Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) 2025-2026
Currently the City's virtual hosts are not providing any redundancy or data protection. This procurement will enable the consolidation of all hosts to City Hall and provide failover in case an entire host crashes. This will also provide quick recovery in case of ransomware infection. $165,000 - Virtual Host Server, small back up server, and back-up appliance purchase $70,000 - Licenses for operation of backup server configuration.

IT will use the existing servers to the extent possible to save costs on this project. While some hardware purchase will be necessary, staff will be looking to leverage more modern technology (cloud based services) where appropriate to better position the organization for future years.

FY 2025-2026 CAPITAL BUDGET REQUEST CALIFORNIA
Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The current contract with Axon for the San Marino Police Department's TASER program expired in October 2024. The Department recommends replacing the discontinued TASER X26P devices with thirty seven (37) TASER X10 models. This equipment is designed to promote de-escalation and provide a less-lethal option during use of force encounters. The TASER XI0 package includes training for department instructors and upgraded software that supports firmware updates and record-keeping.

The price for the TASER XI0 does not include an annual subscription for the new TASER cartridges, which reduces the total price to $141,694, saving over $30,000. Additionally, TASER will offer a cost-saving credit through their buy-back program, included in the reduced cost. The TASER contract spans five years, beginning with a cost of $28,604 in FY 25-26, followed by annual costs of $28,340 in the four subsequent years. This request will utilize COPS funds as a funding source rather than the General Fund.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department is requesting the purchase of eight new Motorola APX8500 radios for the next fiscal year to increase officer safety, reliability, and internal and external communication. The existing Motorola mobile radios are currently over 15 years old and are no longer supported by Motorola for parts or software.

Our radio service provider advises there is no way to put future software updates on these radios, which may make them inoperable in the next 12-18 months, Interagency Communications Interoperability (ICI), is in the process of upgrading their infrastructure, which also requires the City to upgrade equipment software. The departments current radios are UHF and 700 band frequency radios. When ICI goes from phase one to phase two of their infrastructure upgrade, frequencies will split requiring a software upgrade to our current radios. agencies within the City's Cal OES mutual aid area is critical for operation Financial Summary Section

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Fire Department equips all sworn personnel with personal thermal imaging cameras (TICs) as part of their standard gear to enhance firefighter safety and operational effectiveness. TICs play a crucial role in search and rescue operations, helping firefighters locate trapped victims, execute self-rescues, identify the seat of a fire, and detect smoldering hot spots or hidden fires in void spaces.

The previous model of Seek Thermal Imagers used by the department are experiencing frequent failures due to battery and LCD screen issues. The Fire Department is phasing out the previous model of tic with upgraded Seek FirePro 300 models. This new model offers a larger screen, improved durability, higher resolution, and extended battery life.

Cost per unit is $999.00 (excluding tax).

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The City owns a towable, industrial pressure washer in order to clean hard surfaces such as streets, sidewalk, walking surfaces at Lacy Park, parking lots, and other surfaces that might accumulate dirt or debris.

The current pressure washer is approximately 15 years old and went out of services earlier this year and is beyond repair. In order to enable staff to sufficiently clean these surfaces, providing for both public safety and aesthetic appearances, the Department is recommending the procurement of a new industrial pressure washer. Based on quotes obtained, staff is estimating a new pressure washer will cost approximately $16,500 and have a service life of approximately 20 years.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) Public seating in the Library consists of 282 pieces, including 116 mesh and 166 upholstered pieces of furniture purchased in 2008.

The Library is open seven days a week, 52 weeks a year and logs more than |00,000 visits a year. Fabric cleaning has occurred, but given the fact that the furniture is 16 years old and is subject to heavy use, a phased replacement of 180 chairs and re-upholstery of 18 chairs is recommended. FY 25-26 represents the second and final year of the furniture replacement program.

Of the 180 chairs to be replaced, 64 are desk chairs. These desk chairs are structurally unsound; the back is constructed of a series of thin lateral slats that break when the chair is pulled away from a table to allow a patron to sit. Due to this design the chairs are not able to withstand constant use. Staff would like to replace these with traditional, armless wood chairs. The remaining 116 chairs to be replaced would be swapped for vinyl seating, which can withstand high use.

Vinyl seat re-upholstery is recommended for the 18 pieces that are structurally sound, but have fabric that is in poor condition. loving away from fabric to easy to care for seating surfaces will allow staff to maintain an attractive and welcoming environmen or the community we serve, while ensuring that the funds spent will stretch further than replacement with fabri Financial Summary Section

FY 2025-2026 CAPITAL BUDGET REQUEST CALIFORNIA
Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The San Marino Fire Department (SMFD) is requesting capital equipment funds to purchase a new Type I fire engine to replace the current reserve Engine 79l. Engine 79l was purchased in 2008, is currently 17 years old, and will be due for replacement in the coming years In 2024, Engine 791 was out of service for 108 days in calendar year 2024. The replacement for Engine 791 will become the new front line engine, and current front line Engine 91 would move to reserve status. Engine 91 was purchased in 2018 and will be approximately 10 years old when it moves to reserve status.

