BACKGROUND
Every year, the U.S. Department of Homeland Security, Federal Emergency Management Agency, allocates grant funding through the State Homeland Security Program (SHSP) to enhance the capabilities of local agencies to prevent, respond to, and recover from disasters, emergencies, and other threats to homeland security. The Los Angeles County Chief Executive Office provides regional administration of the SHSP grant and has notified staff that $30,000 of grant funding is available to the San Marino Fire Department through the 2024 SHSP.
DISCUSSION
The State Homeland Security Program provides funding to support the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. The SHSP grant is 100% federally funded by the U.S. Department of Homeland Security and managed through the State of California’s Office of Emergency Services. There is no local match requirement; however, grant funding is reimbursement based. Funds cannot be used for general purposes and must be specified at the time of application.

by the State and align with grant guidelines. The San Marino Fire Department has been approved for the purchase of unified response to violent incident rescue tools.
FISCAL IMPACT & PROCUREMENT REVIEW
The State Homeland Security Program grant has awarded the City of San Marino up to $30,000 in fully reimbursable grant funds, with no matching funds due from the City of San Marino. The acceptance of grant funds would require a FY 2025-26 budget increase of $30,000 to revenue Account #240- 00-3202-0000 Homeland Security Grant) and a budget increase of $30,000 to expenditure Account #240-30-4399-0000 (Non-Capitalized Equipment).
LEGAL REVIEW
The City Attorney's office has reviewed and approved as to form.
RECOMMENDATION
Staff recommends the Council 1) authorize the City Manager to accept the 2024 SHSP grant funds and execute the subrecipient agreement with the County of Los Angeles for a performance period of September 1, 2024, to May 31, 2027; and 2) approve budget amendments needed. If the City Council concurs with staff’s recommendation, an appropriate motion would be:
“I move to authorize the City Manager to accept the 2024 SHSP grant funds and 1) execute the subrecipient agreement with the County of Los Angeles for a performance period of September 1, 2024, to May 31, 2027; and 2) approve budget amendments needed.”
