Regular meetings are held on the 2nd Wednesday of every month at 6:00 p.m. Typically, adjourned meetings are held on the last Friday of every month at 8:30 a.m.
In compliance with the Americans with Disabilities Act, any person with a disability who requires a reasonable modification or accommodation in order to participate in a meeting should contact the City Clerk via email at [email protected] or by phone at (626) 300-0705 prior to the meeting for assistance.
The public is welcome to attend the meeting in person or remotely via Zoom, however, the meeting will proceed as normal even if there are technical difficulties with Zoom. The City will do it’s best to resolve any technical issues as quickly as possible.

p.m. will be included in the public comment record but not provided to City Council at the meeting.

PUBLIC COMMENTS
The City welcomes public input. Members of the public may address the City Council by completing a public comment card and giving it to the City Clerk prior to the meeting. At this time, the public may address the City Council on items that are not on the agenda.
Pursuant to state law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). The Mayor reserves the right to place limits on duration of comments. Staff may be asked to follow up on such items.

1. ADOPTION OF ORDINANCE NO. O-24-1416 (SECOND READING) AMENDING MUNICIPAL CODE SECTIONS 23.01.01 AND 23.02.25 TO
IMPLEMENT STATE LAW REGARDING ACCESSORY DWELLING UNITS
Recommendation: Staff recommends the Council adopt Ordinance No. O-24-1416. If the City Council concurs with staff’s recommendation an appropriate motion would be:
“I move to adopt Ordinance No. O-24-1416, an Ordinance of the San Marino City Council amending Municipal Code Sections 23.01.01 and 23.02.25 to implement State law regarding accessory dwelling units.”

23.15.04, and 23.15.16, adding Municipal Code Section 23.05.04, and 23.05.05, and adding Articles 21, 22, and 23 to Chapter 23 of the Municipal Code and updating the City’s official zoning map.”
3. AMENDMENT OF CONCESSION AGREEMENT WITH SAN MARINO
TENNIS FOUNDATION EXTENDING THE TERM THROUGH DECEMBER
31, 2026
Recommendation: Staff recommends that the City Council approve an Amendment to the Concession Agreement with the San Marino Tennis Foundation, extending the term of the Agreement for two (2) additional years through December 31, 2026. If the City Council concurs, an appropriate motion would be:
“I move to approve an Amendment to the Concession Agreement with the San Marino Tennis Foundation, extending the term of the Agreement for two (2) additional years through December 31, 2026, with final language subject to approval AGENDA – NOVEMBER 20, 2024 PAGE 4 of 4
by the City Manager and City Attorney and authorize the City Manager to execute the Amendment.”
4. ADOPTION OF ORDINANCE NO. O-24-1417 (SECOND READING) AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARINO AMENDING SAN MARINO MUNICIPAL CODE SECTION 2.06.03
PERTAINING TO THE CITY MANAGER’S AUTHORITY TO PAY CLAIMS Recommendation: Staff recommends the City Council adopt Ordinance No. O-24- 1417 amending San Marino Municipal Code section 2.06.03 to allow for the delegation of settlement authority to the City Manager via resolution. If the City Council agrees, an appropriate motion would be:
“I move to adopt Ordinance No. O-24-1417, an Ordinance of the City Council of the City of San Marino Amending San Marino Municipal Code Section 2.06.03 Pertaining to the City Manager’s Authority to Pay Claims.”
