SUBJECT: APPROVAL OF FY 2024-2025 CAPITAL EQUIPMENT REBUDGET AND BUDGET AMENDMENT

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
Efficient, Responsive, and Effective City Services

BACKGROUND
During the FY 2024-2025 budget preparation, staff initially estimated the projected expenditures to be re-budgeted and carried over to the new fiscal year. Following the completion of FY 2023-2024, the previously projected carryover amounts were updated and approved by Council on October 25, 2024.

Upon further review, staff identified the need for an additional carryover amount to fully outfit the 791 Battalion Vehicle that was purchased. The carryover amount is $109,938, which is the amount remaining from the initial budgeted cost. The original FY 2023-2024 budget for the vehicle and outfitting was $200,000.

DISCUSSION
The FY 2023-2024 adopted budget included a budget of $200,000 for the replacement and outfitting of the 791 Battalion Vehicle. In FY 2023-2024, $14,930.32 was spent on vehicle accessories related to the outfitting of the Steven W. Huang, DDS, Mayor

vehicle. On October 25, 2024, Council approved the carryover of purchase order #1082 in the amount of $75,132 for the purchase of the vehicle.

Staff are recommending the FY 2024-2025 re-budget of $109,938, which is the amount remaining from the initial budgeted amount. The remaining budget will be used for the purchase and installation of a bed cap, sirens, lights, radios, and radio accessories.

The table below shows the initial budgeted amount and the calculation of the re-budget requested.

The City of San Marino has a current Cooperative Agreement with the City of South Pasadena for sharing of Fire Department Command Staff (Division Chief). As part of the terms of the agreement, each department shares 50% of the cost to purchase the replacement battalion vehicle. The reimbursement expected from the City of South Pasadena is $100,000 (50% of the cost of the vehicle).

FISCAL IMPACT & PROCUREMENT REVIEW
Approval of the re-budget will increase the budgeted expenditures in FY 2024- 2025 by $109,938 in account #591-34-4613-9300.

Account #591-00-3702-0000 will also increase by $70,000 in FY 2024-2025 to account for the expected reimbursement from City of South Pasadena for their cost share of the Battalion Vehicle over a two-year period.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends that Council approve the increase in expenditures of $109,938 in account #591-34-4613-9300 and the increase in revenues of $50,000 in account #591-00-3702-0000 for the expected FY 2024-2025 reimbursement. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve the requested updates to the FY 2024-2025 budget.”
