Fiscal Year 2024-25 Priority Initiative Update
The following are the Priority Initiatives approved by the City Council in the FY 2024-25 Budget and a summary of the progress made on them to date.
Continued Public Safety Excellence
• The Public Safety Parcel Tax was approved in the 2024 election by San Marino residents. This will continue to provide fiscal stability for our Police and Fire departments. • The Body Worn Camera initiative was implemented across our Police Department as of January 2025 bringing a better vehicle for providing transparent and accountable services to our community.
• Protect our Safe Streets – The City implemented new traffic signal timing to incorporate an allred phase at all traffic signals throughout the City to enhance safety at intersections. • The City completed an evaluation of all signage, striping and pavement markings within school zones at Carver Elementary, Valentine Elementary, Huntington Middle School and San Marino High School. The improvements are underway.
Preserve Our Residential Neighborhoods
• After an extensive community outreach process, the Housing Element proposal was approved by the Planning Commission and the City Council adopted it. Staff are actively engaged in working through the submission process with the state to receive a certified status. • As a part of the Housing Element proposal, Stoneman has been identified as a housing opportunity site to meet the City’s required regional housing needs assessed units.
Build Upon Our Fiscal Health
• The cost of service study is under way. Staff are engaging in discussion and research with the City’s fee consultant to assess whether our current fee schedule is up to date for our services provided. • The City completed its recruitment of a new Finance Director and seamlessly transitioned Director Guirola-Leon into her role without any interruption of financial operations.
Enhance Service Delivery
• The City implemented an Enterprise Fleet Leasing operation to modernize our vehicle fleet and bring significant savings to the City. As of today, we have been able to replace ten vehicles and are expecting the remaining five vehicles scheduled for replacement this fiscal year to be delivered by March 31, 2025.
• The selection of a Public Works assessment management program for all City infrastructure, facilities and fleet assets is underway. Staff are researching and engaging with vendors to evaluate and identify a program that will best meet the City’s needs.
