Arborist Report for 1408 Wilson Avenue, San Marino, CA 91108 Background
Homeowner Stephen Goei plans to construct a room addition onto the rear of his house near a coast live oak (Quercus agrifolia). This coast live oak is identified as Tree 780 in a Tree Protection Report written by JTL Consultants, dated May 16, 2022. Architect Long Ha designed the room addition to be constructed as a raised floor with a pier and beam foundation, not a slab on grade foundation. The side of the room addition closest to the coast live oak will be constructed with three foundation piers, instead of one continuous foundation wall, allowing roots from the coast live oak to grow around the pier foundations and under the raised floor. In an email sent to Stephen Goei on April 3, 2024 from Lora Hall, Urban Forester for the City of San Marino, she requested the area where the room addition will be constructed be excavated to determine if any significant roots were present. The three foundation piers will be constructed on the west side of the house and are referred to in this report as the northern, middle, and southern foundation piers.
Observations
On April 5, 2024, under the direction of Architect Long Ha and Registered Consulting Arborist Ted Lubeshkoff from JTL Consultants, Stephen Goei’s workers excavated the northern foundation pier location 2' N-S x 2' E-W x 1' deep. The center of this pier foundation location is 3'10" from the coast live oak. A 4" drainpipe was observed, but roots from the coast live oak were not observed. (See Photos A and B) The middle foundation pier location was excavated 4' N-S x 2' E-W x 1' deep. A 4" drainpipe and a 2" root from an African fern pine (Afrocarpus falcatus) were observed. The root was 2'10" from the African fern pine and was not cut during the excavation. Cutting the 2" root of the African fern pine should not adversely affect the condition of the tree. The center of this pier foundation location is 10' from the coast live oak and roots from the coast live oak were not observed. The African fern pine is within the 5'1" setback, so this tree is on the Stephen Goei's property, not the neighbor’s property. (See Photos C and D) The southern foundation pier location was excavated 7' N-S x 1' E-W x 1' deep. The center of this pier location is 17' from the coast live oak. A 4" drainpipe was observed, but roots from the coast live oak were not observed. (See Photos E and F) The pier foundation locations were backfilled after the excavations, and lightly compacted.
Conclusion
The west side of the room addition is designed to be constructed with three foundation piers, instead of one continuous foundation wall, allowing roots from the coast live oak to grow around the foundation piers and under the raised floor. No roots from the coast live oak were observed within the excavated locations of the three pier foundations.
