Mayor Huang called the regular meeting to order at 8:30 a.m. in the City Hall Council Chambers, located at 2200 Huntington Drive, San Marino, California 91108.

1. ADOPTION OF MEMORANDUM OF UNDERSTANDING WITH THE CITY
EMPLOYEES' ASSOCIATION, FIREFIGHTERS' ASSOCIATION, POLICE OFFICERS' ASSOCIATION, RESOLUTION NO. R-24-16, APPROVING A
COMPENSATION PLAN FOR UNREPRESENTED EMPLOYEES, AND
RESOLUTION NO. R-24-20, APPROVING CONTINUATION OF EMPLOYEE
CONTRIBUTION OF IAFF MEDICAL EXPENSE REIMBURSEMENT PLAN Human Resources Director Guerrero presented the staff report.

Vice Mayor Shepherd Romey moved, seconded by Council Member Lo to (1) adopt the MOUs for the City Employees' Association, Firefighters' Association and Police Officers' Association, (2) adopt Resolution No. R-24-16, amending Resolution No. R-24-04 and approve a compensation plan for unrepresented employees; and (3) adopt Resolution No. R-24-20, to approve employee

contributions to the IAFF Medical Expense Reimbursement Plan Effective July 1, 2024.

2. CAPITAL BUT FOR FISCAL NEAR ROOSED OPERATING &
City Manager Eskandar presented the staff report.

Council Member Talt moved, seconded by Council Member Lo to adopt (1) Resolution No. R-24-17, Adopting the Operating and Capital Budget for the Fiscal Year 2024-25 and Appropriating the Amounts Specified therein from the Funds and for the Purposes Indicated; (2) Resolution No. R-24-19 amending Resolution No. R-21-10 to Include Fee S-073 Bus/Van/Valet Parking Permits; (3) Resolution No. R-24-14, Adopting the Salary Schedule for FY 2024-2025; and (4) Resolution No. R-24-15, Approving New Job Classifications for the Position of Part-Time Special Projects Coordinator.

FURNITURE, FIXTURES & EQUIPMENT AND CONTINGENCY BUDGET
Parks and Public Works Director/City Engineer Shah presented the staff report.

Council Member Talt moved, seconded by Council Member Lo to approve Item #1 for the installation of the lower rooftop screening, and Item #4 for the audio/video equipment upgrades related to the San Marino Center Renovation, and direct staff to partially release the project's retention payment in the amount of $300,000 to CABD Construction. 4. APPROVAL OF RESOLUTION NO. R-24-18 ESTABLISHING THE
APPROPRIATIONS LIMIT FOR FISCAL YEAR 2024-25
The City Council approved Resolution No. R-24-18, establishing the appropriations limit and appropriations subject to limitation for Fiscal Year 2024-
5. APPOINTMENT OF MEMBERS TO CITY OF SAN MARINO ADVISORY BODIES
The City Council appointed Kevin Cheng, Sharon Mequet, and Joyce Gatsoulis Batnij as regular members and Brett Leitner as an alternate member of the Planning Commission to serve terms ending May 31, 2028.
The City Council appointed Raymond Cheng, Ted Lee, and Steven Jones as regular members and Nora Hoyos as an alternate member of the Design Review Committee to serve terms ending May 31, 2026.
The City Council appointed Charles Martinson and Eliot Hodges as regular members of the Public Safety Commission to serve terms ending May 31, 2028.
The City Council appointed Vivi Wahl and Genevieve Chien as regular members of the Library Board of Trustees to serve terms ending May 31, 2027.
