Dear Mr. Figueroa,
Mobius Planning is pleased to submit our proposal to prepare the City of San Marino’s Safety Element Update, Land Use Element Update, and General Plan Consistency Updates. As you are aware, the City has an obligation under state law to update its Safety Element once the City adopts its 6th Cycle Housing Element. Specifically, the City must review its Safety Element and prepare updates to address any new hazards, including climate change hazards, and comply with any new State law requirements. Additionally, the City must update its Land Use Element to be consistent with the City’s Housing Element, including the addition of new land use designations and densities identified in the Housing Element. This proposal also includes updates to other General Plan Elements, as applicable, to ensure consistency between all of the City’s General Plan Elements.

This proposal includes a project overview, detailed work plan that fully encompasses the scope of services; project schedule; and project budget.

The enclosed proposal shall remain valid for a period of not less than 120 calendar days from the date of submittal.

Please do not hesitate to contact me directly should you have any questions or need additional information regarding our proposal.

With kindest regards,
Grant Henninger, Principal

Project Overview
Safety Element Update
The City’s Safety Element was last updated in 2003 during the City’s Comprehensive General Plan Update. State law requires that cities and counties review their Safety Elements when their Housing Elements or their Local Hazard Mitigation Plans (LHMPs) are adopted, at least once every eight years, and make updates to include new information and to comply with statutory changes outlined in California Government Code §65302(g). The City is in the process of adopting their 6th Cycle Housing Element. This proposal outlines the necessary tasks the City must undertake to update its Safety Element in accordance to the timelines and requirements set forth in California Government Code §65302(g).

It is important to note that Safety Element Updates require consultation with California Native American Tribes, California Department of Conservation, and the Governor’s Office of Emergency Services. The City does not contain any very high fire hazard severity zones (VHFHSZ); therefore, the City is not required to submit the updated Safety Element to the California Board of Forestry and Fire Protection for the 90-day review period. The Project schedule incorporates the applicable consultation requirements (see Project Schedule).

Land Use Element Update
The City’s Land Use Element was last updated in 2003 during the City’s Comprehensive General Plan Update. The City’s General Plan Land Use Map was last updated in 2016 to re-designate several parcels from commercial to residential. The City is in the process of adopting their 6th Cycle Housing Element, which includes new land use designations (e.g. Multi-Family Residential, Religious Institution Housing, Mixed Use 1, and Mixed Use 2) and associated densities. Accordingly, the City’s Land Use Element should be updated to incorporate these new land use designations. This proposal outlines the necessary tasks the City must undertake to update its Land Use Element. As part of our Housing Element contract, Mobius Planning has already completed the necessary revisions to the City’s General Plan Land Use Map.

General Plan Consistency Updates
The City’s General Plan was last updated in 2003, with the exception of the Circulation Element, which was updated in 1995. The City’s General Plan includes the following chapters:
• Land Use: Land Use Designations, Economic Development, and Preservation • Community Services: Recreation Services, Library Services, Police Services, Education, Telecommunications and Technology, and Infrastructure
• Natural Resources: Parklands, Recycling, Tree Preservation, and Water • Safety: Fire Safety, Seismic Safety and Flooding, Emergency Preparedness, and Noise • Housing Element (separate document)
• Circulation Element (separate document)
This proposal includes tasks to review the General Plan chapters and make revisions as appropriate to ensure consistency between the chapters, including the Updated 6th Cycle Housing Element, Updated Land Use Element, and Updated Safety Element.

Scope of Work
This Scope of Work includes a detailed breakdown of the work required to complete the Project, including a description of all deliverables and required meetings. This scope of work anticipates that the City will provide the existing General Plan elements to Mobius Planning in MS Word format. Creation of MS Word files from PDFs or the recreation of existing graphics may require additional budget.

Phase 1: Prepare Updated Safety Element
Mobius Planning will update the City’s 2003 Safety Element to meet all the requirements of California Government Code §65302(g).

Mobius Planning anticipates two rounds of review of the Updated Safety Element. Additional rounds of review may require a contract amendment.

