SUBJECT: BUDGET SUBMISSION FOR FY 2025-26

PARKS AND PUBLIC WORKS DEPARTMENT
YEAR-END SUMMARY (FY 2024-25 BUDGET VS ESTIMATED)
The Department is anticipated to end the fiscal year with a savings of $70,202 or -1.5% below the current budget. The primary reasons are listed below:
• Personnel budget savings is anticipated due to salary savings related to staff transitions. • Services and supplies budget savings is anticipated due to asset collection such as the pavement condition assessment, sidewalk condition assessment, and road-level asset collection being rebudgeted into FY 25-26. This was originally planned to occur in the latter half of FY 24-25.

However, the City is still in the evaluation stage for selecting an asset management program. Once an asset management program is in place, the City can proceed with asset collection. Based on the current timing, asset collection will likely not occur until FY 25-26.

FY 2025-26 PROPOSED BUDGET – DEPARTMENTAL BUDGET
Personnel
The Department’s Full Time Equivalent (FTE) will increase at 16.40 FTE, which is an increase of 0.40 from FY 2024-25.

Personnel proposed budget is $2,246,032 which represents a $173,199 or 8.4% increase from current budget.
• Employees’ salaries are increasing by 4.0% per the Memorandum of Understandings (MOU). • Cafeteria benefits for Full-Time employees are expected to increase by 5.0% compared to FY 2024-25.

Services & Supplies
Services & Supplies proposed budget is $2,648,188 which represents an increase of $114,836 or 4.5 % from the current budget. Notably, this net increase includes a $200,000 increase to the Fleet Division to account for the City’s Multi-Year Fleet Leasing Program, which previously was in the City’s Capital Improvement Fund. Excluding this cost shift from the Capital Improvement Fund, the Department has reduced its operating budget by $85,164, or 3.4%.

The primary reasons for this decrease are due to the following:
• A decrease of $107,274 to the Administration Division. This is comprised primarily of a decrease of $80,000 to cost center # 101-40-4104-0000 (Contract Engineering Services). These costs are related to the utilization of a solid waste consultant for the franchise negotiation/RFP process that the City undertook in FY 2024-25. The City projects that the majority of the negotiation/RFP costs will be incurred by the end of FY 2024-25. As such, this line item can be reduced somewhat for FY 2025-26. Funds for the consultant are still required for assistance with the implementation/rollout of the SB 1383 organic waste program and various CalRecycle regulatory compliance reports.
• A decrease of $26,510 in the Grounds Division is primarily comprised of a reduction to the services provided by Mariposa Tree Management for the City’s Multi-Year Tree Maintenance and Planting program. Notably, the dollar amount for this year’s contractual increase is substantially lower, as the Department has deferred palm tree pruning for FY 2025-26, and shifted it to a biannual service for the time being.

Total: $ 4,606,185 $ 4,894,220 $ 288,035 6.3%
The costs of these proposed decreases are offset by increases elsewhere in the operating budget, including;
• An increase of $202,850 to the Fleet Division, primarily due to the shifting of the cost for the City’s Fleet Leasing Program from the Capital Improvement Program to the Department’s Operating budget, where it is more appropriately housed. The Fleet Leasing Program allows for long-term cost savings on vehicles, while also reducing the amount of time required repairs and improving public safety.
• An increase of $16,010 to the Sewer Division, which is primarily comprised of an increase to the City’s sewer maintenance contract. In FY 2024-25, the City re-bid its sewer maintenance contract, as the existing agreement was nearing its expiration. As the services had not been bid out in multiple years, a cost increase was anticipated and is reflected in this budget line item. This updated cost still reflects a competitive price for the services based on the results of the RFP process. • An increase of $10,660 to the Building Maintenance Division. This increase accounts for general inflationary increases to various building supplies and repair services, and also reflects the general amount needed to sufficiently upkeep and service the City’s 105,000 square feet of civic facilities.

The Department’s budget by division detail is below.

ADMINISTRATION – DIVISION BUDGET
Personnel
The Division’s Full Time Equivalent (FTE) will remain at 2.0 FTE, which is unchanged from FY 2024-25.

Personnel proposed budget is $425,829 which represents a $18,399 or 4.5% increase from current budget.

