BACKGROUND
On May 11, 2022, the City Council awarded a five-year contract to CJ Concrete Construction, Inc. for the City’s Annual Sidewalk Replacement Program. This program provides for the systematic replacement of damaged or uplifted sidewalk segments to enhance pedestrian safety and accessibility throughout the City.
As the fourth year of the five-year project cycle has now been completed, City Council approval is required to formally accept the work and authorize staff to file a Notice of Completion with the Los Angeles County RegistrarRecorder/County Clerk.
DISCUSSION
Construction for Year 4 (FY 2025-26) of the Multi-Year Sidewalk Replacement Program began on August 11, 2025, and was completed on October 3, 2025.
This year’s work included the following improvements to replace:
Gretchen Shepherd Romey, Mayor
Tony Chou, Vice Mayor
Hunter Chang, Council Member
John Chou, Council Member
Calvin Lo, Council Member
• 33,439 square feet (approximately 1.5 miles) of sidewalk • 3,977 square feet (approximately 23) of driveway approaches • 2,150 linear feet of curb and gutter, and
• 3 ADA-compliant curb ramps
The City Council approved contract amendment to incorporate sidewalk improvements related to the Mission Street Beautification Program as part of this year’s Annual Sidewalk Replacement Program replaced 8,665 square feet of sidewalk, 707 linear feet of curb and gutter, and 1,051 square feet of driveway approaches along Mission Street, improving safety, accessibility, and walkability within the Mission District.
All work was completed in accordance with City standards and to the satisfaction of the City Engineer. Final inspection has been carried out, all punch list items have been resolved, and the one-year warranty period has commenced. Staff recommend the City Council formally accept the work and authorize staff to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.
FISCAL IMPACT & PROCUREMENT REVIEW
The City Council approved contract amendment in the amount of $200,000 for Mission Street sidewalk improvements supplemented the previously approved project funding. The project was completed with a final construction cost of $668,932.14, which is $15,302.86 (or 2.24%) under the amended contract budget of $684,235 for FY 2025-26. Unexpended funds will be returned to the Capital Improvement Fund reserves for use on future construction projects.
Procurement review is not applicable, as the work was performed under the existing multi-year contract previously approved by the City Council.
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommend that the City Council: 1) accept Year 4 of the Sidewalk Replacement Program as complete, and 2) authorize the City Clerk to file the Notice of Completion. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to accept Year 4 of the Multi-Year Sidewalk Replacement Program No. 25-9272 performed by CJ Concrete Construction, Inc., as complete, and authorize the City Clerk to file the Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk.”
