90th Percentile Response Time: Overall Response
FY 23-24 FY 24-25
The San Marino Fire Department has adopted the National Fire Protection Association (NFPA) 1710 standards for response time reporting. NFPA standards represent aspirational goals for Fire Departments. By measuring response in percentiles rather than averages, the Fire Department is able to more accurately measure performance of responding units. The time reported as the 90th percentile turnout or response time means that 90% of incidents were as fast, or faster, than the reported time.

Fire

Overall Response Time - the total amount of time it takes to respond to an incident, from initial dispatch to arriving on scene.

BACKGROUND
On May 31, 2024, the City Council approved the Fiscal Year 2024-25 Operating and Capital Improvement Program (CIP) budgets. As part of the budgeting process, the City Council included various priority initiatives to help guide budgeting decisions. One of the Priority Initiatives, Enhancing Service Delivery, included the implementation of a public works asset management system for all City infrastructure, facilities, and fleet assets. An asset management system will enable staff to better respond to the community’s needs, reduce potential liability exposure for the City, proactively manage the City’s assets, create and track work order history, ensure compliance with State laws and best practices, and more effectively and efficiently plan and budget for routine maintenance and capital project needs. In order to ensure selection of the asset management software that was most suitable for the City, staff solicited proposals and participated in demonstrations with multiple different vendors for asset management software. selection process and now recommend proceeding with approval of a software licensing agreement with PSD Citywide for the services.

DISCUSSION
As part of the process to select an asset management software that would meet the City’s needs, staff solicited proposals from several potential vendors and participated in multiple software demonstrations with each vendor shown in the table below. Based on the proposals received and demonstrations with both administrative and field staff, staff believe PSD Citywide is the most qualified and suitable vendor for the services.

Asset Management Software Annual Subscription Cost
Brightly $21,150
Cartegraph $34,915
iWorQ $23,000
PSD Citywide $17,500
PSD Citywide has been in business for over 20 years and performed over 600 implementations of their software across North America. PSD Citywide has a 97% retention rate among clients, including numerous local government clients, and their software helps agencies manage both the operational and long-term needs of their assets with sophisticated lifecycle and risk planning to effectively lower the cost of asset ownership.

PSD Citywide’s asset management program suite includes various functions, including maintenance tracking and reporting, customizable preventative maintenance scheduling, and asset management planning. These functions improve transparency, efficiency, and allow for longer-term planning around assets to enable more strategic maintenance, rehabilitation/replacement, and overall management of City-owned assets. PSD Citywide also has functionality that will enable public works field staff to utilize the system in the field via a mobile field app to update asset conditions in the system as maintenance and repairs are completed, and can also add new assets or update locations, correct missing information, and attach photos or notes taken in the field in real-time. Furthermore, PSD Citywide is also able to integrate the City’s existing GIS data into the platform, which will provide a unified view of all the City’s asset data. PSD Citywide’s asset management planning function will also provide value to staff, as it will allow staff to more easily develop plans and budgets surrounding the City’s short and long term capital needs based on the asset condition, level of maintenance required, etc.

PAGE 27 of 131
In addition to the various benefits provided by PSD Citywide’s asset management program suite, their proposed price includes multiple discounts.

When considering this in addition to the other aforementioned functions, staff believe PSD Citywide represents the best value for an asset management product, and, as such, recommends the City Council approve the award of the software licensing agreement. The amount of $60,000 budgeted in this FY 2024-25 is available to fund the first-year total cost of $55,915 consisting of $17,500 for the first 12-month annual subscription plus $38,415 for implementation costs, and the City will then have the option to extend for a second year at a cost of $18,375.

FISCAL IMPACT & PROCUREMENT REVIEW
The City’s adopted FY 2024-25 budget includes $60,000 in Account #101-40- 4150-0500 (Other Contract Services – IT) for implementation of a Public Works Asset Management Program. PSD Citywide was able to offer multiple discounts to the City through Sourcewell as an approved vendor and as part of their initiative to expand services in California. As a result, the final costs for FY 2024-25 are shown below:

Description of Cost Amount
Implementation Costs (One-time) $38,415
Annual Subscription and Maintenance $17,500
Total Cost FY 24-25 $55,915
At the end of FY 2025-26, the cost to renew the annual subscription including maintenance support services is capped at a maximum 5% increase each year. As there will no longer be a need for one-time implementation costs, the total cost to renew PSD Citywide will be approximately $18,375. Sufficient funds have been budgeted in both the FY 2024-25 and the FY 2025-26 operating budgets to cover the costs of these services.

PSD Citywide is a part of Sourcewell (Master Contract #060624), a cooperative purchasing alliance that manages the solicitation process and awards contracts on behalf of government agencies. Agencies that purchase through Sourcewell benefit from lower costs by combining the purchasing power of more than 50,000 government, education, and non-profit organizations. As such, this purchase in compliance with the City’s procurement policy, in accordance with SMCC 2.06.05.B.6.