Task 1.1: Required Consultations
As required by State law, the City must consult with California Native American Tribes, the Department of Conservation, and the Governor’s Office of Emergency Services as part of its Safety Element Update. As part of this task, Mobius Planning will contact each agency to inform them of the Safety Element Update process and consult with them as necessary, in conjunction with City staff. It is anticipated that this task will run concurrently with Task 1.2, Prepare 1st Draft Safety Element.

Task 1.2: 1st Draft Safety Element
Mobius Planning will prepare the 1st Draft Safety Element for City review. As part of this preparation, Mobius Planning will review the 2003 Safety Element and update all outdated content.

Additionally, Mobius Planning will update the Safety Element to comply with the requirements of Government Code §65302(g) as updated by recent legislation, including the following:
• SB 379 and SB 1035: Requires all cities and counties in California to address climate change hazards, include a climate vulnerability assessment (CVA), and incorporate climate adaptation and resiliency strategies into the general plan safety element every 8 years.  Mobius Planning will prepare a CVA to be included in the Safety Element using the CalAdapt tool.  Mobius Planning will utilize the results of the CVA to draft the climate adaptation and resiliency strategies to meet the requirements of SB 379 and 1035. • AB 2140: Allows jurisdictions to be eligible for consideration for State funding to cover the local match of public assistance costs for recovery activities after hazard events, if the local jurisdiction incorporates their Local Hazard Mitigation Plan (LHMP) into the safety element of their general plan.
 Mobius Planning understands the City might be in the process of updating its 2019 LHMP.
 If the City does not anticipate to adopt its Updated LHMP during the Project schedule, Mobius Planning will work with City staff to prepare a resolution to incorporate the City’s 2019 LHMP by reference into the Updated Safety Element for AB 2140 compliance.

Page 3 ends

Additionally, Mobius Planning will ensure that the Updated Safety Element and other General Plan Elements are consistent with the City’s 2019 LHMP. This proposal does not include any updates to the City’s 2019 LHMP.
• SB 1241: Requires safety elements be revised to address State responsibility areas and VHFHSZ.

The City of San Marino does not include State responsibility areas or any VHFHSZ, and therefore is not required to address the requirements of SB 1241 in its Updated Safety Element. • SB 99, AB 747, and AB 1409: Requires safety elements to identify evacuation routes and evaluate their capacity, safety, and viability under a range of emergency scenarios. Additionally, SB 99 requires safety element to identify residential developments in hazard areas that do not have at least two emergency evacuation routes.
 Mobius Planning will prepare an Evacuation Plan to be included in the Updated Safety Element
 Mobius Planning will update the Safety Element to meet the requirements of SB 99, AB 747, and AB 1409.
• SB 1000: Requires safety elements to include environmental justice and equity goals and policies - “Climate Equity”. The safety element is required to identify Disadvantaged Communities (DACs) and policies to reduce unique health risks, promote public engagement, and prioritize improvements that address the needs of DACs. The City does not include any DACs and therefore is not required to prepare “Climate Equity” goals and policies.

It is anticipated that this task will commence immediately upon award of contract and take approximately 8 weeks to complete.
 Deliverable: 1st Draft Safety Element to the City in PDF and MS Word formats. The Project Schedule anticipates that the City will take two weeks to review the document and provide comments to Mobius Planning.

Task 1.3: 2nd Draft Safety Element
Mobius Planning will incorporate comments and revisions on the 1st Draft Safety Element from the City into the 2nd Draft Safety Element. The schedule for this task is dependent upon the quantity and scope of comments received from the City. It is anticipated that this task will take approximately three weeks, but that may be adjusted upward or downward depending on the scope of the comments.  Deliverable: 2nd Draft Safety Element in PDF and MS Word formats for City review. The Project Schedule anticipates that the City will take two weeks to review the document and provide comments to Mobius Planning.

