SUBJECT: APPROVAL OF NOTICE OF COMPLETION FOR THE
ELECTRIC VEHICLE CHARGING STATION PROJECT NO.
40-1009

STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Efficient, Responsive, and Effective City Services
Fiscally Responsible and Transparent City Government
Well-Maintained Infrastructure

BACKGROUND
On October 9, 2024, the City Council awarded a Minor Construction Agreement to ABM Electrical & Lighting Solutions for the installation of six (6) electric vehicle charging stations and associated electrical infrastructure in the City Hall staff parking lot to accommodate up to a total of ten (10) charging stations, as part of the Capital Improvement Program No. 40-1009. As the project is now complete, City Council approval is required in order to accept the work and authorize staff to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.

DISCUSSION
The installation of electric vehicle charging stations began on March 17, 2025, and was substantially completed on March 28, 2025. The project included the installation of six (6) electric vehicle charging stations in the City Hall staff parking lot, located at the rear of the City Hall campus. The installation of these charging stations will help support the City’s growing fleet of electric vehicles, which have been purchased to comply with the California Air Resources Board’s (CARB) Advanced Clean Fleet regulations which required Gretchen Shepherd Romey, Mayor
Tony Chou, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Calvin Lo, Council Member
cities to begin phasing ZEVs into their municipal fleets beginning in 2024. The first phase requires a minimum of 50% of all medium and heavy-duty vehicle purchases be ZEV through 2026, and all purchases must be ZEV beginning on January 1, 2027. Alternatively, the milestones option requires cities to replace medium and heavy-duty vehicles in their fleet with ZEV on a percentage basis of their fleet, increasing every three (3) years from 10% up to 100% by 2035- 2042, depending on the vehicle classification group.

While six (6) charging stations were installed at this time, the project included the installation of electrical infrastructure capacity that could support up to ten (10) charging stations. This will enable the City to continue to grow the EV fleet to comply with CARB regulations. The project was completed to the satisfaction of the City Engineer, all punch list items were resolved, and the one-year warranty period covering the work has commenced.

FISCAL IMPACT & PROCUREMENT REVIEW
The project was completed with no contract change orders, bringing the final construction cost to $57,129. Therefore, the project was completed within its budgeted amount of $150,000.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommends that the City Council accept the Electric Vehicle Charging Station Project No. 40-1009 as complete and authorize the City Clerk to file the Notice of Completion. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to accept the Electric Vehicle Charging Station Project No. 40-1009 as complete and authorize the City Clerk to file the Notice of Completion.”
