BACKGROUND
The budget process in San Marino begins at the last meeting in January each year; the goal is to adopt the budget by May/June. The continuous improvements made over previous years have yielded successfully adopted budgets each year, with last year’s budget being adopted on May 27, 2022, well in advance of the beginning of the next fiscal year on July 1.
To date, the following actions have taken place:
• At the January 27, 2023 City Council meeting, staff presented the Fiscal Year 2023-24 budget calendar, gave a FY 2023-24 budget overview, and presented proposed priority initiatives.
• At the February 8, 2023 City Council meeting, staff presented the FY 2022-23 mid-year review, five-year financial forecast, and long-term financial projection.

• At the February 24, 2023 City Council meeting, staff presented more detailed information (including costs) on the FY 2023-24 proposed priority initiatives and received feedback from Council on which items to include in the proposed operating budget.
• At the March 24 and March 31, 2023 City Council meetings, staff presented the FY 2023-24 Capital Equipment and Construction budget and received feedback from Council on which items to include in the proposed Capital Improvement budget.
• At the April 17, 2023 Public Safety Commission meeting, staff presented the draft FY 2023-24 Public Safety Department Budgets and received feedback.
• At the April 17, 2023 Library Board of Trustees meeting, staff presented the draft FY 2023-24 Community Services Department Library Division’s budget and received feedback.
• At the April 18, 2023 Recreation Commission meeting staff presented the draft FY 2023-24 Community Services Department Recreation Division’s budget and received feedback.
• At the April 21, 2023 City Council meeting, staff presented a high-level budget summary, anticipated fund balance, and revenue details to help frame the operating budget discussion. Staff also presented the draft operating budget expenditures for all departments other than Police, Fire, and Community Services.
Today’s meeting concludes this stage of the budget process. The City Council will review the expenditure side of the remaining FY 2023-24 proposed operating budget and work plans. Each department will present their proposed budgets to Council and will be available for any questions along with Finance Director Chung.
DISCUSSION
Today’s meeting focuses on the departmental budget packets of the Police, Community Services, and Fire Departments (Attachments 1 through 3). The departmental budget packets include a budget memorandum, a narrative PAGE 5 of 101

The Department is anticipated to end the fiscal year with a savings of $642,393 or -7.6% below the current budget. The primary reasons are listed below:
• Department is expected to have an overall budget savings in the personnel budget due to the department experiencing staffing shortages related to retirements or officers leaving the department for other agencies.
• Budget savings in services and supplies was primarily due to decreased radio maintenance, less equipment repair and maintenance, contract services not provided, and staff development courses that were not able to be attended.

