San Marino Wastewater Collection System Condition Assessment Page 55 5 Recommendations
This section incorporates the identified improvements of previous sections into a recommended list of capital improvement program (CIP) projects and O&M programs. The CIP projects are subsequently prioritized by the level of sewer failure risk posed if the project is not competed. The estimated costs of the gravity sewer CIP projects, pump station improvements and O&M programs are also given.
5.1 Gravity Sewer CIP Projects
The gravity sewer (i.e. gravity main and manhole) CIP projects were developed by grouping improvements by their rehabilitation/repair method. After the development of the CIP projects, the projects were prioritized based on a high, medium and low priority approach that took into consideration the level of sewer failure risk the project poses if not competed. The list of gravity sewer CIP projects in Table 5.1 is the result of this prioritization. Highest priority improvements were group in to Project R1; medium priority improvements in Project R2; and low priority improvements in Projects R3 through R10. Locations of projects are shown graphically on Figure 5.1.

Project ID Description
R1 Pipeline Repair/Replacement. Project includes four (4) full segment pipeline replacement (717 LF) and 19 excavated point repairs at various locations. Improvements are recommended due to the severity of the internal condition of the pipeline.
R2 Manhole Repair and Flush Tank Modification. Project includes location and modification of all City dead-end manholes (approximately 80 assumed). The 3 manhole walls and 63 manhole troughs identified in this condition assessment also shall be rehabilitated.
R3 Sewer Lining – Area 1A. Project includes a collection of 35 pipeline segments with a combined length of approximately 7,700 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R4 Sewer Lining – Area 1B. Project includes a collection of 50 pipeline segments with a combined length of approximately 11,000 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R5 Sewer Lining – Area 1C. Project includes a collection of 40 pipeline segments with a combined length of approximately 10,600 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R6 Sewer Lining – Area 1D. Project includes a collection of 35 pipeline segments with a combined length of approximately 9,000 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R7 Pipeline Repair and Lining. Project includes combination of internal CIPP lining of approximately 4,400 LF of pipeline in Area 1E and 30 locations that require in-situ point repair throughout the City.
R8 Sewer Lining – Area 2A. Project includes a collection of 25 pipeline segments with a combined length of approximately 5,100 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R9 Sewer Lining – Area 2B. Project includes a collection of 45 pipeline segments with a combined length of approximately 11,000 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
R10 Sewer Lining – Area 2C. Project includes a collection of 50 pipeline segments with a combined length of approximately 12,400 LF identified as in need of internal cleaning and lining to address structural or other risk factors.
San Marino Wastewater Collection System Condition Assessment Page 59 Project R1 consists of the most severe pipeline defects (highest priority) that require excavation and replacement of pipe. Pipelines in this category have structural deficiencies, fractures and/or joint offsets that present a heightened risk of pipe collapse and/or sewer overflow. Project R1 is recommended to be completed within the next two years. Tables 5.2 and 5.3 provide detail on the four replace in place pipelines and 19 excavation point repair pipelines, respectively, recommended for Project R1.

Project R2 consists of the medium priority improvements focused on modification of all flush tanks within the system as well as rehabilitation of manholes identified as needing rehabilitation during the condition assessment.
Modification of flush tanks would allow for easier in-situ (no excavation) rehabilitation and cleaning maintenance of the pipelines adjacent to manholes currently containing flush tanks. While the exact count of flush tanks is unknown, based on the number of dead end manholes, 80 flush tanks are estimated to be in the City’s system. A total of 66 manholes were identified in the condition assessment as in need of rehabilitation. Due to the large number of defects observed in manholes adjacent to pipelines during the CCTV assessment for this condition assessment, a thorough inspection of all City manholes with a 360-degree camera crew is recommended as an ongoing O&M project to continue to identify manhole rehabilitation needs. Quantity assumptions for Project R2 are listed in Table 5.1.
The low priority projects (Projects R3 through R10) contain pipeline defects that require in-situ rehabilitation (cured-in-place pipe lining and in-situ point repair) that were considered as having the lowest risk of pipeline collapse and/or sewer overflow. There was a total of approximately 71,000 LF (13.3 miles) of pipeline that contained defects that required in-situ rehabilitation. It is recommended that this work be done in phases.
Breaking up the in-situ rehabilitation work into eight (8) projects (Projects R3 through R10) by location in the City produced a set of projects that each cost approximately $1M. The eight (8) City subareas of these projects are shown in Figure 5.2; five (5) subareas of Area 1 and three (3) subareas of Area 2.

5.3O&M Sewer Programs
This section outlines the recommended sewer operations and maintenance programs based on the O&M programs evaluation performed in Section 4.0. The following Table 5.5 provides a summary of the recommended O&M programs to be newly established by the City. Note that these programs would be in addition to the City’s existing O&M program expenditures.