Task 1.4: Final Draft Safety Element
Mobius Planning will incorporate any final comments from the City into the Final Draft Safety Element for public review and hearings. It is anticipated that this task will take approximately two weeks, but that may be adjusted upward or downward depending on the scope of comments.

Mobius Planning will update the City’s 2003 Land Use Element. Mobius Planning anticipates the revisions to the Land Use Element will mostly include the addition of new land use designations and densities identified in the Housing Element.

Mobius Planning anticipates one round of review of the Updated Land Use Element. Additional rounds of review may require a contract amendment.

Task 2.1: Draft Land Use Element
Mobius Planning will prepare the Draft Land Use Element for City review. As part of this preparation, Mobius Planning will review the 2003 Land Use Element and update all outdated content.

It is anticipated that this task will commence immediately upon award of contract and be prepared concurrently with Task 1.2.
 Deliverable: Draft Land Use Element to the City in PDF and MS Word formats. The Project Schedule anticipates that the City will take two weeks to review the document and provide comments to Mobius Planning.

Task 2.2: Final Draft Land Use Element
Mobius Planning will incorporate any comments from the City into the Final Draft Land Use Element for public review and hearings. It is anticipated that this task will take approximately two weeks, but that may be adjusted upward or downward depending on the scope of comments.

Phase 3: Review Existing General Plan
Mobius Planning will review the City’s existing General Plan to ensure consistency in each Element with the updated Housing Element, Land Use, and Safety Elements.

Task 3.1: Review Existing General Plan
Mobius Planning will review the City’s existing General Plan to ensure internal consistency between the existing General Plan Elements and updated Housing Element, Land Use, and Safety Elements. Mobius Planning will make recommendations on goals, policies, and actions (as applicable) in the other General Plan Chapters to ensure horizontal consistency within the General Plan and ensure the General Plan meets the requirements of all applicable State laws and guidelines.  Deliverable: Make recommendations on revisions to the other General Plan Chapters (as applicable) to the City in MS Word format, to ensure consistency with the updated Housing Element, Land Use, and Safety Elements.

Task 3.2: Revise Existing General Plan
Based on the review completed as part of Task 3.1, and with direction from the City, Mobius Planning will revise the City’s existing General Plan to ensure internal consistency between the existing General Plan Elements and updated Housing Element, Land Use, and Safety Elements. Mobius Planning will update goals, policies, and actions (as applicable) in the other General Plan Chapters to ensure horizontal consistency within the General Plan and ensure the General Plan meets the requirements of all applicable State laws and guidelines. This General Plan revision will not be a comprehensive update to

Page 5 ends

the General Plan. It is not anticipated that the revisions to General Plan will include any form of public outreach or input, beyond what is detailed in Task 1.1 and Phase 5 of this scope of work. The General Plan revisions are anticipated to be limited to what is strictly necessary to ensure consistency between the existing General Plan and City’s adopted 6th Cycle Housing Element, and the Land Use and Safety Element updates that are a part of this scope of work.
 Deliverable: Revisions to the City’s existing General Plan in MS Word format.

Phase 4: Project Management Services
Mobius Planning will provide project management services, including coordination with City staff and any other consultants requested by the City to ensure Project deliverables are completed in accordance with the Project schedule.

Task 4.2: Project Kick Off Meeting
Mobius Planning will conduct a Project Kick Off Meeting with the Project Team. It is anticipated that this meeting will be conducted virtually through an online meeting platform. However, an in-person meeting is possible if so desired by the City. As part of the kick off meeting, Mobius Planning will review the Project objectives, scope of work, and schedule with the Project Team to ensure our goals are aligned.

After the kick off meeting, Mobius Planning will prepare a memo for the Project Team memorializing what was discussed during the kick off meeting to ensure that all parties have the same understanding of the Project moving forward.
 Deliverable: Meeting agenda, Project schedule, and post-meeting review memo.

Task 4.3: Project Team Meetings
Mobius Planning will host a periodic Project Team Update Meeting as needed for the duration of the Project. It is anticipated that these meetings will be conducted virtually through an online meeting platform.