Personnel
Personnel proposed budget is $8,321,324, which represents an $829,575 or 11.1% increase from current budget.
• Employees’ salaries are increasing by 4.0% per the Memorandum of Understandings (MOU). • Pension costs are projected to increase by 6.0%.
• The personnel budget includes positions that were associated to the priority initiatives.
The Department’s Full Time Equivalent (FTE) is proposed to increase to 43.50 FTE from 40.00 FTE, an increase of 3.50 FTE.
• (Priority Initiative) The Department is proposing the following positions as a Priority Imitative to enhance public safety for the community:
o (2) Police Officers (FT) - $291,778
o (1) Management Analyst (FT) - $109,241
o (0.50) Records Clerk (PT) - $34,231
Services & Supplies
Services & Supplies proposed budget for FY 2023-24 is $1,021,288, which represents a $20,999 or
2.1% increase from the current budget. While there is an overall increase to services and supplies, several items in this section were reduced or eliminated. The increased budget is detailed below:
• An increase of $48,177 to account #103-30-4150-0000 (Other Contract Services) is primarily due to nine additional Flock cameras being requested as part of the priority initiative. Our budget has also been adjusted due to a monthly increase by Pasadena Humane Society.
Increased Fuel and maintenance costs have also raised this portion of the budget. More citations are being written, increasing our county tax and processing fees. Another increase has been requested for Vital Med, as it is used more frequently than the hospital for blood draws and medical clearances prior to booking, which decreases officers time out of service. • An increase of $9,385 to account #103-30-4150-0500 (Other Contract Services-IT) is due to the number of devices using NetMotion (Absolute) increasing by five. AVTEC (Dispatch console software and maintenance) increased their maintenance fees, increasing the budget for this account. Anticipating that we fill additional sworn positions, our Performa budget for use of force and de-escalation training will also increase.
• A decrease of $4,406 to account #103-30-4316-0000 (Equipment Repair & Maintenance) primarily due to a decrease associated with less radio maintenance. • A decrease of $5,800 to the account #103-30-4399-0000 (Non-Capitalized Equipment) is due to a decrease in number of one-time purchases to replace outdated or aging operational equipment. Detective tracker property has also played a part in this account decreasing due to the PD reducing the number of items for the following year. • An increase of $5,000 to account #103-30-4415-0000 (POST Training) is due to an increased need for funding related to training. Training course registration, mileage, and meal rates have all increased. The state has also increased the amount of required training. The California Commission on Peace Officer Standards and Training provides reimbursement for qualifying classes.
• An increase of $5,000 to account #103-30-4436-0000 (Recruitment) is due to filling vacancies. • An increase of $35,000 to account #103-30-4468-0000 (Staff Development) is due to the following:
o $25,000 was funded to the City through a Wellness and Mental Health grant for Police Officers
o $10,000 was funded to the City through a CalOES grant for Dispatcher training • An increase of $5,500 to account # 103-30-4500-9025 (Utilities-Telecommunications) is due to the monthly Verdugo emergency line fees that were not previously captured in the budget.
Budget is being corrected to reflect true cost. Department is anticipating landline costs to continue to rise over the coming years as the telecommunications companies continue to raise fees.
• An increase of $10,000 to account #103-30-4508-0000 (Vehicle Repair & Maintenance) is due to the cost of fuel increasing significantly for city vehicles and motors. Ongoing maintenance for the agency’s aging fleet also increased this account.
• A decrease of $60,023 to account #233-30-4399-0000 is due to a one-time purchase to replace the police department surveillance and intercom system. • A decrease of $26,000 to account #281-30-4399-0000 is due to one-time purchases related to station beautification, community relations training, and employee recognition.

DEPARTMENT PURPOSE
The mission of the Community Services Department is to enrich the community through quality-of-life programming, services, and events; promote active lifestyles; connect people to people, and people to nature; and support literacy and lifelong learning at the Crowell Public Library.
DEPARTMENT DESCRIPTION
The Community Services Department is committed to exemplary customer service and community-driven quality-of-life programming. Through its Recreation and Library Divisions, the Department’s programming and services inspire community connectedness, active living, and safe recreational and knowledgediscovery opportunities. The Department leads the City in community collaborations by leveraging the talents and resources of over 20 community partners and stakeholder groups.
The Recreation Division provides a range of early childhood and youth activities to further safe, healthy, and creative outlets; offers an array of social, recreational, and fitness-oriented activities for adults of all interests and ages; and organizes year-round events that further community connections. The Division partners with individuals and organizations to offer exciting recreational services via staff and contractor led programming. The Division also operates the City’s recreational facilities, such as the San Marino Community Center, Stoneman Building, and Gatehouse and Thurnher House at Lacy Park, in addition to coordinating rental use by community, private, and non-profit groups. The Division operates the San Marino High School pool for a seasonal aquatics program during the months of June and July for community-based programming.
The Crowell Public Library fulfills its commitment to supporting literacy, lifelong learning, and knowledge acquisition by providing print and digital materials that meet the community’s educational, professional, and recreational information needs. The Library also offers programs for all ages to apply research-based literacy practices, provides opportunities for cultural enrichment, and creates a sense of community through shared experiences. The Division liaisons with the San Marino Public Library Foundation and the Friends of the Crowell Public Library; the role of both non-profit organizations is to support the mission of the Library.

Net Income (General Fund Support) by Department and Division Table below provides the Department’s overall net revenue, or the General Fund (GF) support, that is required to operate the department and provide services within each division. It also compares the proposed budget to the current budget, as well as provides year-end estimates. Comparing GF support from current year to next year, the decrease of $113,296 in GF support is due to increased revenue from rentals at Lacy Park and the newly renovated San Marino Center, contract classes, and a variety of new programs.