Services & Supplies
Administration Division’s services and supplies budget contains the following major adjustments for a total decrease of $107,274:
• A decrease of $80,000 to cost center #101-40-4104-0000 (Contract Engineering Services).

In FY 2024-25 the City continued its use of a solid waste negotiation consultant to engage with its waste hauler on a new contract. The City projects that the majority of the negotiation costs will be incurred by the end of FY 2024-25. As such, this line item can be reduced somewhat for FY 2024-25. Funds are still required for assistance with the implementation/rollout of the SB 1383 organic waste program and various CalRecycle regulatory compliance reports. • A decrease of $33,630 to cost center # 101-40-4150-0500 (Other Contract Services – IT). In FY 2024-25, Department worked to procure an asset management software as part of the implementation of the City Council’s Priority Initiative to Enhance Service Delivery. Department create an inventory of the various City assets Public Works is responsible for maintaining, which assists with the proactive maintenance and improvement of the City’s assets/infrastructure. The City’s anticipated software includes an initial one-time fee (paid in FY 2024-25) for data import/software implementation/staff training, with a recurring annual fee of approximately $25,000. With the initial data import complete, costs will decrease moving forward beginning in FY 2025-26, as the only expenditures will be the annual subscription fee.

FLEET – DIVISION BUDGET
Personnel
The Division’s Full Time Equivalent (FTE) will remain at 2.0 FTE, which is unchanged from FY 24-25.

Personnel proposed budget is $265,396 which represents a $25,864 or 10.8% increase from current budget.

Services & Supplies
Fleet Division’s services and supplies budget contains the following major adjustments for a total increase of $202,850:
• An increase of $202,900 to cost center # 101-42-4150-0000 (Other Contract Services), which is primarily comprised of a shift of funds for the City’s Fleet Leasing Program from the Capital Improvement Program to the Department’s operating budget, where it is more appropriately housed. The increase also reflects an increase in fees from Los Angeles County related to the City’s underground storage tank permit fee for the fueling station.

Services & Supplies
Sewer/Stormwater Division’s services and supplies budget contains the following major adjustments for a total increase of $16,010, although only $7,510 of the increase is to the General Fund, as the remainder is charged to Measure W for catch basin cleanings,:
• An increase of $33,900 (Other Contract Services) to cost center # 101-44-4150-0000. • A decrease of $30,000 (Contracted Engineering - NPDES) to cost center # 101-44-4104-0000.

In FY 2024-25, the City was required to complete an update and audit of the City’s Sewer System Management Plan (SSMP) consistent with State 5-year requirements. The SSMP is a State-required operations and maintenance manual for the City’s wastewater collection system. As part of the State’s review process, a comprehensive update is required every 5 years to ensure the City has proper procedures in place for control of the sewer system, mitigation of spills/overflows, etc. As the update is comprehensive, the cost is anticipated to be approximately $40,000, which will partially be completed in FY 2024-25 with the remainder to be spent in FY 2025-26. In addition, the State requires an audit of the SSMP also be conducted every 3 years to ensure adherence to the adopted SSMP. The cost for an audit is estimated to be approximately $15,000, which will not occur in FY 2025-26, enabling the reduction of this line item.

STREETS – DIVISION BUDGET
Personnel
The Division’s Full Time Equivalent (FTE) will remain at 4.50 FTE, which is unchanged from FY 24-25. • Personnel proposed budget is $608,980 which represents a $47,760 or 8.5% increase from current budget.

Services & Supplies
Streets Division’s services and supplies budget contains the following major adjustments for a total increase of $9,668:
• An increase of $8,930 to cost center # 101-48-4150-9020 (Contracted Street Sweeping). The City is currently working on a solicitation for street sweeping services. While final costs are not yet known, costs are anticipated to increase as the services have not been bid out in several years.

