Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The City owns one bridge, located at Circle Drive. This bridge is inspected on a biannual basis by Cal Trans to perform a condition assessment. These funds would be used to hire an outside engineer specializing in bridges and bridge maintenance to prepare a formal maintenance and capital plan should issues or potential improvements be identified during inspection. Once the program is developed, any recommended improvements can be made in a future year. This program will help ensure that the bridge is maintained on regular basis, enhancing resident and user safety.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The Library flooring is 16 years old and subject to heavy use. The building is vacuumed, spot cleaned, and deep cleaned on a regular basis but over time debris has accumulated and the flooring is no longer able to resist staining or respond as well to cleaning. As such, it is recommended that the flooring be replaced in the next few years to improve the building's appearance as well as avoid potential safety/trip and fall issues for staff and patrons. Given the size of the facility, as well as the fact that work will occur after hours, flooring replacement would be a significant expenditure. In order to mitigate financial impacts, staff is proposing to phase the project over multiple years.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The City-owned center medians located along Huntington Drive, Sierra Madre Boulevard, and Old Mill Road comprise approximately 25 acres of landscaping. In recent years, both the State Water Board and Metropolitan Water District have indicated that the landscaped medians, as they currently exist, are not compliant with State water regulations due to their usage of water for non-recreational landscaping. This project represents the first step in re-envisioning the medians to ensure they maintain their functionality and aesthetic appeal while also introducing elements of water conservation and stormwater quality/capture and comply with State and County water regulations.
The first phase of the project will include project design. The City will utilize one of its on-call stormwater engineers to develop a potential design for the renovation that will ensure regulatory compliance. Additionally, the consultant will be able to identify possible stormwater capture and quality elements to the project that would help make the construction eligible for grant funding, reducing the overall financial impact of the construction. The first year would be strictly for project design, with construction not anticipated until after design work is complete.

Request Description and Justification
(Provide a description of your request that includes a justification describing the benefit of the expenditure to the department/City) The City is responsible for irrigating approximately 60 acres of landscaping between Lacy Park and the center medians on Huntington Drive, Sierra Madre Boulevard, and Old Mill Road.