FIRE DEPARTMENT
YEAR-END SUMMARY (FY 2022-23 BUDGET VS ESTIMATED)
The Department is anticipated to end the fiscal year at $251,683 or 3.8% above the current budget. The primary reasons are listed below:
• Personnel budget is anticipated to exceed the budget by $248,801 due to overtime costs to provide position coverage for 2 vacant positions, 2 long-term injuries on duty, and position coverage for COVID-19 related leave.
• Materials & Supplies (cost center 103-34-4376-0000) is anticipated to exceed the budget by $10,300 due to increased costs for the purchase of emergency medical services supplies. Vehicle Repair & Maintenance is anticipated to exceed the budget by $8,790 due to unanticipated service for Engine 91. There are anticipated cost savings of $6,000 in Staff Development. Due to increased staff turnover over the past 4 years, enrollment in outside training activities has decreased. As staffing at the FF/PM position stabilizes, staff development costs are anticipated to increase.

FIRE DEPARTMENT
DEPARTMENT PURPOSE
The mission of the San Marino Fire Department is to save lives and property, and ensure the safety of our community.
DEPARTMENT DESCRIPTION
The Fire Department’s primary purpose is to provide lifesaving emergency response for fire suppression and emergency medical services for residents of the City. Equally important, however, are its responsibilities in the areas of fire prevention, life safety inspections, community education and emergency preparedness.
The delivery of life saving paramedic services is an integral part of the Fire Department mission. All of the San Marino firefighters are licensed Paramedics trained to the highest level provided within the County of Los Angeles. Only about ten percent of the cities in Los Angeles County employ paramedics with the extensive training and experience required to provide advanced life support using standing field treatment protocols.
Other services include:
• Annual inspections of commercial property and school occupancy; • Review of commercial and large residential building plans for adequacy of fire detection and suppression systems;
• Pre-incident exercises and training with allied agencies, and others related to high-risk or highvalue areas of the City, such as the High Fire Hazard Severity Zone and the Huntington Library, Art Collections and Botanical Gardens;
• Participation in public education in schools, neighborhoods, community groups and service clubs to stress fire safety, first aid, cardiopulmonary resuscitation and emergency preparedness; • In conjunction with the South Pasadena Fire Department, share fire command Chief Officers for the two fire departments. By sharing resources, the fire departments can provide an enhanced service at a lower cost;
• In conjunction with MySafe California, a non-profit safety organization, the San Marino Fire Department conducts a Junior Fire Program for Huntington Middle School, and cardio pulmonary resuscitation (CPR) training for San Marino High School students; and • Emergency Management responsibilities for the City.
FISCAL YEAR 2022-23 ACCOMPLISHMENTS
• Continued to lead the City of San Marino’s response to COVID-19, including management of the Emergency Operations Center, COVID-19 testing for employees, and managed acquisition and distribution of personal protective equipment for all City Departments. On February 24, the Fire Department recommended to the City Council an end to the local area emergency. • Received delivery of the new Rescue Ambulance.
• Conducted annual inspections of all commercial properties and residential properties within the PAGE 66 of 101
City’s High Fire Hazard Severity Zone.
• Filled all vacancies at the Firefighter/Paramedic level. • Completed purchase of handheld radios for all fire department personnel. • Completed purchase of a replacement command vehicle through a cooperative purchasing agreement.
• Completed purchase of a medical cart for use at high attendance events in the City, such as the 4th of July event at Lacy Park.
• Published an Annual San Marino Fire Department Report. • Conducted Fire Department First Aid/Emergency Preparedness Emergency Instructional Workshops.
• Completed pre-incident planning of the Huntington Library. • Completed the implementation of Lexipol fire department policies and procedures.
FISCAL YEAR 2023-24 OBJECTIVES
• Purchase and place into service self-contained breathing apparatus (SCBAs) for all personnel to replace out of compliance equipment and meet current NFPA standards. • Conduct a review of the current Community Emergency Response Training (CERT) and develop a “Citizen Fire Academy” for residents’ participation.
• Host first aid and safety workshops with staff of the San Marino Unified School District. • Host a Community and Council Day at the Alhambra Training Tower. • Conduct Fire Department First Aid/Emergency Preparedness Emergency Instructional Workshops.
• Partner with the Community Services Department to host a joint Easter Egg Hunt/Pancake Breakfast event in Lacy Park.

