SUBJECT: BUDGET SUBMISSION FOR FY 2025-26
COMMUNITY SERVICES DEPARTMENT
YEAR-END SUMMARY (FY 2024-25 BUDGET VS ESTIMATED)
The Community Services Department (CSD) is anticipated to end the fiscal year with a savings of $172,892 or -4.2% below the current budget. The primary reasons are listed below:
• Personnel should see a savings of $84,975 primarily due to savings from part-time vacancies at the Library.
• Services & Supplies should see a savings of $87,917.
o Community Services Administration savings of $4,273.
o Recreation savings of $94,530:
$42,605 in savings due to reduced registration trends in contract classes. $23,237 in savings due to the Battle of the Bands event getting cancelled, the Summer Concert bands being more affordable, and various modifications to equipment rentals. $16,658 in savings due to more affordable summer camp field trips and the lack of demand for a teen afterschool program.
2 $10,583 in savings due to lower credit card fees and office supply expenses. $10,493 in savings due to fewer participants on Senior Trips. $9,046 overbudget for rental insurance. Note: rental insurance is paid by the renter to the City; the City then pays Alliant Insurance, so this is an offset. o Library overspending of $10,885:
$6,400 in savings related to donations that were received in the fiscal year. Some donations were received in the second half of the year, which limited staff’s ability to spend the donations. Additionally, a $2,500 budgeted donation was not received, and therefore not spent.
$5,300 in savings as one electronic resource, PressReader, was paid for by Southern California Library Consortium.
$5,000 in savings as the furniture repair funds in the operating budget were not spent as a result of the approved CIP project.
$3,500 in savings due to lower copier leases and office supply expenses. $35,900 overbudget on electricity. The City has experienced an increase in utilities for all City facilities.
FY 2025-26 PROPOSED BUDGET – COMMUNITY SERVICES DEPARTMENT The Community Services Department’s proposed budget for next fiscal year is $3,950,869, which represents a $155,832 or 3.8% decrease from current budget.

o The Community Services Administration Division’s full time equivalent (FTE) is proposed to increase by .25 to reflect the true hours part-time staff work. o The Recreation Division’s full time equivalent (FTE) is proposed to decrease by 5.71 through various part-time positions from the elimination of the Lil’ Learners year-round program and the seasonal summer Aquatics program.

3 Services & Supplies
