,284.
Dynamic Building Maintenance is not increasing the contract price for the second-year extension. The total contract amount is not to exceed $164,568.
The Adopted Budget for FY 22-23 includes sufficient appropriation for this proposed contract and no additional appropriations are requested at this time.
The Proposed Budget for FY 23-24 will include costs for professional maintenance/janitorial services.
The Finance Director has reviewed the staff report for procurement compliance with San Marino City Code §02.06.05.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends the City Council approve Amendment No. 1 to the agreement with Dynamic Building Maintenance, and authorize the Acting City Manager to execute the amendment on behalf of the City. If Council concurs an appropriate motion would be:

SUBJECT: ADOPTION OF RESOLUTION NO. R-23-13 REDUCING THE HIRING AGE TO 16 FOR ENTRY LEVEL RECREATIONAL
PART-TIME STAFF
STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government
BACKGROUND
Hiring qualified, entry level personnel has become more difficult as competition with neighboring cities and businesses has intensified due to shortages in the labor market. The City currently has a policy stating the minimum hiring age of 17 for aquatics personnel and 18 for recreation personnel. Staff propose lowering the minimum hiring age for the most entry level aquatics and recreation positions to 16 to allow for larger candidate pools and provide employment opportunities to local young adults who are eager to have their first job.
DISCUSSION
A survey of neighboring cities has showed that a majority of agencies have a minimum hiring age of 16 for entry level positions. See below.
Organization Job Title Minimum Hiring Age
City of Alhambra Recreation Leader 1 16
Lifeguard / Instructor 16
City of Monterey Park Recreation Leader 16

Gretchen Shepherd Romey, Council Member
To expand the hiring pool and provide employment opportunities to local young adults, staff recommend lowering the hiring age to 16 for the following positions: Lifeguard, Water Safety Instructor, and Program Leader. These are the most entry level positions that are supervised by more experienced, supervisory level staff. This proposed change will greatly assist the Recreation Division to optimally operate seasonal summer camps and programming including Freewheelers, Camp Lacy, Learn to Swim Program, Recreational Swim, and special events such as the 4th of July Celebration.
Potential candidates would still be held to the highest standards of hiring practices including: submittal of an application, required interviews, reference checks, and background screenings. Potential candidates under the age of 18 and enrolled in high school would also be required to obtain and submit a valid work permit prior to starting employment.
FISCAL IMPACT & PROCUREMENT REVIEW
There is no fiscal impact as these positions are already approved in the budget.
No additional positions or hours are requested.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends the Council adopt Resolution No. R-23-13 lowering the hiring age to 16 for Lifeguards, Water Safety Instructors, and Program Leaders. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to adopt Resolution No. R-23-13, a Resolution of the City Council of the City of San Marino, California reducing the hiring age to 16 for Lifeguards, Water Safety Instructors, and Program Leaders.”