Total: $ 1,123,852 $ 1,181,280 $ 57,428 5.1%
Additionally, the City will be increasing the service level to year-round weekly services. However, those specific costs for the increased frequency can be funded by Measure W funding. An updated figure will be provided at the conclusion of the City’s Request for Proposals process and award of contract for the services.
• A decrease of $16,100 to cost center #101-48-4376-0000 (Materials and Supplies). The City has generally ordered several streetlight poles each year for as-needed replacements. However, multiple poles that were damaged during the windstorm can be purchased using reimbursable windstorm-related funds. Furthermore, the City currently has sufficient inventory of poles from previous years to provide for routine replacements. As such, the Department is proposing to defer procurement of streetlight poles for FY 2025-26 given these factors, which comprise a substantial portion of the Division’s materials and supplies budget. • An increase of $13,988 (Utilities-Electricity) to cost center #101-48-4500-1980. Due to rapidly increasing electricity costs, the Department is requesting an increase to the budgeted amount for electricity used to power City-owned infrastructure. The proposed FY 2025-26 budget amount is based off the FY 2024-25 estimated actual plus a 3% projected utility cost increase.

PARKS – DIVISION BUDGET
Personnel
The Division’s Full Time Equivalent (FTE) is 3.65 FTE, which is an increase of 0.40 FTE from FY 2024- 25 to add a Part-Time Maintenance Assistant.
• Personnel proposed budget is $433,092 which represents a $49,283 or 12.8% increase from current budget. The addition of the Part-Time Maintenance Assistant to the Parks Division is $20,913.

Services & Supplies
Parks Division’s services and supplies budget contains the following major adjustments for a total increase of $9,432:

• An increase of $14,957 (Utilities-Water) to Account # 101-50-4500-9460, which reflects rapidly increasing water costs. These rate escalations combined with increased watering due to lack of rainfall have led to cost increases. The FY 2025-26 amount is the estimated actual for FY 2024-25 plus a 3% projected utility cost increase.
• A decrease of $1,200 (Vehicle Repair and Maintenance) to Account # 101-50-4508-0000. With the introduction of newer vehicles and park equipment over the last few years, less frequent repairs and maintenance to the park equipment has been required.

GROUNDS – DIVISION BUDGET
Personnel
The Division’s Full Time Equivalent (FTE) will remain at 4.25 FTE, which is unchanged from FY 24-25. • Personnel proposed budget is $512,735 which represents a $31,893 or 6.6% increase from current budget.

Services & Supplies
Grounds Division’s services and supplies budget contains the following adjustments for a total decrease of $26,510:
• A decrease of $67,520 (Other Contract Services) to cost center # 101-52-4150-0000. The entirety of the City’s multi-year tree maintenance and planting agreement with Mariposa (less $50,000 paid out of CIP funds) is paid out of this line item. After reviewing the scope of work, the Department is proposing deferring citywide palm tree pruning from annual FY 2025-26 into a future year, which will result in significant savings for FY 2025-26, with palm tree pruning next occurring in FY 2026-27.
• An increase of $41,995 (Utilities-Water) to cost center #101-52-4500-9460. Due to rapidly increasing costs for water used to irrigate medians and public building sites. the proposed FY 2024-25 budget amount for water will increase based off the FY 2024-25 estimated actual plus a 3% projected utility cost increase.

Services & Supplies
Building Maintenance Division’s services and supplies budget contains the following major adjustments for a total increase of $10,660:
• An increase of $3,940 (Other Contract Services) to cost center # 101-53-4150-0000. This increase is primarily due to the 5% contractual increase in the City’s janitorial services contract.

This increase, combined with general inflationary increases for other contract services charged to this account (routine pest control , termite treatment, alarm monitoring/testing) necessitates a cost increase to this account.
• An increase of $3,255 (Building Repair and Maintenance) to cost center # 101-53-4206-0000.

The City maintains a total of roughly 105,000 square feet of improved buildings. Given the existing condition and use of City facilities, an increase is requested to help complete the necessary repairs that come up on a daily, monthly, and annual basis across City facilities, specifically City Hall and the Crowell Public Library. Improvements may include upgrades to; restrooms, HVAC systems, plumbing, electrical, painting, lighting, and exterior repairs. This cost increase will enable City staff to timely complete repairs without deferring into a future year or waiting to incorporate into a larger capital improvement.
• An increase of $3,465 (Materials and Supplies) to cost center # 101-53-4376-0000, which reflects a general inflationary increase for cleaning supplies for all City-owned and maintained facilities.
