SUBJECT: AGREEMENT BETWEEN THE CITY OF SAN MARINO AND
ALL CITY MANAGEMENT SERVICES, INC. FOR CROSSING

GUARD SERVICES

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Safe Community
Fiscally Responsible and Transparent City Government

BACKGROUND
Since 2006, All City Management Services Inc. has been providing crossing guard services to our community, ensuring that children get to and from our schools in a safe manner. Crossing guard service is just one of the many methods in which the City compliments services provided by San Marino Unified School District at no cost to the School District thus furthering the relationship between City and District, and the unified commitment to public safety in San Marino.

All City Management Services Inc. is a private corporation specifically and exclusively providing school crossing guard services. They have been in business for over 30 years and currently provide crossing guard services to over 100 cities, counties, school districts, and police departments in California. All City Management Services oversees all areas of the crossing guard program, which includes recruitment of guards, background clearance, hiring, training, payroll, supervision, and overall management of the program.

DISCUSSION
Thus far, staff has been very satisfied with the services provided by All City Management Services. Staff recently looked into other viable companies that provide similar services. After conducting a survey of several local agencies in the San Gabriel Valley, staff found that roughly 90% of the agencies surveyed already have an agreement with All City Management Services. The remaining cities were either considering All City Management Services or hire their own part-time staff whose primary duty is to provide crossing guard services.

Under this new agreement, All City Management Services will provide a total of 5908 hours of crossing guard coverage during school, which includes Summer School. The dates for crossing guard services were confirmed with the San Marino Unified School District.

Staff recommends the City approve the agreement with All City Management Services for a one-year period beginning July 1, 2024, and ending June 30, 2025. Under the new agreement, the City agrees to pay the contractor for services rendered at $34.00 per hour in this year of the contract. For each dollar of wages paid, there is approximately .45 cents in variable cost associated with the wages, which includes employer taxes, workers comp insurance, and liability insurance.

FISCAL IMPACT & PROCUREMENT REVIEW
The fiscal impact to the City for crossing guard services during the 2024-2025 school year will be $200,872, which includes fees from the 2024-2025 Summer School session (June 2025-July 2025). No additional appropriations are requested as the full $200,872 were included in the Fiscal Year 2024-25 budget. Funding for this contract will be provided through Proposition A and Public Safety funds.

This contract is in accordance with S.M.C.C. 02.06.05 B. 2 as the best interests of the City are served by dispensing with competitive bidding for this agreement. The City has been using All City Management Services Inc. for crossing guard services for approximately 18 years. They have provided excellent service, are responsive to staff’s requests, and quickly resolve problems once they have been brought to their attention.

The Finance Director has reviewed this report and determined in writing that this agreement is in the best interest of the City.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the Council approve the agreement for crossing guard services provided by All City Management Services Inc. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve the Agreement between the City of San Marino and All City Management Services, Inc. for crossing guard services beginning July 1, 2024, and ending June 30, 2025.”
