Regular meetings are held on the 2nd Wednesday of every month at 6:00 p.m. Typically, adjourned meetings are held on the last Friday of every month at 8:30 a.m.
In compliance with the Americans with Disabilities Act, any person with a disability who requires a reasonable modification or accommodation in order to participate in a meeting should contact the City Clerk via email at [email protected] or by phone at (626) 300-0705 at least 48 hours prior to the meeting for assistance.
The public is welcome to attend the meeting in person or remotely via Zoom, however, the meeting will proceed as normal even if there are technical difficulties with Zoom. The City will do it’s best to resolve any technical issues as quickly as possible.

PUBLIC COMMENTS
The City welcomes public input. Members of the public may address the City Council by completing a public comment card and giving it to the City Clerk prior to the meeting. At this time, the public may address the City Council on items that are not on the agenda.
Pursuant to state law, the City Council may not discuss or take action on issues not on the meeting agenda (Government Code Section 54954.2). The Mayor reserves the right to place limits on duration of comments. Staff may be asked to follow up on such items.

1. CONSIDERATION OF SEWER SERVICE CHARGE RATES FOR FISCAL YEARS 2026 TO 2030: CONSIDER STAFF PRESENTATION, WRITTEN
OBJECTIONS FROM PROPERTY OWNERS, AND RESPONSES FROM
STAFF; HOLD PUBLIC HEARING ON SEWER SERVICE CHARGES FOR AGENDA – JUNE 27, 2025 PAGE 3 of 4
FISCAL YEARS 2026 TO 2030, CONSIDER PROTESTS, AND ADOPT RESOLUTION NO. R-25-21 ESTABLISHING SEWER SERVICE CHARGES WITH ANNUAL UPDATES THROUGH JULY 1, 2029; CONSIDER
ADOPTING ORDINANCE NO. O-25-1420, AMENDING THE SAN MARINO CITY CODE TO ADD SECTION 16.06.03 (SEWER SERVICE CHARGES) TO SAN MARINO CITY CODE CHAPTER XVI, ARTICLE 6; AND
APPROVAL OF RESOLUTION NO. R-25-20 AUTHORIZING THE
COLLECTION OF SEWER SERVICE CHARGES ON THE LOS ANGELES
COUNTY PROPERTY TAX ROLL FOR FISCAL YEAR 2025-2026
Recommendation: Staff recommends that the City Council:
Hold Public Hearing and consider public testimony regarding sewer service charges for Fiscal Years 2025-26 to 2029-30; and placing sewer service charges on the County tax rolls for Fiscal Year 2025-26;
Consider timely written objections and written responses for sewer service charges for fiscal years 2025-26 to 2029-30 and move forward with the public hearing; Consider timely written protests, and if no majority protest is received, adopt Resolution No. R-25-21 Establishing Sewer Service Charges with Annual Updates through July 1, 2029;
Consider approving the first reading of Ordinance O-25-1420, amending the San Marino City Code to Add Section 16.06.03 (Sewer Service Charges to San Marino City Code Chapter XVI Article 6); and
Approve Resolution No. R-25-20 Authorizing the Collection of Sewer Service Charges on the Los Angeles County Property Tax Roll for Fiscal Year 2025-2026.
If the Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to adopt Resolution R-25-21 Establishing Sewer Service Charges with Annual Updates through July 1, 2029; waive full reading and introduce by title only Ordinance O-25-1420, amending the San Marino City Code to Add Section 16.06.03 (Sewer Service Charges to San Marino City Code Chapter XVI Article 6); and adopt Resolution R-25-20 Authorizing the Collection of Sewer Service Charges on the Los Angeles County Property Tax Roll for Fiscal Year 2025-26.”

3. APPROVAL OF AMENDMENT NO. 4 WITH ECONOMICS, INC. FOR SOLID AGENDA – JUNE 27, 2025 PAGE 4 of 4
WASTE CONSULTING SERVICES IN THE AMOUNT OF $99,304 AND
APPROVAL OF A FY 24-25 BUDGET AMENDMENT IN THE AMOUNT OF $111,550
Recommendation: Staff recommends that the City Council approve Amendment No. 4 to the agreement with Economics, Inc. for solid waste consulting services, increasing the contract amount by $99,304, and approve a budget amendment to the FY 2024- 25 budget appropriating $111,550 into Account #101-40-4104-0000. If the Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve Amendment No. 4 to the agreement with Economics, Inc. for solid waste consulting services increasing the contract amount by $99,304, authorize the City Manager to execute the Amendment on behalf of the City, and approve a budget amendment to the FY 24-25 budget appropriating $111,550 into Account #101-40-4104-0000.”
4. CASH AND INVESTMENT REPORT FOR THE MONTH OF MAY 2025 Recommendation: Staff recommends the Council receive and file this report. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
”I move to receive and file the Cash and Investment Report for the Month of May 2025.”
WRITTEN COMMUNICATIONS OR PUBLIC WRITINGS DISTRIBUTION
This is an opportunity to announce any written communications pertaining to the City received by members of the City Council. All public writings distributed by the City of San Marino to at least a majority of the City Council regarding any item on this agenda will be made available at the Public Counter at City Hall located at 2200 Huntington Drive, San Marino, California 91108, and will also be included in the public agenda packet that will available for review at the City Council meeting.
