4 San Marino - Citywide Street Sweeping Services Proposal Nationwide
Environmental
Services
Scope of Work/Methodology:

NES will provide street sweeping services based on the requirements and schedule as stated in the RFP, with additional features to enhance transparency and efficiency.

NES' "Clean Sweep" Policy:

NES will implement its "Clean Sweep" policy throughout the contract term, making as many passes as necessary to maintain streets free of debris.

NES provides consistent and thorough sweeping services, contributing to cleaner environments for residents, employees, business owners, and the public. Additionally, our services assist communities in diverting debris from storm drain systems, essential for meeting NPDES (National Pollutant Discharge Elimination System) mandates. NES actively complies with all NDES requirements, demonstrating our commitment to environmental responsibility.

Nationwide Environmental Services (NES) is prepared to provide complete Citywide Street Sweeping Services in full compliance with the City of San Marino's RFP No. 2024-RFP-010. Our scope of work and methodology is built around the City's operational needs, cleanliness standards, regulatory compliance, and community expectations. The following describes our plan of operation which includes specific scheduling modifications.

Weekly Sweeping of Public Streets
NES will sweep all public streets in the City of San Marino once per week, including both residential and commercial areas. We will clean all accessible curb lines and street segments on the scheduled days, including cul de sacs, bulb outs, curb returns, painted medians, turn pockets, and flush concrete areas where applicable. Our operators will sweep from curb to curb unless obstructed by parked vehicles or other impediments. When parked vehicles are present, sweepers will clean as close as safely possible and will not return unless directed by the City.

Proposed Sweeping Hours
NES's proposal is based on sweeping residential streets between 7:00 AM and 12:00 PM on their scheduled service day. This operational window improves visibility and allows for more effective removal of debris, leaves, and sediment near the curb line. Sweeping during daylight hours also 5 San Marino - Citywide Street Sweeping Services Proposal Nationwide
Environmental
Services
minimizes early morning noise in residential neighborhoods and enhances safety for both operators and the public.

NES understands that the City has designated specific sweeping hours for certain commercial corridors. In accordance with the RFP and Addendum No. 1, NES will sweep commercial streets such as Huntington Drive and Mission Street between 2:00 AM and 4:00 AM, as required. All other sweeping included in our proposal will occur during the 7:00 AM to 12:00 PM window, consistent with the approach described above. NES will coordinate with the City as needed to ensure alignment with any signage, enforcement, or operational logistics related to sweeping hours.

Frequency of Service
All streets and designated areas will be swept once per week:
• Residential neighborhoods
• Arterial roadways such as Huntington Drive and Sierra Madre Boulevard • Collector and minor streets
• City-owned alleys as identified in the addendum
• City facility frontage and approaches
• Six City-owned parking lots
• The inner loop asphalt path within Lacy Park
NES will sweep each assigned route to completion. In the event any portion of a route is missed due to a holiday or obstruction, NES will coordinate with the City to perform a make-up sweep within the same week to ensure consistent service and compliance with the approved schedule.

Obstruction Handling and Reporting
If sweeping is obstructed by minor items such as small debris piles, scattered trash, or movable obstacles, NES operators will safely remove the obstruction and continue sweeping. This type of routine clearing is included within the standard scope of sweeping services.

If an obstruction involves large items or widespread coverage such as fallen tree limbs, palm fronds covering the street, construction debris, or bulky items, NES will not remove the material. According to the City's response to the vendor Q and A, the removal of such items is outside the scope of street sweeping services. In these instances, our operator will not attempt to sweep through the obstruction to avoid damaging equipment or leaving debris behind. The affected segment will be bypassed and the obstruction will be documented and reported immediately to the City. NES will include these reports in its monthly summaries and coordinate with the appropriate City personnel for follow-up. 6 San Marino - Citywide Street Sweeping Services Proposal Natfonwide
Environmental
Services
Water Usage
NES will utilize water provided by the City of San Marino for sweeping operations, as specified in Addendum No. 1. Drivers will fill water tanks from the City's designated source, following all protocols outlined by the City. NES will not wash sweepers within City limits and will use appropriate best management practices (BMPs) to ensure no water is discharged onto streets or storm drains during filling.

Disposal of Collected Debris
NES will collect, transport, and dispose of all debris removed during sweeping operations at an authorized disposal facility. All costs associated with debris handling and tipping are included in our proposal pricing. NES will provide debris tonnage reports upon request.

Route Supervision and Complaints
NES will assign a dedicated field supervisor to oversee sweeping operations in San Marino. The supervisor will conduct spot checks, inspect for quality, and document completion of assigned routes.

If any service complaint is received from the City or a resident, our team will investigate and respond within 24 hours.

NES maintains a complaint log and provides monthly summaries of reported issues and resolutions.

We pride ourselves on being responsive and accountable. Our goal is to resolve all complaints promptly and ensure continued satisfaction with our services. Upon request, NES will provide the City with a report detailing the resolution process.

Contractor's Office:

NES' office, located at 11914 Front Street, Norwalk, CA, operates Monday through Friday from 7:00 am to 5:00 pm. A bilingual staff is available for public communication, and NES offers a toll-free number and 24/7 dispatch service for immediate assistance. All employees will be equipped with cellular phones for direct communication with NES' dispatch department.

Emergency Services:

NES will provide the City with contact information for two management personnel available to respond to emergency requests at any time. NES will respond within 30 minutes of notification and dispatch equipment within two hours when the request falls within the scope of sweeping services. 7 San Marino - Citywide Street Sweeping Services Proposal Nationwide
