SUBJECT: AUTHORIZATION TO DISPOSE OF SURPLUS PROPERTY
BY PUBLIC AUCTION PER MUNICIPAL CODE SECTION
2.06.06 STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Fiscally Responsible and Transparent City Government
BACKGROUND
As part of the FY 2025-26 Budget, the City Council appropriated funds for the purchase of a new pressure washer for the Parks and Public Works Department. The existing unit, originally purchased approximately 15 years ago, went out of service earlier this year and is beyond repair. The replacement unit was ordered in July 2025 and received in September 2025.
Given the age and condition of the original equipment, staff have determined that it is functionally obsolete and no longer necessary for City operations.
In recent years, the City has continued efforts to modernize its fleet and equipment inventory to enhance efficiency and safety. As a result of these upgrades, staff have identified several additional pieces of equipment that are now functionally obsolete and no longer necessary for City operations.
The City Manager has accordingly declared the items below as surplus property:

DISCUSSION
Per Section 2.06.06 of the San Marino Municipal Code (Municipal Code), once property has been designated as surplus, the City Manager shall determine the appropriate method of disposal. Authorized methods include:
1. Transfer to another department
2. Trade in for replacement item(s)
3. Sale at public auction
4. Sale at auction as part of a city fundraising event
5. Sale by negotiation
6. Disposal as trash
Staff recommend proceeding with sale through public auction (option 3), as it is the most transparent and cost-effective option for recovering value from these assets. Pursuant to Municipal Code Section 2.06.06(D), “Disposition of surplus City property by sale at public auction, negotiation, or sale by auction at a city related fundraising event shall be approved by the City Council prior to the time of the sale.”
FISCAL IMPACT & PROCUREMENT REVIEW
Due to the variable nature of auction sales, the exact revenue to be generated is uncertain. Revenue from the sale is not budgeted in the FY 2025-26 budget.
All proceeds will be deposited into the “Gain/Loss on Disposal of Asset” revenue account within the General Fund (Account #101-00-3703-0000), consistent with Municipal Code Section 2.06.06(E).
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommend the City Council approve the disposal of surplus equipment via public auction pursuant to Municipal Code Section 2.06.06. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to approve the disposal of surplus equipment as listed in the staff report via public auction, pursuant to Municipal Code Section 2.06.06.”
