BACKGROUND
Lacy Park is a beloved resource for the community and is home to many recreational events and activities. Traditionally, smaller events (50 people or less with simple activity taking place) are managed through space reservations, permitted by Community Services staff, while larger events (more than 50 people with complex activity taking place) require a Special Event Permit from the City Manager’s Office.
On October 27, 2023, the City Council adopted Resolution R-23-27 which established a Lacy Park Closure for Major Events Policy. This policy requires that events that request full or partial closure of Lacy Park be Co-Sponsored by the City of San Marino. Co-sponsorship of these events must be approved by the City Council.
DISCUSSION
Staff advertised the applications for 2025 Lacy Park Event Co-sponsorship requests throughout the month of October. Event applications have been submitted for the following events:
• Lunar New Year – February 8
Steven W. Huang, DDS, Mayor
Gretchen Shepherd Romey, Vice Mayor
Tony Chou, Council Member
Calvin Lo, Council Member
Steve Talt, Council Member
• Easter Sunrise Service – April 20
• Cub Scout Pack 354 Campout – May 3-4
• Cub Scout Pack 361 Campout – May 17-18
• 4th of July Pavilion – July 4
• San Marino Motor Classic - August 22-25
All of the requested events have taken place in Lacy Park previously and have generally contributed to the community through entertainment, enrichment, education, and/or raising funds that go back to city residents in some form.
Attachment 1 to this report is the Summary of Co-Sponsorship Requests.
Staff will still require all events on this list to go through a Special Event permitting process to ensure that all safety and insurance reviews are done, and department requests are met. If any of the proposed events are out of compliance, they will not be permitted to proceed, regardless of CoSponsorship approval.
FISCAL IMPACT & PROCUREMENT REVIEW
The fiscal impact of these requests is included in the Calendar and Summary of Co-Sponsorship Requests. Since none of the requests differ from previous years of operation, there is no anticipated revenue from any of these events on an annual basis.
There is no procurement review for this report.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends the Council approve the 2025 Lacy Park Special Event Permit Dates and Fee Requests. It the City Council concurs with staff’s recommendation an appropriate motion would be:
"I move to approve the 2025 Lacy Park Special Event Permit Dates and CoSponsorship Requests.”
