STRATEGIC PLAN CRITICAL SUCCESS FACTORS
Engaged and Connected Residents
BACKGROUND
The Legislature established Government Code Section 54970, also known as “The Maddy Act,” for the purpose of increasing public awareness of appointments to be made by any local government. The purpose was to take into consideration a vast and largely untapped reservoir of talent which exists among the citizenry that all too frequently is not aware of the opportunities for participation on local boards and commissions.
According to Government Code Section 54972, on or before December 31st of every year, each legislative body is required to prepare an Appointments List of all regular and ongoing boards, commissions and committees which are appointed by the legislative body of the local agency. The list must contain which terms will expire during the next calendar year, with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the position. Section 54973 requires that the legislative bodies designate the public library with the largest service population within the jurisdiction to receive a copy of the list.
Pursuant to the Maddy Act, the City Clerk is required to announce all scheduled vacancies for commissions, committees, and boards expected during the next calendar year. This action must be taken prior to December 31st of each year.

RECOMMENDATION
Staff recommends the Council accept and file the Local Appointments List for all City commissions, committees, and boards for calendar year 2026, and direct the City Clerk to post the list. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
”I move to accept and file the Local Appointments List for all City commissions, committees, and boards for calendar year 2026, and direct the City Clerk to post the list.”
