BACKGROUND
In June of 2023 the City Council appointed Philippe Eskandar as the City Manager. The City entered into an employment agreement with Mr. Eskandar, effective as of July 1, 2023. Pursuant to the terms of that agreement, the City Council is to annually review Mr. Eskandar’s performance and consider Steven W. Huang, DDS, Mayor
Gretchen Shepherd Romey, Vice Mayor
Tony Chou, Council Member
Calvin Lo, Council Member
Steve Talt, Council Member
4866-4910-9238 v1
whether or not to change any aspects of the agreement. The City Council conducted a performance review on October 9, 2024.

The City continues to explore various methods to improve operational efficiency, including updating job classifications. It is common practice in organizations to update job classifications to ensure that they accurately reflect modernized operations and improved workflow efficiencies, therefore resulting in subsequent updating of tasks, duties, responsibilities, and qualifications required for specific roles. If the responsibilities, required skills, or the scope of the role significantly changes in a position, creating a new job classification will ensure that the position accurately reflects the expectations of the job.

On May 31, 2024, the City Council adopted Resolution No. R-24-14, approving the Salary Schedule for FY 2024-2025. The City is required to adopt a resolution approving a Salary Schedule whenever changes are made to compensation.

Additionally, on May 31, 2024, the City Council adopted Resolution No. R-24- 16, approving the Unrepresented Employees Salary and Benefits Schedule for the period covering July 1, 2024, through June 30, 2027.

DISCUSSION

AMENDED AND RESTATED CITY MANAGER EMPLOYMENT AGREEMENT
As a result of the City Manager’s performance review, and his performance during the first year of his service as City Manager, the City Council and City Manager would like to amend and restate the existing agreement (Attachment 1), with the following modifications:
• The base salary is increased to $255,000 as of July 1, 2024; • He is allocated a one-time additional 40 hours of vacation time in recognition of the fact that he was not able to use the administrative leave he was initially allocated due to the requirements of his duties; • Now that the City has entered into a fleet lease program with Enterprise, rather than a car allowance, he will be assigned a City vehicle; The term of his agreement has been extended to and through June 30, 2030. 4866-4910-9238 v1
Updated Salary Resolution, Resolution amending job classifications and approving a job classification, and Resolution amending the Unrepresented Employees Salary and Benefits Schedule for the period covering July 1, 2024 through June 30, 2027 to include the position of part-time Building Attendant
The Salary Resolution and Salary Schedule (Attachment 4) have been updated to reflect the City Manager’s salary increase. Because this resolution was being updated, staff recommends including some additional actions be taken by the Council as they impact a lot of the same resolutions. Accordingly, Attachment 3 also reflects the new part-time Building Attendant position. There is no change to the City’s full time equivalent (FTE) headcount as a part of this position classification.

Section 02.05.01(D) of the San Marino Municipal Code (“Code”) provides that the City Manager shall prepare salary and benefit schedules for presentation to the City Council. Section 02.05.01(A) of the Code provides that salary and benefits plans for employees are a part of the City’s personnel rules and regulations when approved by resolution of the City Council.

The changes to the Salary Schedule includes adding the new proposed parttime Building Attendant position to the Salary Schedule. Section 02.05.01 of the Code provides that the City Manager shall prepare position classifications for City employees, and for the City Council to approve the addition of classifications via resolution. A Resolution (Attachments 2 and 3) adopting the job classification for the proposed position has been prepared to reflect the new position.

The Fiscal Year 2024-2025 budget includes allocations for approved positions across multiple departments within the City. These positions are essential for fulfilling the operational and strategic objectives of the organization.

Department Heads reviewed the respective job classifications (Attachments 2 and 3) within their departments and are recommending updating the job classifications for the following positions:

Fire Chief, Chief of Police, Community Development Director, Finance Director, Human Resources Director, Parks & Public Works Director/City Engineer, Community Services Director, Assistant to the City Manager, Police Commander, Accounting Manager/Controller, Library Manager, Police Records Manager, Recreation Manager, Code Enforcement Manager, City Clerk, Fire Captain, Fire Engineer, Firefighter/Paramedic, Police Sergeant, Police Corporal, Police Officer, Part-Time Recreation 4866-4910-9238 v1
Coordinator, Part-Time Child Development Specialist, Part-Time Maintenance Assistant, Part-Time Recreation Specialist, PartTime Library Monitor, Part-Time Police Cadet, Part-Time Library Clerk, Part-Time Library Page, and Part-Time Recreation Program Leader
In addition, the City is proposing to add a part-time position classification of Building Attendant. We currently have three (3) employees that currently hold the position of part-time Maintenance Assistant. Their duties and responsibilities are not consistent with those in their current position. Staff has prepared a new job classification for part-time Building Attendant that better aligns with the operations of facilities, both indoors and outdoors.

Due to the addition of the new proposed position of part-time Building Attendant, the Unrepresented Employees Salary and Benefits Schedule for the period covering July 1, 2024 through June 30, 2027 (Attachment’s 5 and 6) is being amended to include the position of part-time Building Attendant as it is an unrepresented position.

FISCAL IMPACT & PROCUREMENT REVIEW
The fiscal impact for the change in the City Manager’s base salary is an increase of $25,000 to the FY 2024-2025 budget. Below are the necessary budget adjustments needed by account number.

There is no additional fiscal impact.

Procurement review is not applicable.