FUNDED BY SB1, THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
Well-Maintained Infrastructure

BACKGROUND
In April 2017, the Road Repair and Accountability Act (SB1) was enacted into law, establishing a new funding source intended to address deferred maintenance and infrastructure investment on the state highway system and local street and road system. In order to utilize this funding, the California Transportation Commission (CTC) established guidelines requiring an annual submittal of project lists and other reporting requirements. The City’s Capital Improvement Program budget identifies eligible projects for the expenditure of these street maintenance funds under the annual Street Rehabilitation Program. Additionally, the City’s street sweeping operation is eligible to be partially or wholly funded by this program. As the City recently solicited proposals for street sweeping for the first time in multiple decades, costs have increased substantially. Utilizing SB1 funding to partially fund street sweeping will help mitigate the impact the cost increase has on the General Fund. The adoption of the attached Resolution along with the accompanying list of street projects will meet the reporting requirements established by the CTC and maintain the City’s eligibility to receive the Road Repair and Accountability Act (SB1) funding.

DISCUSSION
The Road Repair and Accountability Act of 2017 (SB1) was passed by the California Legislature on April 6, 2017, and signed into law by Governor Brown on April 28, 2017. The Act raises over $5 billion per year for transportation infrastructure improvements and established the Road Maintenance and Rehabilitation Account (RMRA). The funding distribution formula is population based from the following taxes enacted by SB1: 12 cents per gallon gasoline excise tax, 20 cents per gallon diesel fuel excise tax, miscellaneous state transportation improvement fees, and transportation loan repayments. The funding became effective November 1, 2017, with annual inflation adjustments beginning July 1, 2020. The City has received annual RMRA funding applied to eligible Street Rehabilitation Program projects. As noted earlier, the City also plans to utilize these funds for street sweeping services, as these services help maintain the City’s roadways.

In accordance with guidelines issued by the CTC for an agency to maintain eligibility to receive RMRA funding, the City must comply with all requirements, including submittal of annual project reporting to the CTC. This reporting includes developing and submitting a list of projects to the CTC by June 30th, as well as reporting project expenditures to the CTC following the end of each fiscal year.

In addition, in order to receive RMRA funds, cities and counties must meet and report upon a minimum “maintenance of effort” (MOE) expenditure requirement to ensure that these new road funds do not supplant existing levels of general revenue spending on streets and roads. The MOE report is submitted by staff on an annual basis, and the City continues to meet this requirement.

All streets in the City are eligible for FY 2025-26 RMRA funding. The street list for the Street Rehabilitation Program project was developed utilizing the City Council adopted 2021 Pavement Management Plan to ensure efficiency and cost effectiveness of the streets selected. The streets included in Resolution No. R-25-12 (Attachment 1) are scheduled for rehabilitation in FY 2025-26.

The sweeping of all streets citywide is also noted in Attachment 1.

FISCAL IMPACT & PROCUREMENT REVIEW
The ability of the City to gain access to the SB1 funding requires the adoption of an annual Resolution which conforms to the CTC’s guidelines. Approval of this Resolution will provide the City with approximately $329,219 in RMRA/SB1 funding for FY 2025-26. These funds, combined with other forms PAGE 40 of 131
of Highway User Tax Account funds, will supplement revenue provided by Capital Improvement Fund 394 for streets and roads maintenance and improvement, and will supplement General Fund 101 and Measure W Fund 215 for street sweeping services.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the City Council approve Resolution No. R-25-12, adopting a list of fiscal year 2025-26 SB 1 projects. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve Resolution No. R-25-12 adopting a list of Fiscal Year 2025- 26 projects to be funded by SB 1 Road Maintenance and Rehabilitation Account Funds.”

SUBJECT: RATIFICATION OF PROCUREMENT FOR REPLACEMENT OF

THE CITY'S WASH BAY AWNING IN THE AMOUNT OF
$52,925 AND FUEL STATION AWNING IN THE AMOUNT
OF $33,453

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
Safe Community
Well-Maintained Infrastructure

BACKGROUND
In January 2025, the City was impacted by a severe windstorm and the Eaton Fire. This event resulted in damage to numerous City-owned assets, including the fuel station awning, located over the fueling station in the City Hall rear yard, as well as the awning located over the Public Works wash bay, also located in the City Hall rear yard. As replacement of both awnings was necessary due to the safety hazard they posed, the City Council approved agreements for their replacement on an emergency basis on January 21, 2025 and February 28, 2025, respectively. The contractor for both projects, Superior Awning, completed the work to the City’s satisfaction. However, the final cost for the work was slightly higher than the amounts approved by the City Council. As such, staff is requesting the City Council ratify the procurement in the total amounts of $52,925 for the wash bay awning, and $33,453 for the fuel station awning, respectively.