The SMFD replacement cycle ensures the ability of the SMFD to provide immediate response to emergencies xperienced by residents. Delaying this request risks the unreliability associated with a 22 year old fire engine, anc lacing the SMFD further back in the queue for the start of construction of the fire engine, and the uncertaint that accompanies that path.

Current production time for a new Type I engine is estimated by the manufacturer at approximately 48 months.

Request Description and justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department's wood chipper is multiple decades old, and had a high volume of work required during and after the recent windstorm. As such, the current wood chipper, while still functioning, is nearing the end of its service life, and is recommending the procurement of a new wood chipper within the next few years. This equipment is essential in helping Public Works crews in their maintenance activities, particularly when responding to a fallen tree or tree limb, as it allows them to break down the tree or limb and safely transport it off site. This equipment will be of particular help during any future events that may result in fallen trees or tree limbs. Based on quotes received from prospective vendors, a new wood chipper would cost approximately $30,000.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department owns two backhoes for maintenance activities involving digging, excavation, and loading of material. The smaller of the two backhoes was replaced during FY 23-24. The Department is now requesting replacement of the larger of the two backhoes, as the existing piece of equipment is out of service. The larger backhoe is essential to the City's maintenance activities related to loading of larger quantities of material and excavation. For example, this piece of equipment is used to help install street light poles, or remove fallen/damaged ones, as well as picking up large tree limbs during the windstorm cleanup.

Without this piece of equipment, maintenance activities that require significant loading and excavation are significantly more difficult and inefficient. A new backhoe has an expected useful life of 20 years, and would improve maintenance staff efficiency.

(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department is in need of a new skip loader as the existing equipment has recently had issues that required significant repair and is nearing the end of its useful life. A skip loader is helpful to street, parks, and grounds maintenance staff as it allows for the loading and moving of materials such as debris, rock, sand, and soil. Without a skip loader routine maintenance activities that require loading transport of material, are significantly more difficult and inefficient. A new skip loader has an expected useful life of 20 years, and would improve maintenance staff efficiency.

FY 2025-2026 CAPITAL BUDGET REQUEST CALIFORNIA
Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department owns five riding mowers for maintenance activities involving mowing the 35 acres of Lacy Park, as well as the landscaped medians on Huntington Drive and Sierra Madre Boulevard. Four of the mowers have recently been transitioned to electric-powered, with the remaining one being gas-powered. A new mower will help improve the frequency of the City's maintenance activities at Lacy Park as well as medians and other landscaped areas of the public right-of-way. Additionally, the purchase of an electric mower will help the City meet new State requirements regarding the usage of electric vehicles and equipment. Beginning in 2024, manufacturers began phasing out gas-powered mowers, making it more difficult to find replacement parts for the City's existing equipment. The Department recommends purchasing a mower to complete the transition of the City's mower fleet to completely electric in FY 26-27. The City is in contact with AQMD to confirm their rebate exchange program will be available and that AQMD funds may be used for this purchase. The estimatec price based on quotes obtained from qualified vendors is $55,000. A new mower has an expected useful life of 20 years, and would improve maintenance staff efficiency.

FY 2025-2026 CAPITAL BUDGET REQUEST CALIFORNIA
Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) In FY 18-19, the City Council approved a biennial program to replace small engine equipment such as concrete and chain saws, blowers, and hedge trimmers used by the Streets, Parks, and Grounds divisions.

The Department owns several dozen small engine tools under 50 hp used for trimming, blowing, trenching, sweeping, concrete cutting, pressure washing, compacting, limb sawing and concrete mixing. This program budgets for several small engines to be replaced every two years as they wear out. In October 2023, the State of California passed AB 1346, which barred the sale of gas-powered lawn and landscape equipment beginning in 2024. In order to ensure compliance with the new State mandate, Public Works will begin transitioning its small engine tools to electric. This transition will provide the added benefit of noise and pollution reduction as gas-powered equipment is phased out.

CITY OF SAN MARINO
FY 2025-2026 CAPITAL BUDGET REQUEST CALIFORNIA
Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Department owns two changeable message signs that can advise residents of construction, traffic delays, lane closures, or any other safety related messaging while driving. One of the signs was replaced during FY 24-25. The other sign is several years old and nearing the end of its service life. It is recommended that a replacement sign be procured in order to ensure the City has two functioning message board signs. This enables the City to provide messaging on both sides of closures and at multiple locations throughout the City. These signs are typically deployed at large special events, such as the 4th of July and the Homecoming Parade, and can also be deployed in the event of significant construction or an accident that requires lane closure. As the sign can relay traffic and public safety related messaging, it will benefit multiple City departments, including Parks and Public Works, Police, and Fire.
