BACKGROUND
In 2016, Los Angeles County voters approved The Safe, Clean Neighborhood Parks, Open Space Beaches, River Protection, and Water Conservation Measure (Measure A). This funding measure, administered by the Los Angeles County Regional Park and Open Space District (RPOSD) provides ongoing annual allocations to cities for the improvement, maintenance, and development of parks, open spaces, and recreational facilities.

Measure A funds may be used for a variety of eligible purposes, including but not limited to:
• Park and playground improvements
• Community and recreation center enhancements
Gretchen Shepherd Romey, Mayor
Tony Chou, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Calvin Lo, Council Member
• Urban greening and tree canopy expansion
• Park safety improvements
• Trail and open space development
• Planning and design related to eligible projects
Pursuant to the terms of the program, each city receives revenues proportional to the property tax collected within its jurisdiction. The City currently has an available balance of $460,065.28 in Measure A Annual Allocation funds which includes the 2025 allocation of $60,118.40. In addition, the City has $106,977.86, in Maintenance and Servicing funds, including $14,401.48 from this year’s allocation, available to support the ongoing care of completed Measure A-funded projects.

To access these funds, the City Council must adopt a resolution authorizing the City Manager to execute the grant agreement with RPOSD.

DISCUSSION
As a member agency, the City is eligible to receive annual Measure A allocations in perpetuity. These funds may be used to plan, design, construct, or maintain eligible projects that enhance local parks and recreation amenities.

Several projects identified in the City’s Capital Improvement Program (CIP) may qualify for Measure A funding, either in full or in part. Parks and Public Works and Finance staff will review eligible projects and propose specific funding allocations for City Council consideration during the FY 2026-27 budget process.

Adopting the proposed resolution will establish a blanket authority for the City to apply for and accept Measure A funds on an ongoing basis, streamlining future applications and ensuring timely access to available grant revenues.

FISCAL IMPACT & PROCUREMENT REVIEW
The City currently has an available balance of $460,065.28 in Measure A Annual Allocation funds and $106,977.86 in Maintenance and Servicing funds.

Adoption of the resolution will allow staff to encumber and program these funds for eligible projects as part of future budget cycles.

Procurement review is not applicable.

LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.

RECOMMENDATION
Staff recommend the City Council 1) adopt Resolution No. R-25-36, A Resolution of the City Council of the City of San Marino, California, approving the blanket authority to file applications for grant funds from the Los Angeles County Regional Park and Open Space District for Measure A funding for projects and programs, and 2) authorize the City Manager to execute the Measure A Annual Allocation Grant Agreement. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
