BACKGROUND
The Community Development Block Grant (CDBG) is one of the longestrunning Federal grant programs, and it is administered through the U.S.

Department of Housing and Urban Development (HUD). Participating agencies use grant funds for local community development activities such as affordable housing, anti-poverty programs, and infrastructure improvement such as eliminating accessibility barriers. The CDBG program allows for cities to select projects that are aligned with community needs, fulfill national CDBG objectives, and serve low-to-moderate income people.

DISCUSSION
The City of San Marino has been a participating agency of the CDBG for several years. One of the requirements of the CDBG program is to annually identify eligible projects, pass an authorizing resolution and conduct public noticing for the upcoming project cycle. Eligible projects include acquisition of real property, demolition, relocation, public services, and construction of public Gretchen Shepherd Romey, Mayor

The total estimated CDBG allocation for FY 2025-26 is $65,044. $9,757 of these funds are proposed to be used for the Senior Outreach Program that is administered by the Community Services Department. The City is capped at using fifteen percent (15%) of the funds for community public service programs. The remaining $55,287 is proposed to be used as part of a future ADA compliant sidewalk replacement program project similar to the one being done in the current year. The City will transfer these funds to the CDBG Revolving Grant Fund so they can be used in subsequent years.

FISCAL IMPACT & PROCUREMENT REVIEW
The funds for the Senior Outreach Program and future ADA compliant sidewalk replacement program project will be provided by the CDBG program under the administration of the Los Angeles County Development Authority (formerly known as the Los Angeles Community Development Commission). The total allocation for FY 2025-26 is $65,044. Consequently, there will be no fiscal impact on the City’s General Fund as a result of this project.

The FY 2025-26 budget will include $9,757 as part of the Community Service Department’s operating budget.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the City Council conduct a public hearing to consider the use of CDBG funds for the Senior Outreach Program and ADA compliant Sidewalk Replacement Program in FY 2025-26. If the City Council concurs with staff’s recommendation, the appropriate motion, after the hearing, would be:
“I move to adopt Resolution No. R-25-01, a Resolution of the City Council of the City of San Marino, California adopting the projected use of funds from the Community Development Block Grant program for Fiscal Year 2025-26.”