DISCUSSION
The cost of the original contracts approved by the City Council for the replacement of the two awnings were inclusive of all parts and labor associated with the installation. However, the contractor, Superior Awning, was also required to obtain performance bonds for the work to comply with the City’s contract requirements that they were not aware of at the time the estimates were provided due to the urgent need to complete these projects on an emergency basis to resolve the safety issues from the windstorm damage.

The cost for the bonds increased the total cost of the work above the amounts originally approved. See below table for breakdown:

Awning
Original
Replacement
Cost
Bond
Cost
Total
Revised
Cost
Wash Bay Awning $51,760 $1,165 $52,925
Fuel Station
Awning $32,717 $736 $33,453
Total Cumulative
(both awnings) $84,477 $1,901 $86,378
In total, an additional $1,901 is recommended for approval by the City Council for these procurements that will be submitted as part of the windstorm damage claim for reimbursement.

FISCAL IMPACT & PROCUREMENT REVIEW
As this procurement is made necessary by the windstorm damage, costs will be charged to Account #101-08-4376-2025 and are eligible for reimbursement through FEMA and/or the City’s insurer.

A FY 2024-25 budget adjustment is also needed to Account #101-08-4376- 2025.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends the City Council ratify the February 2025 procurement of the fuel station awning replacement in the total amount of $33,453 and March 2025 procurement of the public works wash bay awning in the amount of PAGE 48 of 131
$52,925. If the Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to ratify the February 2025 procurement of the fuel station awning replacement in the total amount of $33,453 and March 2025 procurement of the public works wash bay awning in the amount of $59,925 and approve budget adjustments necessary.”

SUBJECT: APPROVAL TO ACCEPT $25,000 GRANT FROM THE

AMERICAN WATER CHARITABLE FOUNDATION VIA THE

LOS ANGELES FIRE DEPARTMENT FOUNDATION

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Safe Community
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government

BACKGROUND
Following the emergencies of January 2025 including the historic windstorm, Eaton and Palisades fires, a gap in local response capabilities was identified related to emergency management equipment. While the Police and Fire Departments maintain various pieces of equipment to support field command operations, the City does not own any such equipment for general emergency management or continuity of government operations. In response to this, the City Manager reached out to several partner agencies to identify possible opportunities for grant funding to support such an effort.

DISCUSSION
In speaking with the City’s External Affairs Representative, Brian Barreto at California American Water, an opportunity arose through their American Water Charitable Foundation and the Los Angeles Fire Department Foundation. Staff worked with the Los Angeles Fire Department Foundation who partnered with the City of San Marino to apply for funding with California American Water’s American Water Charitable Foundation for a $25,000 grant. Staff were notified Gretchen Shepherd Romey, Mayor
Tony Chou, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Calvin Lo, Council Member
PAGE 60 of 131
in May that the grant application was successful and at this time, are ready to accept the funds.

The grant will be used to pay for costs associated with leasing an electric emergency management vehicle through the City’s Enterprise Fleet Leasing process. It is also anticipated that the City will receive an additional $7,500 in Federal electric vehicle lease incentives. Coupled with the grant, this will result in total cash savings to the City of $32,500 before any fuel and maintenance savings are accounted for.

The vehicle and its necessary outfitting are expected to have an approximate retail cost of between $75,000 and $110,000, before accounting for the $32,500 in grant funding and Federal incentives discussed above, as well as any manufacturer discounts extended to the City based on the purchasing power of Enterprise. However, given that the vehicle will be leased, the overall final cost of ownership of the vehicle is expected to be far less than the retail costs based on the estimated market/resale value at disposition and the equity the City will have in the vehicle.

FISCAL IMPACT & PROCUREMENT REVIEW
The City will recognize $25,000 in one-time revenue as a result of this grant.

Funds will be deposited into Account #281-36-3601-0000. A FY 2024-25 budget adjustment of $25,000 is needed to Account #281-36-3601-0000 to recognize the receipt of these funds.

Funds are restricted and will help fund an electric emergency management vehicle. A FY 2025-26 budget adjustment of $25,000 is needed to Account #281-36-4150-0000 to appropriate these funds.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommend that the City Council accept the grant funds and authorize the City Manager to sign necessary grant agreements, and approve the necessary budget adjustments to spend said funds. If the City Council concurs with staff’s recommendation, the appropriate motion would be:
“I move to accept $25,000 in grant funding from the American Water Charitable Foundation via the Los Angeles Fire Department Foundation, PAGE 61 of 131

BACKGROUND
The City publishes a report on total disbursements each month pursuant to Government Code Sections 37202 and 37208.

DISCUSSION
There are three source points for disbursement: (1) items disbursed from the City’s General Checking account, including electronic funds transfers (EFTs); (2) items disbursed from the City’s Workers’ Compensation Account (collaboratively managed by City staff and the workers’ compensation thirdparty administrator); and (3) items disbursed through the payroll process, inclusive of direct deposit transfers to employees, hardcopy checks issued to employees, and electronic transfers to State and Federal taxing authorities.