YEAR-END SUMMARY (FY 2022-23 BUDGET VS ESTIMATED)
The Department is anticipated to end the fiscal year with a savings of $34,629 or -47.0% below the current budget. The primary reasons are listed below:
• Personnel budget savings is anticipated due to salary savings in part-time expense in COVID-19 due to the termination of the local emergency concerning the COVID-19 virus on February 24, 2023.
• Services and Supplies budget savings is primarily due to savings of $7,500 in Other Contract Services (cost center 101-36-4150-0000). Funds were budgeted to hire a contractor to update the City’s Emergency Operations Plan; however, the update was ultimately able to be completed by City personnel. Additional savings are also anticipated in Materials & Supplies (cost center 101- 36-4376-0000) and Non-Capitalized Equipment (cost center 101-36-4399-0000). Due to construction at the San Marino Center, the department is unable to access the emergency supply cache to inventory and replace emergency supplies.

Services & Supplies
Services & Supplies proposed budget for FY 2023-24 is $87,390, which represents a $32,890 or 60.3% increase from the current budget. The primary reasons for the increase are due to the following:
• An increase of $30,500 (Other Contract Services) to cost center # 101-36-4150-0000 to hire a contract consultant to update the City of San Marino’s Local Hazard Mitigation Plan (LHMP).
FEMA requires that local municipalities update their LHMP every five years. • An increase of $1,800 (Utilities-Telecommunications) to cost center # 101-36-4500-9025 for the addition of two satellite phones. One phone is a new line for the Police Chief. The second phone is an existing line for the EOC that was previously paid for with funds from Los Angeles County Disaster Management Area C.

FY 2023-24 Proposed Revenue Budget
The proposed revenue budget for FY 2023-24 is $39,567,214, which represents a $2.0M or 5.3% increase from the current budget.
The largest revenue increase is reflected in the General Fund Group, as various revenues are anticipated to reach or exceed pre-pandemic levels from FY 2018-19. The General Fund Group is proposed to be $36.1M, which is a $2M or 5.7% increase from the current fiscal year. The table below provides the breakdown of the General Fund revenues in more detail:
Property Tax revenues are anticipated to grow at 5.5% as property values increased in 2022. Franchise Taxes, Real Property Tax Transfer Taxes, Utility Users Taxes, Building Permits, and Plan Check revenues are expected to be the highest in the City’s history. Revenues that were impacted by COVID, specifically revenues under the Charges for Services category, are expected to recover next fiscal year and hit historic highs. The Library’s passport revenues are expected to reach pre-pandemic levels due to high demand for passport services. Many of the Recreation Division’s revenues such as Day Camp Program fees, Family Life Program Fees, and Contract Class Program fees, are expected to reach pre-pandemic levels as facilities are reopening for the public. Furthermore, anticipated revenues from facility rentals for the San Marino Community Center is also included in the revenue budget for next fiscal General Fund Group

FY 2023-24 Proposed Expenditures Budget
The proposed operating expenditure budget for FY 2023-24 is $33,912,627, which represents a $1.7M or 5.2% increase from the current budget.
As the Council is aware, personnel costs make up approximately 69% of the operating budget ($33.9M). The proposed personnel budget of $23,564,664, represents a $1,441,444 or 6.5% increase from the current budget. The personnel budget includes non-discretionary items like CalPERS pension expenses and step increases. It also includes a proposed increase in Full Time Equivalent (FTE) positions of 6.54, which is proposed to cost $713,963. The primary reason for the FTE increase is due to the Priority Initiatives from the Police and Community Services Departments. The table below provides the FTE and budget changes:

The remaining increase to the personnel budget is due to increases in parttime hours for the Library. The FTE position titles and cost breakdown are provided on Attachment 10 to the staff report.
The remaining 31% of the operating budget ($10.3M) is devoted to Services & Supplies, with a proposed increase of $206,835 or 2.2% and Debt Service, with a proposed increase of $22,854 or 4.1%. The Pension Obligation Bond Debt Service will mature next fiscal year, making the City debt free (budgetary savings of approximately $550k annually).
While there are some discretionary changes that the City Council may review, it should be noted that many of these expenses are contractually obligated, with built-in Consumer Price Index (CPI) increases. Per the request from City Council in the past, staff has attached to the staff report the line item detail on Other Contract Services (Attachment 11). The budget includes inflationary factors of 3%-10% in increased costs spread across various utilities, materials & supplies and equipment, related to the cost of doing business.
