Regular meetings are held on the 2nd Wednesday of every month at 6:00 p.m. Typically, adjourned meetings are held on the last Friday of every month at 8:30 a.m.

PUBLIC COMMENTS
The City welcomes public input. Members of the public may address the City Council by completing a public comment card and giving it to the City Clerk prior to the meeting. At this time, the public may address the City Council on items that are not on the agenda.
Pursuant to state law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). The Mayor reserves the right to place limits on duration of comments. Staff may be asked to follow up on such items.
NEW BUSINESS
1. MISSION STREET BEAUTIFICATION PROJECT DISCUSSION
Recommendation: Staff recommends that the City Council direct staff to proceed with the final design and bidding of the project to include the elements selected by Council for the beautification of the Mission District. If the Council concurs, an appropriate motion would be:
“I move to approve the following elements: complete sidewalk replacement and installation of street tree lighting (and/or any other options that may be selected by Council) to be included in the final design of the project, and direct staff to proceed with the final design and bidding of the project.”

2. ADOPTION OF ORDINANCE NO. O-24-1413 AMENDING MUNICIPAL CODE SECTIONS 14.18.07 (MAINTENANCE) AND 23.16.03
(DEFINITIONS) AND ADDING MUNICIPAL CODE SECTION 23.16.24 (PROHIBITION ON ARTIFICIAL TURF AND GRASS) TO PROHIBIT
ARTIFICIAL TURF AND SYNTHETIC GRASS IN THE CITY
Recommendation: Staff recommends the City Council adopt Ordinance No. O-24- 1413. If the City Council agrees, an appropriate motion would be:
“I move to adopt Ordinance No. O-24-1413, an Ordinance of the San Marino City Council amending Municipal Code Sections 14.18.07 and 23.16.03 and adding Municipal Code Section 23.16.24 to prohibit the installation of artificial turf and synthetic grass in the City.”
3. APPROVAL OF CONTRACT RENEWAL FOR PLAN CHECK SERVICES WITH VANDORPE CHOU ASSOCIATES, INC. (VCA)
Recommendation: Staff recommends the City Council approve the contract and authorize the City Manager to execute the agreement. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve the contract renewal for VCA and authorize the City Manager to execute the agreement.”
4. AUTHORIZE CITY MANAGER TO EXECUTE MEMORANDUM OF
AGREEMENT WITH SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS (SGVCOG) FOR PARTICIPATION IN THE SAN GABRIEL VALLEY
REGIONAL FOOD RECOVERY PROGRAM
Recommendation: Staff recommend that Council authorizes the City Manager to execute the Memorandum of Agreement between the San Gabriel Valley Council of Governments and the City of San Marino for participation in the San Gabriel Valley Regional Food Recovery Program.
“I move to authorize the City Manager to execute the Memorandum of Agreement between the San Gabriel Valley Council of Governments and the City of San Marino for participation in the San Gabriel Valley Regional Food Recovery Program.”
5. APPROVAL OF AMENDMENT #1 TO THE AGREEMENT BETWEEN THE
IMPERIAL COUNTY OFFICE OF EDUCATION AND THE CITY OF SAN
MARINO FOR THE PROVISION, INSTALLATION, AND MAINTENANCE
OF ADVANCED NETWORK (DATA) SERVICES AT THE CROWELL PUBLIC
LIBRARY

Recommendation: Staff recommends the Council approve the Amendment #1 to the Agreement between the Imperial County Office of Education and the City of San Marino for the provision, installation, and maintenance of advanced network (data) services at the Crowell Public Library. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve the Amendment #1 to the Agreement between the Imperial County Office of Education and the City of San Marino for the provision, installation, and maintenance of advanced network (data) services at the Crowell Public Library, and authorize the City Manager to execute the agreement on behalf of the City.”
6. ADOPTION OF RESOLUTION NO. R-24-26, UPDATING THE CONFLICT
OF INTEREST CODE OF THE CITY OF SAN MARINO
Recommendation: Staff recommends the Council adopt Resolution No. R-24-26 updating the Conflict of Interest Code of the City of San Marino. If Council concurs with staff’s recommendation, an appropriate motion would be:
”I move to adopt Resolution No. R-24-26, updating the Conflict of Interest Code of the City of San Marino.”
WRITTEN COMMUNICATIONS OR PUBLIC WRITINGS DISTRIBUTION
This is an opportunity to announce any written communications pertaining to the City received by members of the City Council. All public writings distributed by the City of San Marino to at least a majority of the City Council regarding any item on this agenda will be made available at the Public Counter at City Hall located at 2200 Huntington Drive, San Marino, California 91108, and will also be included in the public agenda packet that will available for review at the City Council meeting.
